反腐败要义：限制、规范、约束权力

反腐败,根本的对策,应从腐败的源头———权力过于集中,而又缺乏有效的制约机制入手,限制权力,防止权力膨胀;规范权力,防止权力滥用;约束权力,防止权力异化;从而形成掌权者不能腐败,难以腐败的社会氛围。

The article summarizes the history of the International Commission for the Evaluation of the Crimes of the Nazi and Soviet Occupation Regimes in Lithuania and outlines the work it has accomplished to date. The author reviews the problems and controversies surrounding the Commission’s research into the post-1940 period of Lithuania’s history and describes the clashing perspectives inherent in the starkly different Lithuanian, Jewish, Western and Soviet wartime narratives.     

“5＋1＋1”模式长效机制之构建

深入贯彻落实“首要标准”，提升教育改造工作科学化水平，必须有切实可行的措施和办法。2010年，按照省局统一部署，监狱在罪犯中全面推行每周5天劳动教育、1天集中教育、1天娱乐休息的“5＋1＋1”管理教育模式。新的工作模式，对监狱教育改造工作的发展提出了挑战，也为监狱教育改造工作的创新迎来了机遇。广大监狱民警应以此为契机，着力激发罪犯服刑和改造的积极性，并通过构建长效机制，确保新的模式取得成效。     

从Mayo v.Prometheus案看美国“专利适格标的”判断标准的变化

就近期美国联邦最高法院Mayov.Prometheus一案的判决,对美国《专利法》第101条“专利适格标的”产生的影响进行了研究.对Mayo基本案情进行介绍后,梳理了近年来美国《专利法》第101条专利适格标的范围及其检测标准的变化,指出美国专利标的物范围一直缺乏清晰、明确的界定；专利适格标的检测方法虽历经多次变革,但始终无法形成一个统一、清晰的检测标准.从法律功能、专利效力、产业发展等角度,分析了Mayo案件判决产生的影响,并就企业创新成果的保护、专利申请提出了建议.     

Corruption in social relations: Bribe-taking,corruptibility, and corruption risks

This inquiry aims to investigate how the relational dynamics are imprinted on two critical dimensions of bribe-taking: corruptibility and corruption risks. Two treatments were randomly administered to 1400 subjects: single versus repeated interactions and strangers versus weak ties. The findings suggest that repeated interactions induce bigger bribe sizes, but also increase risks from whistleblowing and internal auditing. Weak ties mitigate bribe-taking willingness. Nevertheless, when coupled with repeated interactions, weak ties suppress the risks from whistleblowing, testifying the bifurcated effects. The tensions between corruptibility and corruption risks suggest that bribe-taking decisions are fraught with internal tensions, with the overall effects likely being a priori determined only in specific contexts. Such tensions are more intensified among true bureaucrats as they tend to claim bigger bribes and report more risks from internal auditing.     

Is the Euro still a success story? An Asian interpretation of the Eurozone sovereign debt crisis

Since outbreak of the sovereign debt crisis in several member states of the Eurozone in 2010, the Euro as a success story was suddenly thrown into doubt. In Asia, more and more scholars and policy analysts, a majority of whom had not focused their study on the EU or Euro before the crisis, have criticized the monetary integration in the Eurozone, put into doubt the value of European integration as a whole, and reiterate their pessimistic theses about the future of the European economy. This article represents a rebuttal to this criticism, arguing that the common currency is truly in difficulty but not in an impasse. A return to a success story of the Euro is still probable, if European leaders and their citizens could reestablish a balancing model between the financial discipline and economic growth in the EU, to which a general and in-depth debate over the future of European integration is indispensable.
