In an era when everyone wants to be a millionaire, governments struggle to attract and retain highly qualified employees, making it more important than ever to understand what attracts people to the public service. Using contingency table analysis and logistic regression on the 1989 and 1998 General Social Surveys, we explore how individuals' demographic characteristics and the importance they place on various job qualities influence their preference for and employment in the public sector. Job security may still be the strongest attraction of government jobs, but high income and the opportunity to be useful to society also attract some Americans to the public service. Minorities, veterans, Democrats, and older Americans preferred public-sector jobs more than whites, nonveterans, Republicans, and younger Americans, who were otherwise similar. Women and college graduates were more likely than comparable men and less-educated respondents to have government jobs, but no more likely to prefer them. Overall, desire for government jobs declined markedly between 1989 and 1998.  相似文献

When a governor announces that a tax increase is necessary, how do voters decide whether the governor is representing the situation honestly, or just preparing to line his or her pockets? This paper presents evidence that voters may look at the tax increases in neighboring states to obtain information on whether a tax increase is appropriate and, using this information, decide whether to reelect their governor. The data suggest that comparisons with neighbors influence gubernatorial behavior: Governors are more likely to raise taxes when neighbors are doing the same. TRA86 allows us an extra check on the rnodelpresented: I f the marginal dollar taken in state taxes is more costly to state residents, this may increase the extent to which residents use information provided through neighboring states to sort good governors from bad.  相似文献

This paper discusses how Marxist understandings of politics and civil society, particularly Marx's own work, can contribute to understanding the dynamics of political change in contemporary capitalist democracies. While briefly exploring the conceptual problems contained in the political-philosophical agenda set out in Marx's earliest works, the paper argues that his subsequent examinations of civil society and class relations are grounded in a political economy of capitalist development which retains considerable salience. The possibilities of a post-Marxist politics of civil society are assessed in this light, using the example of recent neo-liberal and neo-conservative assaults on the welfare state to indicate the ways in which membership of civil society is itself a critical focus of political contestation. A politics of civil society (for example, contemporary 'third way' strategies) lacks any substantive democratic potential, without the type of radical political economy developed by Marx.  相似文献

The relationship between socioeconomic resources and political participation has been the subject of considerable normative-empirical debate. The present article addresses the problem on the basis of Norwegian survey data (N = 1,170) with the intent of testing both the resource-involvement relationship and the possible consequences of value over-representation among the most active citizens. The analysis of resource-involvement dependency in relation to Robert Dahl's norm-set for ‘non-cumulative resource distributions' shows only two resources to be of potential difficulty for pluralist expectations: education and gender. Other expectations as to resource-involvement inequality prove to be nonfounded for Norway. A further test of the consequences of pedagarchal and patriarchal over-representation shows the former to imply a general ‘progressive’ bias in political values, while the latter has no clear-cut ideological implications.  相似文献

Degradation of human DNA extracted from forensic stains is, in most cases, the result of a natural process due to the exposure of the stain samples to the environment. Experiences with degraded DNA from casework samples show that every sample may exhibit different properties in this respect, and that it is difficult to systematically assess the performance of routinely used typing systems for the analysis of degraded DNA samples. Using a batch of artificially degraded DNA with an average fragment size of approx. 200 bp a collaborative exercise was carried out among 38 forensic laboratories from 17 European countries. The results were assessed according to correct allele detection, peak height and balance as well as the occurrence of artefacts. A number of common problems were identified based on these results such as strong peak imbalance in heterozygous genotypes for the larger short tandem repeat (STR) fragments after increased PCR cycle numbers, artefact signals and allelic drop-out. Based on the observations, strategies are discussed to overcome these problems. The strategies include careful balancing of the amount of template DNA and the PCR cycle numbers, the reaction volume and the amount of Taq polymerase. Furthermore, a careful evaluation of the results of the fragment analysis and of automated allele calling is necessary to identify the correct alleles and avoid artefacts.  相似文献

This article reports an evaluation of a community intellectual disability offender service over the period from 1990 to 2001. Men who committed sex offenses or sexually abusive incidents (n = 106) and men who committed other types of offenses and serious incidents (n = 78) are compared on personal characteristics, referral sources, forensic details, and outcome up to 7 years after referral. The cohorts are older than one would expect from the criminology literature, and, at about 33%, the incidence of mental illness is consistent with some previous studies. A greater proportion of sex offenders had criminal justice involvement and a formal disposal from court. Fire raising was not overly represented as an offense. There was a higher rate of reoffending in the nonsexual cohort, which persisted up to 7 years. Investigating only reoffenders, there was a considerable amount of harm reduction recorded up to 7 years, statistically significant up to 5 years following initial referral.  相似文献
