What makes a well‐functioning governmental crisis management system, and how can this be studied using an organization theory–based approach? A core argument is that such a system needs both governance capacity and governance legitimacy. Organizational arrangements as well as the legitimacy of government authorities will affect crisis management performance. A central argument is that both structural features and cultural context matter, as does the nature of the crisis. Is it a transboundary crisis? How unique is it, and how much uncertainty is associated with it? The arguments are substantiated with empirical examples and supported by a literature synthesis, focusing on public administration research. A main conclusion is that there is no optimal formula for harmonizing competing interests and tensions or for overcoming uncertainty and ambiguous government structures. Flexibility and adaptation are key assets, which are constrained by the political, administrative, and situational context. Furthermore, a future research agenda is indicated.  相似文献

The International Criminal Tribunal for Yugoslavia (ICTY) was established by the UN Security Council in 1993 to prosecute persons responsible for war crimes committed in the former Yugoslavia during the Balkan wars. As the first international war crimes tribunal since the Nuremburg and Tokyo tribunals set up after WWII, the ICTY has attracted immense interest among legal scholars since its inception, but has failed to garner the same level of attention from researchers in other disciplines, notably linguistics. This represents a significant research gap, as the Tribunal’s public discourse (notably its case law and Annual Reports) can open up interesting avenues of analysis to researchers of law, language, and legal discourse alike. On its official website, the Tribunal claims that it has “irreversibly changed the landscape of international humanitarian law” and lists six specific achievements: “Holding leaders accountable; bringing justice to victims; giving victims a voice; establishing the facts; developing international law and strengthening the rule of the law”. While a number of legal scholars have studied and critiqued the level of ‘achievement’ actually attained by the Tribunal against these metrics and others, of interest to linguists is the ways in which this work might be conveyed discursively. In this paper, we demonstrate how methods from the linguistic field of corpus-based critical discourse analysis can be utilised to explore the discursive construction of such achievements in the language of the ICTY.  相似文献

This contribution examines the EU’s innovative climate and energy package: how this package of binding policies has been initiated, decided, implemented and reformed. The key argument is that linking climate and energy concerns can help to explain how the EU managed to adopt an ambitious package of policies aimed at achieving 2020 goals. The combination of differently valued issues, side payments to overcome distributional obstacles and the creation of synergies contributed to a successfully negotiated outcome. The consequences for implementation and further policy development towards 2030 are explained by challenges in reproducing these joint EU-level gains at national level and by new circumstances. This may weaken the EU’s chances of realizing a low-carbon economy and ‘leadership by example’ in international climate policy.  相似文献

Abstract

The news media’s ability to mobilise citizens to participate politically by emphasising elite conflict in politics is not well understood. This article argues that citizens may gain knowledge when exposed to conflict news framing. It further theorises that whether they translate their knowledge into political participation is conditioned by their orientation towards conflict. Individuals who avoid conflict participate less frequently than individuals who do not. The proposed moderated mediation process was tested using a content analysis of news media coverage and a three-wave panel survey (n?=?2,061). Results show that the effect of exposure to conflict news framing on (changes in) political participation is positively mediated by knowledge. This mediation effect is moderated by conflict avoidance, where the effect is more positive among conflict non-avoiders than conflict avoiders. This study shows that understanding the news media’s mobilising effect on political participation requires attention to both news content and individual motivational factors.  相似文献

A well‐functioning democracy needs the news media to provide information to its citizens. It is therefore essential to understand what kinds of news contents contribute to gains in citizens' political knowledge and for whom this takes place. Extant research is divergent on this matter, especially with respect to ‘softer’ news coverage. This cross‐national study investigates the effects of exposure to human interest and conflict frames in the news on political knowledge. Drawing on panel surveys and media content analyses in three countries, the study shows how these two frames contribute positively to political knowledge gain. This relationship is moderated by political interest so that those who are least interested learn the most from this type of easily accessible news coverage. The results are discussed in the light of research on news media and knowledge acquisition.  相似文献

Forensic DNA databases are implemented worldwide and used increasingly. Part of this increasing usage is arguably a matter of function creep. Function creep refers to changes in, and especially additions to, the use of a technology. In this article we explore the notion of function creep as we discuss why and how it has taken place on forensic DNA databases. We also consider what future function creep it is possible to envisage. As even security enhancing technologies may contribute to insecurities, what safeguards should be in place to render function creep governable? We use the Norwegian DNA database, expanded considerably as recently as September 2008, as our primary case for discussion. Additionally we use examples from the English and Welsh DNA database which, considered world leading, may be an indication of where other DNA databases are heading. The article isn't data-driven but draws on a wide spectrum of data: governmental documents, public and Parliamentary debates, and interviews.  相似文献

Over the last decade, the need for governance of human health and environmental safety risks of nanotechnology (NT) has received increased attention at international, national and EU levels. There were early calls for increased funding of independent research, risk analysis and voluntary or mandatory regulation, but currently overall regulatory efforts have not materialised. One possible explanation is that research has revealed little need to regulate environmental and health safety risks of NT. Alternatively, there is a gap between politics and governance and the evolving state of knowledge. Such a gap can be caused by various factors including change in interests, saliency and organisation. Organisational challenges related to the science–policy interface at national, international and the EU can affect how new knowledge is channelled into decision-making processes. Decrease in public saliency is another possibility. Finally, opposition to regulation among affected producers may have increased and in turn stalled regulation through lobbying. The two explanations are analysed in a multi-level governance context. Norway is chosen as an interesting case: Highly profiled as a frontrunner i.a. in regulating gene technology, but currently awaiting regulations in the EU due to the European Economic Area agreement.  相似文献

Afghanistan is often mentioned as a threat to the Central Asian states. Potential spillovers of violence, extremism, terrorism and dangers related to the drug trade are seen as significant security issues for the region. This article takes a different approach. Taking a performative view of statehood, we see state identities as socially constituted, partly by involvement in regional and global processes. From research on border management, the Northern Distribution Network, and various forms of bilateral cooperation between Afghanistan and the Central Asian states, we argue that Afghanistan has become an arena where the Central Asian states can participate. How the Central Asian states bordering on Afghanistan are treated as relevant participants, regardless of actual state capacity or the effectiveness of their policies, serves to constitute and confirm their sovereignty and relevance to the international community, and ultimately their statehood. By emphasizing the important state effects of their performance, our perspective differs from accounts of Central Asian states as either ‘weak’ or ‘strong’, and the tendency to depict Central Asian engagement in regional initiatives as mere window-dressing.  相似文献

This article concerns how the municipal organisation and its leaders respond to challenges posed by the post-industrial era, in the form of shrinking employment opportunities and population decline. By developing distinct policies of supporting cultural and new economic initiatives, they depart from traditional steering modes and engage in ‘networked governance’ to safeguard community viability. This extends the scope of what we normally expect of local government, as it implies practices and de facto decision making outside the public realm. With these strategies, municipal leaders show that they are eager to do something for the people in the municipality. Their relative success in the use of governance methods might be regarded as new ways of legitimising the politicians' and the municipalities' role. In this respect, creating policies that relate to the formation of community identity may be an important asset.  相似文献
