Research indicates that voters are not particularly effective at removing corrupt politicians from office, in part because voters make decisions on the basis of many competing factors. Party leaders are much more single-minded than voters and will choose to deselect implicated legislators if it means maintaining a positive party reputation and improving the odds of winning a legislative majority. We examine renominations to Italy’s legislature in two periods marked by corruption. We compare these renomination patterns with those from the prior legislature, when corruption lacked political salience. Our analysis shows that incumbent renominations are negatively associated with the number of press mentions that link the incumbent to corruption—but only when corruption is salient to the public. Our study highlights the importance of party leaders in forcing malfeasant legislators out of office—and reducing corruption—and redirects attention from voters to political elites as a critical channel in enforcing democratic accountability. 相似文献

Psychological empowerment encompasses several key aspects of youth civic and sociopolitical development. Most research has focused on psychological empowerment’s emotional component, which entails learned hopefulness about one’s own ability to participate in and lead community change efforts. Fewer studies have assessed critical awareness of how social power operates—psychological empowerment’s cognitive component. The confluence of these two components has been termed critical hopefulness. A complex relationship exists between these two components, and previous research has found relatively small proportions of participants reporting both high levels of critical awareness and simultaneously high levels of hopefulness about their ability to exert influence in the sociopolitical domain. The current study of urban high school students in the Northeastern U.S. (n?=?389; 53.5% female) investigates heterogeneity according to these two components of psychological empowerment. Latent class cluster analyses were conducted and seven distinct groups of participants emerged. Students identifying as Hispanic/Latinx were more likely to be classified into a profile group exhibiting critical hopefulness. Differences were observed between psychological empowerment profile groups on self-reported levels of psychological sense of community, civic engagement, and social justice orientation. Furthermore, a larger proportion of this overall sample was classified into groups that exhibited critical hopefulness than in a previous study of adults. The U.S. electric power sector has experienced a substantial shift of the generation mix since the turn of the century, moving from heavy reliance on coal‐powered generation to one drawing more from natural gas and, more recently, renewables. This transition has been forged by a mix of macroeconomic factors (recession and recovery); technological breakthroughs (horizontal drilling coupled with hydraulic fracturing; improvements in natural gas plant efficiency); clean energy policies at federal, state, and local levels of government; and private sector demands for carbon‐free energy sources. These factors have combined to reduce carbon emissions from electric power generation substantially this century. In this article we examine the extent of this transition, its causes, as well as the distinct American institutional factors steering it, including energy and environmental federalism, electoral politics, and the political economy of clean energy policy enactment and resistance. 相似文献

In an effort to increase both adolescents’ engagement with school and academic achievement, school districts across the United
States have created small high schools. However, despite the widespread adoption of size reduction reforms, relatively little
is known about the relationship between size, engagement and outcomes in high school. In response, this article employs a
composite measure of engagement that combines organizational, sociological, and psychological theories. We use this composite
measure with the most recent nationally-representative dataset of tenth graders, Educational Longitudinal Study: 2002, (N = 10,946, 46% female) to better assess a generalizable relationship among school engagement, mathematics achievement and
school size with specific focus on cohort size. Findings confirm these measures to be highly related to student engagement.
Furthermore, results derived from multilevel regression analysis indicate that, as with school size, moderately sized cohorts
or grade-level groups provide the greatest engagement advantage for all students and that there are potentially harmful changes
when cohorts grow beyond 400 students. However, it is important to note that each group size affects different students differently,
eliminating the ability to prescribe an ideal cohort or school size. 相似文献

This study examined the effects of neighborhood context on juvenile recidivism to determine if neighborhoods influence the
likelihood of reoffending. Although a large body of literature exists regarding the impact of environmental factors on delinquency,
very little is known about the effects of these factors on juvenile recidivism. The sample analyzed includes 7,061 delinquent
male juveniles committed to community-based programs in Philadelphia, of which 74% are Black, 13% Hispanic, and 11% White.
Since sample youths were nested in neighborhoods, a hierarchical generalized linear model was employed to predict recidivism
across three general categories of recidivism offenses: drug, violent, and property. Results indicate that predictors vary
across the types of offenses and that drug offending differs from property and violent offending. Neighborhood-level factors
were found to influence drug offense recidivism, but were not significant predictors of violent offenses, property offenses,
or an aggregated recidivism measure, despite contrary expectations. Implications stemming from the finding that neighborhood
context influences only juvenile drug recidivism are discussed. 相似文献

South Africa's local government financial management best‐practice technical assistance program (known as MFMTAP) was to reform municipal financial management; achieve credible, realistic budgets and prevent financial failure. We consider whether a budget compliance procedure, developed by National Treasury (NT) to measure funding requirements compliance with the Municipal Finance Management Act (MFMA) focusing on ‘realistic’ revenue budgeting, improves our understanding of technical assistance effectiveness. We assess a metropolitan municipality's compliance before, during and after advisory assistance. The compliance procedure was robust. Potential exists for wider application to assess best‐practice technical assistance (BPTA) program financial reform effectiveness. The findings from this single, important sample suggest that MFMA funding requirements are not being sustained 4 years after MFMTAP commencement, attributable to either BPTA performance or termination effects. We conclude that MFMA financial performance can be assessed by the procedure, from analysis of the metropolitan municipality performance assisted by a BPTA advisor for approximately 3 years. The analysis raises questions about BPTA program reform sustainability, but we add the caveat that conclusions cannot be drawn from a single sample metropolitan municipality, but a larger sample need be used for further methodology development to confirm its efficacy. In late 2007, Australia's relatively liberal citizenship eligibility requirements were modified, ostensibly to improve the value of citizenship by restricting access to it. A key change involved the introduction of a citizenship test. This article tracks its development and implementation. We challenge claims of overwhelming support for the test, explore the discourses around the “Australian values” being tested, and outline the process by which the legislation was enacted (during which a number of principles of parliamentary democracy were compromised). Using evidence from politicians' speeches, we argue the citizenship test served to re‐direct the Australian imagination away from a nascent “multicultural” identity, back to one redolent of the times of the “White Australia Policy”, confidently celebrating connections with an Anglo‐Saxon heritage, the European Enlightenment, and Judeo‐Christian roots. As such it was a key aspect of the 1996–2007 Howard Government's retreat from multiculturalism. 相似文献

Past research indicates that anticipating adverse outcomes, such as early death (fatalism), is associated positively with adolescents’ likelihood of engaging in risky behaviors. Health researchers and criminologists have argued that fatalism influences present risk taking in part by informing individuals’ motivation for delaying gratification for the promise of future benefits. While past findings highlight the association between the anticipation of early death and a number of developmental outcomes, no known research has assessed the impact of location in a context characterized by high perceptions of fatality. Using data from Add Health and a sample of 9,584 adolescents (51 % female and 71 % white) nested in 113 schools, our study builds upon prior research by examining the association between friends’, school mates’, and individual perceptions of early fatality and adolescent risk behaviors. We test whether friends’ anticipation of being killed prior to age 21 or location in a school where a high proportion of the student body subscribes to attitudes of high fatality, is associated with risky behaviors. Results indicate that friends’ fatalism is positively associated with engaging in violent delinquency, non-violent delinquency, and drug use after controlling for individual covariates and prior individual risk-taking. Although friends’ delinquency accounts for much of the effect of friends’ fatalism on violence, none of the potential intervening variables fully explain the effect of friends’ fatalism on youth involvement in non-violent delinquency and drug use. Our results underscore the importance of friendship contextual effects in shaping adolescent risk-taking behavior and the very serious consequences perceptions of fatality have for adolescents’ involvement in delinquency and drug use. 相似文献

How does branding militant groups as “Foreign Terrorist Organizations” (FTOs) affect them? Beyond its obvious policy importance, this question speaks to debates about counterterrorism, terrorism financing, and organizational dynamics of subnational violence. This article analyzes FTO designation, a key policy used by the U.S. government since 1997 to impose costs on foreign terrorist groups and those who might support them. Contrary to arguments that sanctions are ineffective and that terrorism is too “cheap” to be affected, it is argued that designation should weaken terrorist groups, reducing their attacks over time. However, the effect is probably conditional. FTO designation should be especially effective against groups operating in U.S.-aligned countries, given the importance of international cooperation in counterterrorism. Global quantitative analyses suggest that FTOs operating in U.S.-aligned countries carry out fewer attacks over time than other groups, taking many other factors into consideration. 相似文献

Child abuse and neglect are complex and polarizing issues in many low and middle income countries. We explore them through a situation analysis of child rights and protection in Uganda. A qualitative study, incorporating 10 focus group discussions (FGDs; N = 113) and 20 individual interviews was undertaken in Kampala, Uganda. Emerging themes were grouped into family and community-level factors; legal framework, structure and continuum of services, and human and financial resources. Violation of child rights was characterized by physical, emotional, and sexual abuse and exploitation; child neglect, homelessness, and child labor; dysfunctional families and abject poverty; and poor accommodation conditions; school drop-out due to economic hardship; early pregnancy, and social exclusion. Legal and regulatory factors included traditional harmful practices (including child sacrifice and witchcraft practices); forced marriage; and the perceived lack of the government's commitment to child protection. Without a strong legislation that protects children against abuse, promotes confidential reporting systems, and tackles domestic violence, children will still remain prone to various forms of abuses and exploitation. 相似文献
