This article makes a case for paying greater attention to how informal relationships between government officials and civil society practitioners impact processes of public value creation. Drawing on data from a five‐year qualitative longitudinal study, we illuminate how civil society practitioners deviate from the formal objectives of social enterprise policies in order to create what they see as having public value. Through a process of theory elaboration, we demonstrate how government officials’ wilful ignorance of, or informal collaboration in, such deviance, precipitates forms of public value that are consistent with wider political objectives. Our analysis adds nuance and granularity to the debate on public value by drawing attention to the arcane ways it may be informally negotiated and created outside of the public sphere. This opens up new empirical and theoretical opportunities for understanding how deviance and ignorance might be symbiotically related in processes of public value creation.”  相似文献

Morale among U.S. federal employees has increased but remains low compared to the private sector and in certain agencies, including the Department of Veterans Affairs (VA), which has experienced scandal and management challenges, including a crisis of leadership. Using data from the 2015 Federal Employee Viewpoint Survey, this article examines the influence of transformational leadership (TFL) on job satisfaction/commitment among VA employees. Regression analysis reveals a positive association between satisfaction/commitment and each of the four TFL dimensions, controlling for the other dimensions and sociodemographic characteristics. Employees who perceive leaders as fostering creativity, empowerment, trust/respect, and clear goals/expectations are more satisfied/committed.  相似文献

Research on the effect of school choice on student performance has generally been based on small-scale experiments or comparisons of Catholic and public schools in the United States. Recent studies indicate, however, that the market competition stemming from school vouchers does not affect all private schools equally. This study makes use of individual-level register data on the performance of more than 30,000 students in Denmark, where private schools have been voucher-financed for more than 100 years, while public schools are governed and financed by the politico-administrative system. Using an instrumental variable model to exclude selection effects, the results show no significant average effect of private schooling on final examination scores. However, a multilevel model shows that private schools of high socio-economic status perform better than similar public schools, while private schools of low socio-economic status under-perform – even for individual students with high socio-economic status. This indicates that the institutional setting of a voucher system is not enough to raise educational performance in general, arguably because some parents choose schools on the basis of non-academic criteria.  相似文献

We apply formal, statistical measurement models to the Polity indicators, used widely in studies of international relations to measure democracy. In so doing, we make explicit the hitherto implicit assumptions underlying scales built using the Polity indicators. Modeling democracy as a latent variable allows us to assess the "noise" (measurement error) in the resulting measure. We show that this measurement error is considerable and has substantive consequences when using a measure of democracy as an independent variable in cross-national statistical analyses. Our analysis suggests that skepticism as to the precision of the Polity democracy scale is well founded and that many researchers have been overly sanguine about the properties of the Polity democracy scale in applied statistical work.  相似文献

Previous research has provided mixed results regarding the effect of anxiety on academic achievement. Building on this body of research, the present longitudinal study pursued two goals. The first goal was to describe trajectories of anxiety during elementary-school years. The second goal was to determine the predictive value of these trajectories on high school noncompletion after controlling for personal (i.e., gender, classroom behaviors, and academic achievement) and familial (i.e., sociofamilial adversity) characteristics. A community sample of 1,817 children (887 boys, 930 girls) participated in this study. Results showed that anxiety tended to fluctuate from kindergarten to Grade 6 for different groups of children. Furthermore, the result of a logistic regression analysis indicated that group membership for anxiety predicted high school noncompletion by age 20. As a whole, these findings suggest that considering heterogeneous developmental patterns of anxiety during elementary-school years appears quite useful for predicting an important outcome such as high school noncompletion.

Most new democracies face serious internal, ethnic/separatist conflicts; in addition, some face international threats. The literature on the growth of democracy in the global system and its impact on world politics does not fully account for the dual threats all states must address in managing their security. Based on theoretical work by Starr (1994) which describes the "common logic" of conflict processes in war and revolution, we outline a model of how states respond to security threats from both external and internal sources. Using computer simulation, we analyze the model and evaluate the relative importance for state security of factors such as system size, numbers of democracies in the system, extraction/allocation strategy pursued by new democracies, and government legitimacy level. Our results show that new democracies thrive in systems that are predominantly democratic. Also, ally support can provide crucial resources for new democracies facing internal threats. Finally, "endangered" democracies can recover security by attempting to buy off domestic threats rather than deter them, and by improving legitimacy.  相似文献
