中国西部自然保护区的周边大多是贫困社区,目前来自社区的生产生活资源利用压力已成为提高保护区管护质量的主要障碍。自然保护必须建立在对周边社区的扶贫上:通过资金支持下的社区参与共管共利,原本利益对立的保护区管理人员和社区群众共同成为保护目标的维护者,保护区由自然保护的控制方转换为组织者。这一理念在一些案例得以实施,取得了一些共管的模式化成果,实现了保护区层次的协调发展  相似文献

Many municipal governments face the challenge of temporary cash deficits due to the mismatched schedules of cash flow‐ins and flow‐outs. To smooth the temporary deficits, they can use either internal financial resources such as financial slack or external financial resources such as short‐term borrowing. This paper applies the pecking order theory to examine municipal governments' financial preference when they experience cash flow problems. Results show that municipal governments prefer accumulated financial slack to short‐term borrowing when both options are available. This finding demonstrates financial slack's role as a convenient cash management tool in municipal financial management. It also suggests the applicability of the pecking order theory in future public financial management research.  相似文献

Adolescents from Mexican immigrant families are often embedded in a challenging social environment and experience multiple contextual stressors, including economic stress, discrimination, and foreigner stress. We consider how the effects of these contextual stressors may be amplified or diminished for adolescents who function as language brokers, interpreting and mediating for their English-limited parents. Using two waves of survey data collected from a sample (N?=?604 at Wave 1; N?=?483 at Wave 2) of Mexican American adolescents with ages ranging from 11 to 15 (Mage?=?12.41, 54% female), four distinct brokering—stress profiles were identified. Latent profile analyses revealed that with moderate levels of contextual stress, adolescents with more positive language brokering experiences (protective group) demonstrated more favorable outcomes than those with neutral language brokering experiences (moderate group) and those who did not involve themselves as frequently in language brokering activities (less-involved group). In contrast, high levels of contextual stress, coupled with more negative language brokering experiences (risk group), produced the least favorable outcomes among adolescents.  相似文献

The Brexit was in general interpreted as damage to the EU image abroad. In order to understand this damage and to propose some remedies for the EU public diplomacy in Asia, the authors conducted a media analysis of mainstream newspapers between May and October 2016 and a general survey between July 2016 and February 2017 in Taiwan. Based upon this analysis and survey, the authors intended to give a picture of EU image in Taiwanese media and people’s perception after the Brexit and find out key factors shaping this image. According to them, EU was frequently reported as a reference rather than a focus in Asian media, of which a majority of reports were neither positive nor negative. Brexit did increase visibility of the EU but in a very negative way. In order to remedy this damage and promote EU image in the aftermath of Brexit, the authors proposed two approaches after an in-depth study of all of those news reports and the general survey. It is suggested that EU should continue to strengthen its bilateral relationship with Asian countries and, at the same time, adopt normative actions on the world stage.  相似文献

In public management, few empirical studies have been conducted on the effects of the most influential political authorities—the legislature and the president—on government organizations, despite the theoretical and practical significance of these effects. This study tests the relationships between legislative and presidential influences and organizational probity in South Korean central government agencies, on the basis of political transaction-cost and principal–agent theories. We use three measures of legislative influence—inspectional influence (total annual days of legislative inspection), statutory influence (rules-to-laws ratio), and budgetary influence (ratio of reprogramming budget to total budget), and one measure of presidential influence (annual number of substantive meetings with the president). Then, these independent variables are linked to the organizational probity measure from audited archival data. The two-time-point panel data analysis reveals a positive link between legislative inspectional influence and probity but a negative relationship between the presidential influence measure and probity; the results support theoretical arguments for control over administrative agencies. Thus, the evidence suggests that governments should be cautious of implementing reforms that increase organizational or managerial autonomy.  相似文献

应用CES生产函数和索洛余值法对河北省科技进步对经济增长的作用进行实证分析。结果显示,河北省经济增长方式为粗放型模式,技术进步年均增长率较低,劳动密集程度较高,经济增长主要靠生产要素的大量投入;经济总量增长速度较慢,经济结构不合理成为河北经济增长的瓶颈,严重制约着河北经济快速增长;河北省要实现经济快速增长,就要加大科技投入,不断转变经济增长方式、优化产业结构,走消耗低、效率高的科技型之路。  相似文献
