The Collingridge dilemma—the problem of reacting to emerging technology either “too early” or “too late”—is one that is readily recognized by developers and promoters of nanotechnologies. One response can be found in the rise of a discourse of “responsible development” in the science and innovation policy landscape. While a number of commentators have discussed the potential of such initiatives, it remains unclear how responsible development is actually being configured “on the ground,” in private sector nanotechnology. This paper addresses this question by analyzing empirical engagements in Europe and the United States in order to map industry operationalizations of “responsibility” in these contexts. We show that a number of different articulations of “responsibility” are present, including as a response to public lack of trust and perceived public pressure, and as the management of risk. We close by relating these findings to the theoretical literature on responsibility, other contemporary accounts of the ways in which responsible development can be operationalized, and the possibilities that these articulations of responsibility may open up. 相似文献

At a time of intense debate over the specific organizational arrangements of American national security agencies with new or refocused intelligence responsibilities, the relative proximity between intelligence producers and consumers is a key issue. Intelligence capabilities may have to be kept separate from decision-making because of organizational economies of scale and scope, but separation alone does not mean intelligence must be distant from decision-making. For example, the British style of analysis involves a much closer relationship between intelligence producers and consumers than exists in the American context. Efforts to improve the integration of intelligence into decision-making by closing the distance between them would do well to study the history and efficacy of this process as they look to create new ways of structuring the relationship between intelligence analysis and decision-making. Specifically, history demonstrates that the US National Security Council staff implemented a process in 1968 through 1980 that approximated the British style of analysis, and this may provide US policymakers with a model for bridging the gap between intelligence analysis and decision-making. 相似文献

Organizational culture is widely considered to be one of the most significant factors in reforming and modernizing public administration and service delivery. This article documents the findings of a literature review of existing qualitative and quantitative instruments for the exploration of organizational culture. Seventy instruments are identified, of which 48 could be submitted to psychometric assessment. The majority of these are at a preliminary stage of development. The study's conclusion is that there is no ideal instrument for cultural exploration. The degree to which any measure is seen as "fit for purpose" depends on the particular reason for which it is to be used and the context within which it is to be applied. 相似文献

A comparative analysis of Islamic extremism post-9/11 to 2015 and the effectiveness of the counterterrorism (CT) authorities to counter it in both Western Europe and the United States was conducted. Four measures of effectiveness revealed that 2010–2015 saw a gradual increase in jihadi attacks and in casualties emanating from these attacks, and more jihadists, foreign fighters, and material supporters. Additionally, 2013–2015 saw a 22 percent reduction both in Western Europe and the U.S. CT agencies' ability to counter Islamic extremism. We are losing the War on Terror and our citizens are less safe than they were six years ago. Further analysis revealed that singleton jihadists: (1) were much harder than group-based jihadists to uncover, (2) have been increasing since 2009, and (3) have generated over 70 percent of all jihadi violence. Finally, numerous similarities exist between Western Europe and the United States with respect to jihadism in their homelands and their respective CT effectiveness, indicating close cross-Atlantic CT collaboration since 9/11. In Müller-Fauré the Court of Justice has made clear that restricting patients to receiving medical services from their domestic health systems is often contrary to EC Treaty rules on the free movement of services, particularly where the treatment is not in-patient. The patient should generally be able to go abroad for treatment at the expense of their national health authority. This has structural and financial repercussions for health care systems in several Member States, including the United Kingdom, whose systems are premised upon captive patients. It also has broader implications for welfare harmonisation and provision in the European Union. The Family Court of Australia provides conciliation counselling to couples who are involved in disputes regarding their children following separation. In cases where domestic violence is involved, the appropriateness of providing counselling has been seriously questioned. This study is an extension of earlier work completed by the authors that specifically examined client satisfaction with counselling in cases involving domestic violence.
