Discussion of British punk visual culture has generally been restricted to the work of the male protagonists, such as Jamie Reid's designs for the Sex Pistols. Jones seeks to present a wider view of punk imagery and its context by discussing the little-known photomontage work of the artist Linder Sterling during 1977-9. Her images are considered in the context of her other work (performance, music and graphic design), the concerns of radical feminism (namely, gender and representation) and feminist-inflected, iconoclastic photographic-based practices of the 1970s. Furthermore, drawing on the work of various theorists, such as Roland Barthes, Walter Benjamin and Angela McRobbie, he argues that Linder's use and subversion of mass media imagery represents a critique of constructed gender identities and the consumer society.  相似文献

Within the UK, City Deals, essentially bespoke packages of funding and decision‐making negotiated between national government and local authorities, are increasingly taking centre stage in promoting economic growth. Each City Deal is seen to reflect the needs of individual cities and their surrounding regions, and each has its own distinctive funding and development agenda. Although the City Deal model has been broadly welcomed by national and local political leaders, concerns have been more widely expressed about its operation and effectiveness. This paper outlines the development and characteristics of the City Deals programme and offers a reflective commentary on a number of issues surrounding the programme, namely, accountability and evaluation, the relationship between the local and national states, the role of planning, and sustainable development.  相似文献

As growing numbers of local authorities in England are facing up to funding challenges, many of them are looking to commercialising services to increase revenue and to balance their budgets. This commentary paper outlines the characteristics of commercialisation and the drivers for it, reviews the commercial strategies being introduced by a number of local authorities, and offers some general reflections on commercialisation within local government. Although local authorities have created their own individual commercialisation strategies, a number of general themes can be identified within these strategies. These common themes include the drivers for commercialisation; the vision, aims, and objectives of commercialisation strategies; delivery plans and priorities; measurement; and risk management. In reflecting on local authority commercialisation strategies, the authors highlight the importance of developing both a communications plan and new skills and knowledge bases for employees, and they link their findings to the privatisation of public sector services and to neoliberal models of local service provision.  相似文献

The concentrations of zolpidem and zopiclone were determined in peripheral blood samples in two forensic materials collected over a 10-year period (2001-2010). The z-hypnotics were determined in venous blood from living subjects (impaired drivers) and in femoral blood from deceased persons (forensic autopsies), with the latter classified as intoxication or other causes of death. The z-hypnotics were determined in blood by capillary column gas chromatography (GC) with a nitrogen-phosphorous (N-P) detector after solvent extraction with n-butyl acetate. The analytical limit of quantitation (LOQ) was 0.02mg/L for zopiclone and 0.05mg/L for zolpidem and these have remained unchanged throughout the study. When death was attributed to drug intoxication (N=918), the median concentration of zopiclone in blood was 0.20mg/L compared with 0.06mg/L for other causes of death (N=1215) and 0.07mg/L in traffic offenders (N=691) (p<0.001). Likewise, a higher median concentration (0.30mg/L) was found in intoxication deaths involving zolpidem (N=357) compared with 0.13mg/L for other causes of death (N=397) or 0.19mg/L in impaired drivers (N=837) (p<0.001). Median concentration in blood of both z-hypnotics were appreciably higher in intoxication deaths when no other substances were identified; 0 70mg/L (N=12) for zopiclone and 1.35mg/L (N=12) for zolpidem. The median concentrations of z-hypnotics in blood decreased as the number of co-ingested substances increased for intoxication deaths but not other causes of death. The most prevalent co-ingested substances were ethanol in autopsy cases and diazepam in the motorists. This large compilation of forensic cases should prove useful when toxicologists are required to interpret concentrations of z-hypnotics in blood samples in relation to cause of death.  相似文献

Environmental regulatory design addresses scientific uncertaintythrough a range of regulatory design tools. The seven approachesidentified and considered in this article are termed (1) theacknowledgement of scientific uncertainty (2) the burden shiftingapproach (3) the ‘sound science’ approach (4) theconsequences approach (5) the consensus approach (6) the estimationapproach and (7) the adaptive management approach. Analysisof some common environmental legislative frameworks suggeststhat, rather than occurring in isolation, these seven approachesare frequently incorporated into legislative regimes in a multitudeof combinations. The article also highlights the implicationsof expressly embedding a precautionary approach within pre-existingenvironmental regulatory frameworks, such as has occurred withinAustralian environmental regimes. Finally, the article exploresthe advantages and disadvantages of each approach and the variouscircumstances that favour the adoption of a particular regulatoryapproach to scientific uncertainty. In doing so, it suggestsan agenda for future empirical research on approaches to regulatorydesign for scientific uncertainty.  相似文献
