We analyse the efficiency effects in combination with some accepted fairness criteria for the voting games in the European Council of Ministers (ECM) under the qualified majority voting (QMV), before and after the Nice new scheme, in comparison with hypothetical simple majority voting rules (SMV), by jointly examining voting weights and voting powers. The differences between the voting weights and the voting powers increase considering the attitude of the Governments of the Member States of the ECM, to form voting-blocs'—historically that among France, Germany and Belgium and, more recently, the bloc between the United Kingdom and Spain. Their voting powers by blocking proposals result in stalemates and weak compromise with likely benefits for existing well organised interest groups. Unexpectedly, the enlargement of EU from 12 to 15 States, with the diminution of the voting weights of the member countries has not reduced the decisional deficit of QMV, basically because the incentive toward blocs' formation has been reinforced. And, while the power of getting a proposal approved has diminished, the veto-power has remained very high. The effects of the new dual QMV rule, based on a new distribution of votes and correcting the unbalance against the big countries with their demographic weights, for the enlargement to 27 States, seems to go in the same direction. The adoption of a dual SMV, would solve the problems of decision efficiency, with a fairness constraint to protect the major countries. To make this voting rule acceptable one might adopt the Buchanan and Tullock (1962) distinction between constitutional principles to whom the unanimity or QMV might be reserved and post constitutional rules suitable to SMV. Clubs of enhanced co-operation among countries with more homogeneous preferences could also ease the application of SMV.  相似文献

In December 2020, the World Health Organization (WHO) declared SARS-CoV2 a global pandemic. Home confinement, low social contacts, and fear of virus transmission played a major role as risk factors for suicides during the following period. Suicide pacts, in particular, showed a different pattern. A rare case of a triple suicide pact among members of the same family nucleus is presented. The victims were an elderly, severely ill woman and her adult children (a son and daughter), linked by a morbid relationship. The last time the family was seen alive was 40 days before the discovery. All corpses presented decompositional changes. After a full autopsy, the cause of death was determined to be a lethal intake of morphine for the mother and acute blood loss due to self-stabbing at the neck for the siblings. The younger woman was under the effects of a large amount of heparin. Toxicological analysis was positive for opioids and alcohol in both siblings. Suicide pacts have rarely been described during the COVID-19 pandemic. In the few cases reported, the victims were more often relatives than people in a romantic relationship. The involvement of three people is unusual, as is the use of different suicide methods among the victims. In the presented case, the elderly mother's imminent death from terminal cancer, her concern over dying in a nondomestic environment, and the siblings' fear of being alone likely led to the conception of the suicide pact. Social isolation and economic difficulties also played a contributing role.  相似文献

Although party system change has been widely explored, it is less so for the regional level. The article provides the first systematic attempt to discuss party system change at the regional level in Italy. Through a comprehensive overview of the five 1995–2015 regional elections, indicators of party system change, based on an original database, are explored. It will be showed that in the 2013–15 election cycle while party system fragmentation, volatility and recomposition reached their maximum high – parallel to what happened in 1995 – the level of bipolarism, one of the main features of Italian party system since the mid-1990s, dramatically dropped replaced by a three-pole configuration. These results, and their consistency with the relevant junctures at the national level in 1994 and 2013, may allow to state that a party system change at the regional level occurred and thus to consider 2013–15 elections as critical.  相似文献

This article critiques interregionalism as a concept that is trapped in the European Union (EU) foreign policy toolkit narrative, which in turn structures what can be said meaningfully and legitimately about interregionalism. Drawing on the experience of the Arab–South American (ASPA) Summit, it shows that, when speaking on interregionalism in International Relations (IR), one need not be speaking about the EU interregional model, which is understood as a vertical relationship established between the EU and an objectified regional partner of its choice. Rather, a broader definition for interregionalism is proposed, one that builds up from the basic ‘region-to-region’ dialogue–arrangement–cooperation and interrogates the meaning it has for those who engage in this practice. This was made possible by the construction of a framework for the analysis of the practices that lead to the materialisation of the ASPA interregional discourse and that reveal how this form of interregionalism in the Global South ‘matters’ in IR.  相似文献

This study moves beyond theories emphasising “state failure” as the cause for terrorist “spill-over”. The aim is to offer new theoretical and empirical considerations concerning the determinants of terrorist groups’ geographical strategies. The main argument this article presents is that transnationality for nationalistic terrorist organisations can be costly. This is the case due to the mobility, social and strategic costs of operating beyond controlled territories. Hence, the article proposes an interpretation of these decisions as being mainly generated by states’ counterterrorism strategies. Using data gathered from the GTD Dataset and secondary sources such as specialised reports and strategic documents, the article explores the argument by presenting observations and empirical findings on two groups, AQIM and Boko Haram.  相似文献

This article re-visits the friendship of Vera Brittain and Winifred Holtby through some (largely unpublished) correspondence exchanged in 1926. Building on a body of literature which asserts the personal and professional importance of this friendship, my own analysis moves beyond what I identify as a polarisation of ‘work’; and ‘sexuality’ and reveals a friendship where professional and erotic interests are engaged in a dynamic exchange. In addition, I argue that the ways in which work and desire ‘trade’ with each other in this friendship are symptomatic of material and discursive conditions concerning women's work and sexuality in the interwar period. Specifically, ‘work’ will be seen to stand in for and legitimise a friendship which may be placed under censorious scrutiny, while ‘desire’ is displaced onto real professional ambitions which become possible at this historical moment. Brittain and Holtby were among scores of middle-class women becoming professional writers in large numbers for the first time in English history. Their ‘trade’ in work and desire invites more complex readings of other intense friendships which enabled women to succeed in professional life like never before.  相似文献

We estimate the impact on economic growth of the joint participation in both IMF and World Bank programs. More specifically, using panel data for 128 developing countries over the period 1982?C2005, and employing 2SLS to control for the possible endogeneity of participation in an IMF/World Bank program, we find that the interaction between these two organizations has a positive and significant impact on growth. The paper then opens up interesting new research questions related to investigate further on the effects of Bank?CFund simultaneous action and, to the extent to which their stronger impact on growth may depend on Bank?CFund interaction, also ways to optimize their joint effect through greater cooperation.  相似文献
