Small State Discourses in the International Political Economy

Abstract

This article supports growing calls to ‘take small states seriously’ in the international political economy but questions prevailing interpretations that ‘smallness’ entails inherent qualities that create unique constraints on, and opportunities for, small states. Instead, we argue that discourses surrounding the ‘inherent vulnerability’ of small states, especially developing and less-developed states, may produce the very outcomes that are attributed to state size itself. By presenting small states as a problem to be solved, vulnerability discourses divert attention away from the existence of unequal power structures that, far from being the natural result of smallness, are in fact contingent and politically contested. The article then explores these themes empirically through discussion of small developing and less-developed states in the Commonwealth and the World Trade Organization (WTO), considering in particular how smallness has variously been articulated in terms of what small states either cannot or will not do.

Identifying and measuring juror pre-trial bias for forensic evidence: development and validation of the Forensic Evidence Evaluation Bias Scale

Abstract

Previous research has provided support for the impact of juror pre-trial bias on judicial decision making, particularly in cases where the evidence presented at trial is of weak or ambiguous probative value. In an effort to identify whether a pre-trial bias for forensic evidence exists, the Forensic Evidence Evaluation Bias Scale (FEEBS) was developed and tested. The results of a principal components analysis suggested that two distinct constructs were being measured, corresponding to a pro-prosecution and pro-defence bias toward forensic evidence. In a second validation study, scores on these two subscales were compared with other existing juror bias measures (Juror Bias Scale and Belief in a Just World) and in a mock juror decision making task only the pro-prosecution subscale of the FEEBS predicted the perceived strength of forensic evidence. A partial mediation model is presented which explains the relationship between this bias and verdict preferences. The implications of this potential juror bias are discussed in the context of real juries, the CSI Effect (which refers to anecdotal claims that jurors are biased by the popularity of fictional representations of forensic science on television) and peremptory challenges, as well as future research directions.

The EU and Russia's conflicting regime preferences in Ukraine: assessing regime promotion strategies in the scope of the Ukraine crisis

This paper evaluates the competitiveness of the European Union (EU) and Russia's regime preferences in their foreign policies towards Ukraine in the scope of the on-going Ukraine crisis. It is argued that the underpinning geopolitical environment Ukraine currently resides in, wedged between two much larger powers (the EU and Russia), renders it a vulnerable target state for regime promotion from both sides. Indeed, since the 2004 Orange revolution in Ukraine, both the EU and Russia have had discernible regime promotion strategies in their foreign policies. The EU's regime promotion has focussed on facilitating democracy in Ukraine, along with more material interests (trade and strategic aims) while Russia has reacted with increasingly zero-sum policies which pursue its preference for having a loyal and Russian-facing regime in Ukraine. Ultimately, the increasing competitiveness of the EU and Russia has been a key factor in the onset of the Ukraine crisis, which offers important insight into the relationship between large powers and the smaller third states which lie in their overlapping spheres of influence.     

The Missing Witness? George V,Competence, Compellability and the Criminal Libel Trial of Edward Frederick Mylius

A criminal libel trial in 1911 set the monarch against one of his subjects. Edward Mylius repeated a rumour that accused King George V of marrying Queen Mary when – secretly – the King had previously married someone else and had three children. The criminal charge, the process used to bring the issue to court, the advice to the King of the relevant ministers (including Winston Churchill as Home Secretary) and the trial itself stretched the boundaries of fairness. The legacy of the trial created a lingering problem. Can the monarch ever be required to face the direct scrutiny of examination by being required to appear as a witness in his or her own court to support a personal complaint?

Bletchley Park and the Holocaust

A common substantive topic in intelligence studies is the analysis process. The addition of active-learning techniques to reinforce key concepts like competitive analysis, ‘wheat’ versus ‘chaff’, and the different ‘ints’ of intelligence can be an important supplement to existing teaching methods. Moreover, a deeper appreciation of the intelligence analysis process is likely to be best achieved through simulation learning. Drawing on the growing literature that recognizes active learning and simulations as important pedagogical tools, this teaching note presents an original active-learning simulation for the college-level intelligence studies classroom in which students face an analysis challenge that highlights different components of the analysis process. This simulation increases appreciation for intelligence analysis and serves as a student-friendly method for enhancing intelligence studies pedagogy.
