Local government extractive capacity, as measured by the amount of graduated personal tax (GPT) collected relative to district wealth and population and, more qualitatively, as reflected in the nature of enforcement, varies considerably in Uganda. This article explores the reasons for this variation, first by investigating aggregate data at the cross‐district level, using data on taxation as well as survey data from the Afrobarometer, second, by a focussed comparison of two districts, one with high‐ and one with low‐extractive capacity. I find that generalised trust can explains some of the variation in extractive capacity across districts. The case studies trace the differences in trust and extractive capacity back to pre‐colonial rule; the better performing district having had centralised rule, a tradition of tax‐payment and a higher degree of social cohesion, while the poorer performing district had a more fragmented and less cohesive history of governance. The article thus points to the importance of understanding institutional path dependencies when assessing the feasibility of reform. Copyright © 2009 John Wiley & Sons, Ltd.  相似文献

This article examines the development of a cap on the use of so-called ‘project credits’ in the EU emissions trading scheme. It investigates how the issue of such a limit was addressed in the negotiations of the Linking Directive, and how it has been dealt with in the later implementation of this directive. The article applies two explanatory approaches: one based on intergovernmentalist theory, assuming that the cap reflected the preferences of the EU Member States; and one based on the multi-level governance model, assuming that the cap expressed the preferences of EU institutions rather than Member States. What is found is a two-stage development: during the negotiations of the Linking Directive, Member States managed to secure a no-cap solution allowing extensive use of the project credits. In the later implementation phase, however, when the emissions trading scheme was up and running and a certain legitimacy for the system had been established, the Commission managed to ‘regain control’ by bringing back a cap. Thus, the project credit cap—and by that, the very nature of the EU emissions trading scheme—has been the subject of a continuing power struggle within the EU—and different theoretical perspectives explain different stages of this process.  相似文献

This article addresses the development of new performance management systems related to public sector reforms. One such system is Management by Objectives and Results (MBOR), based on an official OECD model. Such a system tries to establish unambiguous goals, objectivity, and incentive elements into often traditionally trust-based systems embedded in a complex political-administrative context. To analyze such performance management systems and how they work in practice, we focus on a recent reform of the hospital structure in Norway. Using a broad institutional perspective, we argue that the MBOR-system in Norway is a mixed and complex system encompassing different kinds of logic. These include instrumental elements from the new performance management systems combined with ad hoc preventive efforts by the political leadership, the influence of cultural constraints, elements of rather inappropriate self-interested action, and pressure from the environment. The study reveals that the hospital reform in Norway in practice can be seen as an integrated model, combining informal trust-based approaches and formal performance management measures. It also shows that negative side effects and dysfunctions might occur.  相似文献

This paper presents a preliminary framework for analyzing how values in the public sector change over time. The specific dynamics are conceptualised as three types of change mechanisms: a teleological, a conflictual and a value-internal change mechanism. Choice of governance systems – hierarchy, clan, network or market - is an example of designing control systems to promote particular values. Another change mechanism is rooted in conflicts between values and the actors carrying these values leading to various organisational responses. Finally, influenced by basic properties of a value changes may follow several distinct patterns such as life cycles, pendulum dynamics, enlargement of scope, refinement and turbulence. The possible outcomes of value dynamic processes are basically changes in value configurations: crowding out, sedimentation, the core-periphery hypothesis, division of labour, and re-interpretation. The paper uses examples from a Danish context, but argues that the value dynamics identified have a more universal scope.  相似文献

Decentralisation is a key element in the new wave of land reforms that have been introduced in sub-Saharan Africa. However, not much research has been carried out into their implementation at the local level. Consequently, reforms are described in old-fashioned terms. Through comparative case studies in Tanzania, this article unpacks implementation as a process consisting of multiple administrative layers and potential actors. It concludes that implementation is slow and uneven due to the decoupling of layers within the formal land administration. Greater attention should be directed towards the local level as a part of the land administration structure.  相似文献

The so-called Schengen compensatory measures such as the Schengen Information System (SIS) or the European Dactylographic System (Eurodac) have been the centre of much attention. However, the research on these security measures has focused almost solely on their effect on liberty, human rights, and the like. Not much attention has been given to the actual effectiveness of the security remedies taken in the European Union (EU) to compensate for the abolition of border controls, despite effectiveness being an obvious source of legitimacy in the realm of security. This article takes a first step in the direction of correcting this neglect and develops the foundations for an analytical framework focusing on effectiveness and legitimacy. The framework is illustrated through a minor analysis of the legal and institutional set-up of SIS and Eurodac as examples pointing to sources of ineffectiveness in the very set-up of the databases.  相似文献

This study examines the effects of mixing offenders with non-offenders at Skejby half-way house in Denmark. Skejby half-way house constitutes an outstanding social experiment, as offenders are deliberately mixed with non-offenders in order to reduce their risk of recidivism. The treatment group consists of offenders who have stayed at Skejby half-way house while the controls are selected from residents of four other half-way houses. A Cox regression analysis reveals that the probability of reoffending is 21% lower for the treatment group than it is for the control group.  相似文献

The purpose of this paper is to explain how and why consensus was reached on a legally binding approach given the opposition of powerful actors. Why did the United States and key emerging economies change their positions? We apply tools from the regime formation literature—classical perspectives on power, interests and knowledge—and the use of different leadership tools to shed light on the issue. Knowledge-based intellectual leadership was exercised by the UNEP Secretariat, providing new information on the seriousness and scope of the problem. Power-based leadership through unilateral action was provided by the United States. When the United States changed position after change in domestic leadership, political costs increased for other opponents. Finally, interest-based instrumental leadership was provided by many proponents, with UNEP and among others the EU in the lead. Still, conflicts remain on control measures and the form of financial mechanism.  相似文献

Interest groups may approach political decision makers in two phases of the legislative process: the pre‐parliamentary, administrative phase, in which bills are prepared by bureaucrats; and the parliamentary phase, in which bills are discussed and possibly revised by parliamentary committees. The article investigates the factors that lead groups to engage in these phases based on group proceedings for 225 bills presented to the Danish parliament in the 2009/2010 session. We conclude that resourceful groups are clearly more active in both arenas, but the parliamentary arena is also a venue for voicing discontent and defending gains achieved in the administrative arena.  相似文献
