Do citizens turnout to vote because of changes in their personal financial situation or are they influenced by the nation’s economic performance? Previous research on this question is far from united. We attempt to unify the disparate literature on the effects of pocketbook and sociotropic evaluations on voter turnout in midterm and presidential elections. Our analysis of ANES data from 1978 to 2004, based on a reference-dependent model of voter turnout, indicates that both pocketbook and sociotropic considerations affect individuals’ decision of whether to vote in midterm elections. Those who perceive that over the last year their own financial situation has improved relative to the economy are less likely to vote than those who view the economy as outperforming their own financial situation. 相似文献

The Winter Commission Report was centrally concerned with improving the performance of state and local governments. Since the issuance of the commission’s report in 1993, the delivery of services by state and local government has been substantially changed by the growing role of nonprofit organizations in providing public services and representing citizen interests. As a result, state and local governments and nonprofit agencies are faced with complex governance challenges. The central argument of this paper is that despite the dramatic changes in the relationship between government and nonprofit organizations in recent years, the key tenets of the Winter Commission report—the need for improved training and education, greater transparency and accountability, more emphasis on performance, and improved citizen engagement—remain deeply relevant in improving the governance of the public services in an increasingly complex policy process and service delivery system at the state and local levels. 相似文献

In this article we use evidence from the Scottish Election Study 2007 to build an explanation for the narrow SNP victory in the Holyrood election. The theoretical focus is on valence models of voting, which are increasingly important in Scotland following dealignment and ideological convergence in the party system, and as Scottish governments flex their executive muscle. Exploring the valence battleground reveals mixed but overall negative evaluations of Labour's performance in government, and suggests advantages for the SNP on issue competence, leadership and party image. Modelling party choice at the individual level shows that key valence variables – performance evaluations, economic competence and party image – have strong and significant effects, unlike hitherto prominent factors like religion, class and national identity. Constitutional preferences are important too, but their effects suggest a further valence link: the SNP's strong showing among voters seeking further devolution but opposed to independence is due in large part to its credentials as a battler for Scottish interests. In contrast, Labour's stand against 'more powers' may have tarnished its own reputation on that score. We conclude that the SNP edged home by persuading enough voters that it had a positive agenda for governing Scotland within the current constitutional arrangements, and that it could deliver on that agenda. 相似文献

The civic education policy at the school level in Hong Kong had emerged before the Second World War, but the Hong Kong Education Department did not really implement this civic education policy. From the statist and colonial perspectives, this phenomenon was due to several factors, such as: (1) how the Hong Kong Government coped with the whole historical period and scenarios; (2) how it implemented the related policy; (3) whether civic education policy really became part of the government agendas; and (4) whether education did clarify some crucial historical questions. This paper wants to make certain about these questions. In fact, the Republic of China adopted modern schooling system which civic education was one of school subject. But it was not the education policy of the colonial Hong Kong Government. Historical reasons about this issue require reconstructive explanation. Proposals to legalise same‐sex marriage have provoked one of the most high‐profile and controversial political debates in recent years. The plans, being introduced by the governments at Westminster and Holyrood, have divided political and public opinion and have attracted widespread opposition from religious groups. However, while religious attitudes to homosexuality are shaped by theological concerns, religious justifications have been largely absent from the case against same‐sex marriage. Instead, religious groups have presented their arguments in secular terms centred on tradition, social utility, democratic values and the threat to religious rights and freedoms. This paper explores the constructed nature of legal complaints through the adoption of a socio-linguistic model with an emphasis upon pragmatics and elements of conversation analysis. When making a legal complaint, we posit that there is a conflict between effective communication and the uptake of politeness strategies. Furthermore, how complaints are ??worked up?? in situ is a product of the arena in which such complaints are made. Through a textual analysis of the methods of complaining adopted by those who make representations to the licensing authority, for the purposes of objecting to a licence application, we show the tension between making oneself clear and being polite, and how complaints in different settings take different forms. We conclude by exploring the implications of our findings for legal processes??is it reasonable, for instance, to talk of ??consistency?? in testimony if each complaint is worked up in situ??and for pragmatic theory more generally, i.e the applicability of Brown and Levinson??s politeness model for legal processes. 相似文献
