Defining risk

Risk is the focal topic in the management of many activities and technologies. For that management to be successful, an explicit and accepted definition of the term risk is essential. Creation of that definition is a political act, expressing the definers' values regarding the relative importance of different possible adverse consequences for a particular decision. Those values, and with them the definition of risk, can change with changes in the decisionmaker, the technologies considered, or the decision problem. After a review of the sources of controversy in defining risk, a general framework is developed, showing how these value issues can be systematically addressed. As an example, the approach is applied to characterizing the risks of six competing energy technologies, the relative riskeness of which depends upon the particular definition used.     

The relation between technology import and domestic R&D

The relation between domestic R&D and imports of technology is examined for 10 countries. Simple regressions revealed strong complementarity for each of the countries. Multiple regressions including GNP per capita and number of scientists and engineers were performed for the five countries with time series for all the variables. Strong complementarity was found between technology imports and domestic R&D and other variables for Japan and South Korea, weak for France, none for Germany and the US. Excluding government-financed R&D in the US resulted in a substitutive relation. Japan revealed a sharp decline in the ratio of technology payments to R&D spending; Korea is following in its steps. Complementarity appears to weaken in later stages as technology development strategies shift from dependent to imitative to autonomous or offensive technology development.

“Know-nothings” revisited again

Analyses of the same NORC poll relied on by Hyman and Sheatsley and a 1994 poll for theTimes Mirror Center for The People & The Press show that sizable portions of the U.S. public were know-nothings on both occasions. OLS regressions on both polls show that, although there are slight differences, essentially the same factors affect knowledge of international politics in 1946 and 1994. At bottom, Americans tend to be uninformed about foreign affairs because they are inattentive to events abroad. If it is true, as some students of U.S. foreign policy claim, that public opinion has an important and growing impact on national security policy, widespread public ignorance recalls Lippmann's concern about the democratic malady.
