Social science and the Courts

Social scientists have increasingly become involved in the submission of amicus curiae or friend of the court briefs in legal cases being decided by state and federal courts. This increase has triggered considerable debate about the use of briefs to communicate relevant social science research. This article evaluates the strengths and weaknesses of various methods of summarizing social science research for the courts. It also reviews the procedures for submitting briefs developed by the American Psychology-Law Society which, in collaboration with the American Psychological Association, has submitted its first brief inMaryland v. Gender and Gender-Role Orientation Differences on Adolescents' Coping with Peer Stressors

Gender and gender-role orientation differences were explored on adolescents' coping with peer stressors. Eighth-grade and ninth-grade public junior high school students (N = 285) completed the COPE, reporting the strategies they recently used to deal with a stressful peer-related situation. Measures of gender-role orientation (Bem Sex-Role Inventory) and demographic information also were obtained. Factor analysis of the COPE revealed 4 distinct coping factors: active, avoidant, acceptance, and emotion-focused. The most frequently reported stressful event was arguments/fights with same-sex friends. Girls reported more arguments/fights with opposite-sex friends. Boys reported more physical fights and threats. Students' ratings of how much the situation mattered were used as a covariate in a MANCOVA to compare coping by gender and gender-role orientation, to control for perceived stressfulness of situations. Significant gender-role orientation differences were found for active, acceptance, and emotion-focused coping.     

A spatial analysis of county-level outcomes in US Presidential elections: 1988–2000

This paper identifies spatial patterns of county-level presidential election outcomes from 1988 to 2000, and tests the retrospective (reward–punishment) and issue–priority models of voting behavior within the context of county-level geographical clusters. Based on our spatial analyses, we find that: the geographical concentration of the partisan vote has increased at both the global and regional scales. Globally, counties have become more likely to be clustered with similar counties in terms of their partisan support. Regionally, Democrats have increasingly received more votes from the East and the urban areas than Republican candidates while the opposite is true in the West and the rural areas. The regression analyses also support aspects of the issue–priority model of voting behavior, while the retrospective theory is confirmed only for 1996.     

Groups,Growth and Trust: Cross-Country Evidence on the Olson and Putnam Hypotheses

Olson (1982) and Putnam (1993) providesharply conflicting perspectives on theimpact of private associations on economicwell-being and social conflict. Olson(1982) emphasized their propensity to actas special interest groups that lobby forpreferential policies, imposingdisproportionate costs on the rest ofsociety. Putnam (1993) viewed membershipsin horizontal associations as a source ofgeneralized trust and social ties conduciveto governmental efficiency and economicperformance. Using cross-country data,this paper investigates the impact ofassociational memberships on generalizedtrust and economic performance, findinglittle support for Olson's view of theimpact of groups, and only mixed supportfor the Putnam perspective.     

日韩公务员制度改革研究

作为地理上的邻国 ,日本和韩国具有很多相似之处。目前 ,政府的国际竞争力排名靠后的问题引起了两国政府的极大关注。为了适应全球化和信息化的发展趋势 ,提高政府竞争力 ,两国试图对各自的公务员制度进行大刀阔斧的改革。本文在对日本和韩国公务员制度的特点及存在的问题进行比较分析的基础上 ,提出了两国公务员制度改革所面临的最为紧迫的任务和相应的政策建议。
