The nation’s recent experience with war and economic crisis would hardlyshock Thorstein Veblen. America’s most original radical voice, Veblen has much to teach us about the common predatory origins of war and finance and the tragic consequences of their pursuit. This brief survey of the contemporary relevance of Veblen’s observations about war and economic collapse emphasizes the political foundation of his critical theory. Though widely regarded as an economic thinker, Veblen’s critique of modern business enterprise and its alliance with government rests on an essentially political dissection of what he termed barbaric exploit, the ancient root of war, power politics, the state, and latter day financial conquest. For Veblen, barbarism did not end with the coming of liberal democracy, rule of law or capitalism; its habits of exploit, waste and destruction go marching on.     

Allele frequencies data and statistic parameters for 13 STR loci in a population of the Brazilian Amazon Region

Allele frequencies for 13 short tandem repeat (D3S1358, vWA, D21S11, D18S51, D5S818, D13S317, D7S820, TH01, TPOX, D16S539, CSF1PO, D8S1179 and FGA) loci were determined in a sample of 325 unrelated individuals from the population of the Amazon of Belém, Brazil. These loci are the most commonly used in forensic and paternity testing. The forensic parameters investigated presented high values. The power of discrimination and the probability of exclusion for these 13 STRs are 99.999999999992% and 99.9998%, respectively. In conclusion, these 13 markers are suitable for forensic analysis and paternity tests of the Amazonian population.

George W. Bush's presidency presents two major puzzles. TheRepublican Party has traditionally stood for "limited government,"but Bush's principal legacy for federalism is centralizationof power in the federal government and the executive branch.Most modern presidents have neglected their partisan duties,but Bush has been a uniquely vigorous party leader. Here, weshow that Bush's puzzling lack of attention to federalism issuesis in large part the result of his efforts to strengthen theRepublican Party to cope with the political and electoral challengescharacteristic of the contemporary political context. We explainwhy the Bush administration's strategy for redressing the Republicanparty's shortcomings has presupposed the deprecation of federalism,and consider the implications of our argument for the developmentof federal arrangements.     

Nursing home quality-of-care cases after Mikes v. Straus

The quality of care rendered to residents of nursing facilities continues to gain attention from legislators, regulators, and the courts. Advocates for improvements in the quality of care by government-funded healthcare providers have identified the False Claims Act (FCA) as a potent tool. The Second Circuit decision in Mikes v. Straus might be viewed as a barrier to FCA claims against nursing facilities. Any impediment imposed by this decision, however, is limited by the facts of the case; the authors believe that carefully-crafted pleadings can enable litigants to rely upon the FCA in pursuing quality-of-care claims against nursing facilities.
