The article examines the interrelationship among propaganda, effect, and the Cold War during congressional debates over America's first peacetime propaganda program. Although the rise of the communication research paradigm affected the production of statistical evidence to measure the effectiveness of America's Cold War propaganda, this case study argues that the “war of words” metaphor further heightened the need for empirical proof of America's status in that conflict, Just as with any physical battle that relies on body counts and land measurements to determine the success of America's war efforts, the criteria for measuring the status of America's “war of words” were driven by a similar demand for “objective” proof. The longevity of the Cold War helped ensure the institutionalization of the communication research paradigm, which rejected the use of anecdotal evidence as support for the program's impact. 相似文献

A new way of measuring behavioural compliance for prevention programme interventions using KAP Score
KAP Score is an evaluation tool developed to enable aid and donor organisations to monitor and evaluate the outcome of interventions, particularly those where the link between programme activities and outcomes constitutes an “unknown”. This article articulates KAP Score and demonstrates how it has been applied to two separate interventions related to risk avoidance (human trafficking) and demand reduction (wildlife consumption) to generate quantitative evidence for assessing how they contributed to increasing compliance. The examples presented demonstrate how KAP Score attributed the effectiveness of these interventions to a proxy indicator that can measure incremental behavioural compliance. 相似文献

What are the dynamics of coercion in cyberspace? Can states use cyber means as independent tools of coercion to influence the behavior of adversaries? This article critically assesses traditional coercion theory in light of cyberspace's emergence as a domain in which states use force, or its threat, to achieve political objectives. First, we review the core tenets of coercion theory and identify the requisites of successful coercion: clearly communicated threats; a cost–benefit calculus; credibility; and reassurance. We subsequently explore the extent to which each of these is feasible for or applicable to the cyber domain, highlighting how the dynamics of coercion in cyberspace mimic versus diverge from traditional domains of warfare. We demonstrate that cyber power alone has limited effectiveness as a tool of coercion, although it has significant utility when coupled with other elements of national power. Second, this article assesses the viability and effectiveness of six prominent warfighting strategies in the traditional coercion literature as applied to the cyber domain: attrition, denial, decapitation, intimidation, punishment, and risk. We conclude that, based on the current technological state of the field, states are only likely to achieve desired objectives employing attrition, denial, or decapitation strategies. Our analysis also has unique implications for the conduct of warfare in cyberspace. Perhaps counterintuitively, the obstacles to coercion that our analysis identifies may prompt states to reevaluate norms against targeting civilian infrastructure. 相似文献

Contemporary political communication is marked by an evolving dialectical tension between public and technical forms of discourse. Using Ronald Reagan's explanation of the Iran/Contra arms‐for‐hostages initiative as a case study, this article explores the rhetorical uses of technical rationality and the dangers these appeals pose for public deliberation. A close reading of Reagan's March 4, 1987, Iran/Contra defense speech demonstrates that Reagan employed the Tower Commission Report's technical judgments to separate the ethical realm of the public from the nonethical realm of the technical. As a result, he was able to define the Iran/Contra affair as an instrumental problem of bureaucratic organization rather than a betrayal of the public trust. This strategy of demarcating the moral realms of agent from agency is conceptualized as both a moral dodge and an instance of what Kenneth Burke calls ironic discourse. The article concludes by contrasting Reagan's strategy with other recent political crises in which public servants did not separate their public virtue from their administrative responsibility. 相似文献

Conventional accounts of the Federal Convention of 1787 point to the many different compromises made at the convention, specifically the Great Compromise on representation and the Three‐Fifths Compromise on slavery. Often these compromises are treated as separate events, the result of deliberation leading to moderation of delegate positions (presumably among the key states of Massachusetts and North Carolina). However, by applying the techniques of roll‐call analysis, we find this traditional account is at best incomplete and probably misleading. While the Massachusetts delegation's behavior seems consistent with a moderation hypothesis, we find evidence that the other crucial vote for the Great Compromise—from North Carolina—is inconsistent with moderation, but can be linked through the agenda to the Three‐Fifths Compromise over slavery, taxation, and representation. We conclude by arguing that this reconsideration of some of the convention's key votes should cause political scientists and historians to reevaluate how they see the compromises at the convention. 相似文献
