Migration,Internal Security and the UK's EU Membership

A key part of the debate about the UK's membership of the EU is concern about levels of migration and the impact upon security. This paper assesses how much impact EU membership has on each of these issues, and examines the likely impact of leaving the EU in each of these areas.     

Development of a GC-MS method for the simultaneous analysis of latent fingerprint components

Latent fingerprint residue is a complex mixture of organic and inorganic compounds. A full understanding of the composition of this mixture and how it changes after deposition is lacking. Three solvent systems were compared for the simultaneous extraction and derivatization with ethyl chloroformate of selected amino and fatty acids from a nonporous substrate (Mylar for subsequent analysis by gas chromatography-mass spectrometry. A solvent system comprised of sodium hydroxide, ethanol, and pyridine was found to be the most effective. This method was applied to the analysis of latent fingerprint residue deposited on Mylar and preliminary data are presented. Twelve amino acids (e.g., serine, glycine, and aspartic acid) and 10 fatty acids (e.g., tetradecanoic, hexadecanoic, and octadecanoic acids) were identified. The potential application of this method to further the understanding of latent fingerprint chemistry has been demonstrated.     

Developing Principles for Best Practice in Expanded School Mental Health

On the basis of activities of a federally funded national center for school mental health, review of literature on principles for best practice in child and adolescent mental health and school health, and consultation with national experts and family members, a set of 10 principles for best practice in school mental health was developed. A survey was developed enabling 1–6 point Likert ratings (clearly unimportant to clearly important) for each of the 10 principles. With an original sample of 426 people involved in education, school health or mental health, all 10 principles were strongly endorsed, receiving mean ratings ranging between 5.10 and 5.75. On the basis of qualitative feedback from this survey and interactive forums, language for 9 of the 10 principles was revised and a survey reflecting these changes was developed and administered to a validation sample of 86 respondents. As with the original sample, endorsements of the principles were strong, with mean ratings ranging between 5.45 and 5.79. Findings are discussed in relation to advancing interconnected agendas related to quality assessment and improvement and empirically supported practice in school mental health.     

Improving Decision Making in Forensic Child Sexual Abuse Evaluations

Mental health professionals can assist legal decision makers in cases of allegations of child sexual abuse by collecting data using forensic interviews, psychological testing, and record reviews, and by summarizing relevant findings from social science research. Significant controversy surrounds another key task performed by mental health professionals in most child sexual abuse evaluations, i.e., deciding whether or not to substantiate unconfirmed abuse allegations. The available evidence indicates that, on the whole, these substantiation decisions currently lack adequate psychometric reliability and validity: an analysis of empirical research findings leads to the conclusion that at least 24% of all of these decisions are either false positive or false negative errors. Surprisingly, a reanalysis of existing research also indicates that it may be possible to develop reliable, objective procedures to improve the consistency and quality of decision making in this domain. A preliminary, empirically-grounded procedure for making substantiation decisions is proposed.     

“The Symbol of Our Nation”: The Slouch Hat,the First World War,and Australian Identity

Australian scholars are now familiar with the tropes of the Anzac legend. This narrative describes the realisation of an Australian masculine identity, whose characteristics were forged on the Australian frontier and validated through the ordeal of battle. Though many writers contributed to this narrative, C.E.W. Bean, the official historian of the Australian Imperial Force during the First World War, is most closely associated with the popularisation of this myth, which fused frontier and martial masculinity into a national archetype.

This article will examine the role of the slouch hat as a material and visual device that helped communicate the Anzac legend. While most of the scholarship that examines the construction of this narrative focuses on its articulation in prose, this narrative was also popularised through other media. Artists drew symbols of the frontier into their paintings while museum directors arranged their artefacts to support this narrative. This article will argue that the slouch hat provided an essential visual device to connect the narratives of frontier and martial masculinity through the image of the Australian soldier.

This has been a big year for privacy with so much going on within the EU regarding reform of data protection. What are the implications of reform here and what are the issues that concern us about the proposed new data protection regime contained in the proposed Regulation? We hear a lot about the ‘right to be forgotten’. How is that possible in the digital age within the online world? And what can be done about the big players who stand charged with the erosion of privacy viz Facebook, Google, Skype & YouTube etc? How can the law keep up with technological change when the latter is moving so fast e.g. with RFID, Cloud and social networking? To what extent can data breach notification, net neutrality and privacy impact assessment help and how should the law approach issues of liability and criminality in relation to privacy? What is the state of play too in the relationship between privacy policy and state surveillance and, given its implications for privacy, what obligations should governments adopt in response to cybersecurity regulation and data management? Is there a place for privacy self-regulation and if so in what respects and how effective are the Information Commissioners who often complain of being under resourced? In reviewing the way privacy law has emerged do we now need a completely new approach to the whole issue? Has the law crept into its present form simply by default? Do we need some new thinking now that reflects the fact that law is only one dimension in the battle for privacy? If so what are the other factors we need to recognise?
