This article traces the origins of the concept of political culture within the study of comparative politics. After revisiting the circumstances under which it developed, the article highlights some of the key factors that set it apart from other studies in its era – its theoretical exploration of stable democracy, its systematically comparative focus and its use of sample surveys of public opinion. The article shows how these factors were refined and improved in subsequent work on political equality. Overall, it concludes that the basic formulation of The Civic Culture – of congruence between mass attitudes and the type of political system – will be retained and will continue to make a mark upon the future trajectory of comparative research on public opinion. 相似文献
The 'Tilea Affair' of March 1939 is among the most contentious of the short-term events leading to the Second World War. V.V. Tilea, the Romanian minister in London, brought information to the British Foreign Office, about an alleged German threat to his country. The guarantee to Poland soon followed and, in turn, the outbreak of the war. This article examines the evidence offered by contemporary British witnesses, the ensuing historical controversy - bringing to bear a variety of new revelations, including materials derived from the author's acquaintance with Tilea - and the present state of historical knowledge. This article argues for a new and broader understanding of reputation as a generally shared belief concerning a referent's character or nature, based on a range of information, associations and social cues. This is in place of the conventional rationalist definition of this concept as the degree to which an actor reliably upholds its commitments, based on a record of past behaviour. A brief literature review shows that this concept is crucial in underpinning a wide range of work in political science and economics premised on strategic interaction. The difference between a rationalist and constructivist understanding of reputation hinges on three points. Firstly, reputation is argued to be a relational concept rather than a property concept. Secondly, reputation is a social fact with an emergent, intersubjective quality, not just a collection of individual beliefs. Thirdly, rather than being an inductively derived objective record of past behaviour, reputation is based on associations, feelings and social cues. The last section of the article applies this broader conceptual understanding to two empirical examples: the importance of international organisations' reputation for their influence over policy-makers, and the way in which small states are classified as tax havens by a reputation test. 相似文献
Abstract. The article focuses on the cycle of protest that developed in Italy during the late 1960s and early 1970s. Some hypotheses on the evolution of the repertoires of action are tested with the aim of explaining the emergence of political violence during a cycle of protest. Newspaper-based data are presented on the proportional presence of violent forms of action, on the social and ideological groups involved in political violence, and on the grievances expressed during violent protests. The widespread political violence that developed in Italy in the early 1970s is explained as an internally differentiated strategic adaptation within the social movement sector, during a cycle of protests that was disorderly but far from violent. 相似文献
This article discusses the various legal and ethical issues arising out of the cause of action for wrongful life. This action involves a claim by a child that but for the negligence of the doctor, hospital or other medical institution, his or her mother would have terminated the pregnancy and he or she would not have been born. The courts have generally rejected this cause of action on the basis of legal, ethical and policy considerations. The author proposes that the legal hurdles can be overcome and that the ethical and policy considerations do not outweigh the desirability of upholding wrongful life claims. 相似文献
Institutional weaknesses in the criminal justice system (limited court capacity and the increasingly sophisticated armament of splintering drug trafficking organizations) limit the effectivity of Mexican states to deter organized crime style homicide. Court capacity, expressed by increasing sentencing rates in states where the oral court system was institutionalized, remains insufficient against the post-2006 organized crime related homicide epidemic. The illegal arms market, combined with long-standing deficits in firepower between organized crime and municipal police forces, limit the state’s capacity to alter the arms balance toward policing forces. Taken together, limited court capacity and the tactical imbalance of weapons held by drug trafficking organizations create a vicious cycle which continually perpetuates state ineffectiveness to deter and punish organized crime style homicide.
