Since the early 1970s, western countries have increasingly recycled their second‐hand clothes by exporting to the Third World. In response, some LDC governments have banned used clothing imports to protect their domestic textile industries. This article, after reviewing the structure and evolution of world used clothing trade, examines the consequences for Africa's largest importer, Rwanda. In this low‐income country, with its small domestic textile industry, displacement is minimal and imported used clothing offers a modest but rare policy lever for directly increasing national income as well as incomes of the rural poor.  相似文献

In this paper we use primary data on 500 Ghanaian FBOs collected through semi-structured interviews and risky dictator games (RDG) to test the validity of the cooperative life cycle theory and formulate a measure of cooperative health. We first define cooperative health as the alignment of heterogeneity in risk preferences and the effectuation of collective investments. We then use cluster and correlation analysis to categorize FBOs on the basis of their health and correlate these typologies with various performance indicators. Our findings reveal that organizational health is generally low as there are only a few organizations that manage to provide member-farmers with both risk-sharing and cost-saving opportunities. Further, healthier FBOs experience stronger growth in membership while health is lower in FBOs that have been established for the purpose of benefitting from external incentives.  相似文献

A key form of student‐level accountability is the requirement for students to pass high school exit exams (HSEEs) in order to receive a diploma. In this paper, we examine the impact of HSEEs on dropout during a period when these exams became more common and rigorous. Further, we study whether offering alternate pathways to graduation for students who cannot pass HSEEs moderates any dropout effects. Using a district‐grade‐level panel assembled from the Common Core of Data, we exploit the fact that new exit exam policies first affect a particular graduating class, so we can isolate the impact of exposure to HSEEs for students in one grade in a district separate from other unaffected grades in the same district. We estimate dropout effects by grade for all students, and by race, sex, and urbanicity. We find that HSEEs increase dropout rates for students in the 12th grade, with especially large effects for African‐American students. Dropout effects are uniformly larger in states that do not provide alternate pathways to receive a diploma or alternative credentials for students that cannot pass exit exams. We estimate that 1.25 percent of 12th graders in these states do not graduate with their high school class, likely due to having a diploma withheld because of inability to pass the requisite HSEE. © 2013 by the Association for Public Policy Analysis and Management.  相似文献

In this article we incorporate notions of the fairness of sanctionsinto the standard model of public enforcement. When both theprobability and magnitude of sanctions may be varied, the usualsolution involves a very high sanction and a relatively lowprobability of enforcement if individuals are risk neutral.When the issue of fairness is added to the analysis, the optimalsanction generally is not extremely high because such a sanctionwould be seen as unfair. The optimal probability of imposingsanctions may be higher than in the usual case (to offset thelower sanction) or lower than in the usual case (because thelower sanction reduces the effectiveness of enforcement).  相似文献

A new voting procedure for electing committees, called the minimax procedure, is described. Based on approval balloting, it chooses the committee that minimizes the maximum Hamming distance to voters’ ballots, where these ballots are weighted by their proximity to other voters’ ballots. This minimax outcome may be diametrically opposed to the outcome obtained by aggregating approval votes in the usual manner, which minimizes the sum of the Hamming distances and is called the minisum outcome. The manipulability of these procedures, and their applicability when election outcomes are restricted in various ways, are also investigated. The minimax procedure is applied to the 2003 Game Theory Society election of a council of 12 new members from a list of 24 candidates. By rendering outlying voters less influential and not antagonizing any voters too much, it arguably would have produced a committee more representative of the interests of all voters than the minisum committee that was elected.  相似文献

Two features of citizen response to Congress can be taken as grounds for concern. First, Americans know relatively little about Congress, and especially about congressional procedures and policy output. Second, Congress typically emerges as the least respected political institution. Although these matters are troubling when viewed individually, more disturbing is the dilemma posed when knowledge and attitudes toward Congress are viewed in tandem. It appears that citizens who know Congress the best like Congress the least. Consequently, a sophisticated polity and a well-respected legislature seem fundamentally incompatible. This article seeks to resolve this dilemma, contending that there is nothing about knowledge per se that leads citizens to view Congress unfavorably. Rather, differences in knowledge levels alter the considerations citizens bring to bear when evaluating Congress, with the best-informed individuals constructing judgments on the basis of the most relevant Congress-specific criteria while less knowledgeable citizens employ readily available but more peripheral criteria.  相似文献

Eighth graders, 11th graders, and college sophomores wrote open-ended essays that characterized their own approaches to moral reasoning. Their essays were scored for the presence of various themes. Students also responded to three dilemmas from the Defining Issues Test (Rest, 1979). Students then rated their own use of justice and care orientations in moral reasoning, using a previously developed instrument (Ford and Lowery, 1986; Lyons, 1983). Characterizations of moral reasoning became more multifaceted and thorough with grade, and correlated with many traditional measures of moral reasoning. Males and females showed some, but relatively few, differences in characterizing their own moral reasoning, although females tended to respond more thoroughly to the open-ended task. Gender differences, when they occurred, were mostly found on measures that assessed so-called feminine issues or concerns, but not on traditional measures of moral reasoning. Characterizations of moral reasoning clustered into five dimensions, raising questions about the utility of the constructs of justice and care orientations.The first and third authors received financial support from a Ford-Mellon grant made to Carleton College.
