Despite Labour's clear vision of a new form of local political leadership, the impact of the Local Government Act 2000 has been limited - but at the same time diverse. Local authorities have overwhelmingly selected the 'least change' option, but have elaborated the new models in a variety of ways. Drawing on case study data and a new institutionalist framework, the article looks beyond formal structures at the emerging practice of local political leadership. The government's structure-led approach has not delivered its 'ideal type' of local political leadership. The interaction of constitutions, contexts and capabilities is producing diverse experiences of political leadership and an uneven patterning of change and continuity. Future reform efforts should concentrate less upon the specification and imposition of formal structures and more upon facilitating local processes of institution-building. 相似文献

Scholars have variously queried the existence of the Anglo-American “special relationship,” consigned it to history as “special no more,” or demanded that Britain choose between its European and American relationships. These critiques have become increasingly prevalent since the Cold War. Yet the current British government, like many before it, continues to portray a choice between America and Europe as a “false choice,” and the “special relationship” has arguably deepened in the wake of the September 11 terrorist attacks. This article contends that international diplomatic history can contribute much to understanding the “Lazarus-like” quality of the “special relationship.” Specifically it argues that a number of critical continuities in post–World War II British foreign policy survived the end of the Cold War and have since contributed heavily to the determination of the British foreign policymaking elite to maintain the “special relationship” at the same time that Britain pursues a leadership role within Europe. 相似文献

ABSTRACT Organizational theory and research suggests that organizational performance may be affected by environmental circumstances. However, the available evidence on this important issue for public organizations relies primarily on “objective” archival measures of the environment drawn from secondary data sources. Perceptual measures gauging managerial “subjective” views on the nature of the task environment are also likely to be important determinants of organizational outcomes. In this paper, a comprehensive model of the impact of “objective” and “subjective” task environments on the performance of local government service departments is formalized and tested. The results suggest that both objective and subjective environmental munificence are positively related to performance, and that objective and subjective environmental dynamism are negatively related to service achievements. In addition, objective task complexity is negatively related to performance. The theoretical and practical implications of the findings are discussed. 相似文献

The rise in gasoline prices that followed the devastation causedby Hurricanes Rita and Katrina has led to proposals for federal"price gouging" legislation. This paper analyzes the potentialeconomic costs of such proposals in light of the experiencegained from prior episodes of gasoline supply interruptionsand efforts to impose price controls. Studies of previous spikesin the price of gasoline, including those after Katrina andRita, have consistently found that price increases were dueto the normal operation of supply and demand and not price manipulation.Studies of gasoline price controls find that neither consumersnor the economy benefit, because the apparent monetary savingsto consumers are transformed into costs of waiting or otherforms nonmarket rationing that exceed the monetary savings.Price controls also make shortages worse by reducing the incentiveto provide additional supplies. We apply these lessons to estimatethe additional economic cost that would have been incurred hadprice controls like current legislation been in effect afterthe hurricanes, and conclude that economic damages would havebeen increased by $1.5–2.9 billion during the two-monthperiod of price increases. 相似文献

This study is the first reported ion mobility detection of ethyl centralite and diphenylamine (DPA) smokeless gunpowder stabilizers, together with the nitroso and nitro derivatives of diphenylamine. First, the applicability of the ion mobility spectrometry (IMS) for the substances of interest was determined. The existence of numerous peaks, both in positive and negative modes, clearly demonstrates the success of these experiments. All mono and di-nitro derivatives of DPA tested were detected with this method. Unfortunately, many of the ions generated were not accurately identified. However, reduced mobility constants representative of each ion generated under defined operating conditions could be used for purpose of compound identification. The method was then successfully tested on real gunpowder samples. By the use of IMS, we managed to establish a rapid, simple and sensitive screening method for the detection and identification of smokeless gunpowder organic components. 相似文献

Mathis Wackernagel and William Rees describe the 'ecological footprint' (i.e. the ecological capacity, measured in hectares of biologically productive land, needed to supply a given person's consumption of natural resources and absorb their waste) as a conception of environmental sustainability, and have accumulated significant data to measure the footprints of nations, cities and even individual persons. Although the authors refrain from explicitly drawing normative inferences from their measurements, such implications lie not far beneath the surface of their work. Besides providing an empirical tool for assessing efforts to improve environmental performance, the footprint implies a normative ideal of global resource egalitarianism, once the conception is examined through the lens of contemporary political theory. In this article, I trace out the normative implications of ecological footprinting in comparison and contrast with those of carrying capacity, an alternative conception of sustainability which the footprint ought (or so I shall argue) to replace. 相似文献
