Digital Rank-and-file: Party Activists' Perceptions and Use of the Internet

Political parties are in a transitional phase. A declining, socially restricted membership, decreasing levels of activism and a shift towards more individualistic modes of political engagement threaten the linkage role that parties have played in modern democracy. The development of the Internet in a period of change has meant that it quickly became intertwined with debates about reviving representative political organisations. Using data from a survey of party activists in the UK (N = 4,770), this article answers questions about the perception and use of new media by party activists, the Internet's potential for members' participation and engagement and the penetration of the Internet in pre-existing political careers. In general, the article asks which role new media are playing in the transition of political parties.     

“Spin-In” Technology Transfer for Small R&D Bio-Technology Firms: The Case of Bio-Defense

This study investigates the types of factors which can lead to government acquisition, or the “spin-in” of bio-defense technologies from small bio-technology firms. Empirical findings suggest that for small biotechnology R&D firms desiring to increase “spin-in” technology transfer, there appears to be two distinct and important influence groups—the scientific community within federal agencies, institutes, and centers, and the more managerial, policy-oriented decisions makers. We found that personal communication and networking appear to be the primary factor that leads to a successful technology transfer, however, the form and substance of personal communication and networking will differ between the two influence groups.     

WOMEN'S AND MEN'S VIEWS OF MEDIATION IN VOLUNTARY AND MANDATORY MEDIATION SETTINGS

This article reports findings regarding women in mediation from a combined group of 184 persons who received mediation services from the Alameda County Superior Court Family Court Services or the Northern California Mediation Center. This empirical study refutes many of the criticisms of mediation by some feminist critics of the process.     

Austen Chamberlain and the continental balance of power: strategy, stability, and the league of nations, 1924-29

As foreign secretary from November 1924 to June 1929, Austen Chamberlain dominated British foreign policy. Central to his diplomatic strategy was the maintenance of the European balance of power and, in this circumstance, pursuit of a leadership role for Britain within the League of Nations. The foundation upon which Chamberlain based his European strategy lay with his determination to have Britain play the vital role of stabilizing relations between France and Germany, whose mutual antipathy after the Great War, compounded by the severity of the Treaty of Versailles, threatened continental security. By October 1925, his work bore fruit with the conclusion of the Locarno agreements. For the remainder of his tenure at the Foreign Office, Chamberlain used Locarno - and Germany's membership in the League that was part of that settlement - as the diplomatic mechanism to underwrite his strategic conception of the balance of power. This article addresses the neglected issue of the strategic base of Chamberlain's European policy and addresses three criticisms of his record as foreign secretary.     

Posttraumatic stress disorder in murderers

Three case histories of men who suffered posttraumatic stress disorders after committing homicides are presented. These men were relatively young and had chaotic childhoods and minimal criminal histories. Each had killed a woman with whom he had a significant but intensely turbulent emotional relationship. The killings all occurred during altered mental states that were unrelated to the use of drugs or alcohol. The clinical significance and some of the medicolegal implications of this phenomenon are discussed.     

Priority of multiple gunshot injuries of the skull

In accordance with Puppe's rule, the analysis of skull fractures may provide evidence on the sequence in which multiple blunt injuries of the skull occurred. In cases of multiple gunshot wounds of the skull determination of the sequence in which the gunshot wounds took place is much more difficult. In some cases, however, analysis of the skull fractures here can also allow the order in which gunshot wounds occurred to be established.     

Measuring the severity of physical injury among assault and homicide victims

Criminologists seldom have attempted to measure the severity of physical injury to victims of aggravated assault and homicide, even though it is significant to many of their research efforts. Previous attempts have been neither medically accurate nor medically acceptable. In this paper the author discusses the shortcomings of these efforts and introduces an alternative method which is valid, reliable, and medically acceptable. In addition, the author discusses its applicability to research the impact of medical intervention on violent criminal assault, on factors which contribute to the severity of assaultive injury and the lethal outcome of violent assault, on specific questions regarding the patterns of offending and victimization, and on the administration of criminal justice.
