建立退役军人社会保障法的构想

解决好退役军人的社会保障问题是关系到军队建设和国家稳定的一件大事.在社会主义市场经济新形势下,建立具有中国特色的退役军人社会保障法的基本思路是要坚持责任化原则,保证退役军人合法权益的获得;坚持法制原则,完善退役军人社会保障的法律体系;坚持社会化原则,解决退役人社会保障的经费问题.建立退役军人社会保障法,还要处理好与地方有关政府部门、与适应市场需要、与地方社会保障的依靠、配套关系.     

Correlation of methamphetamine results and concentrations between head, axillary, and pubic hair

This study was designed to compare the qualitative results and concentrations of methamphetamine (MA) and its metabolite amphetamine (AP) in head hair and hair collected from different parts of the body (axillae and pubis). Hair from subjects (N = 14) suspected MA users was simultaneously collected. Hair preparation involved washing step, fine cutting, overnight extraction, derivatization by the trifluoroacetic anhydride, and gas chromatography/mass spectrometry (GC/MS) using selective ion monitoring. In this study, we found a good correlation of the qualitative results for MA between head hair and hair on other parts of the body, but there were some differences in concentrations of MA and AP. Namely, the concentrations of MA and AP were higher in axillary and pubic hair than in head hair.     

Population data for the AmpFl STR Identifiler PCR Amplification Kit in China Han in Jilin Province, China

Allele frequencies for the fifteen short tandem repeats (STR) loci D3S1358, vWA, FGA, D8S1179, D21S11, D18S51, D5S818, D13S317, D7S820, D19S433, THO1, D16S539, CSF1PO, TPOX, D2S1338 (AmpFl STR Identifiler PCR Amplification Kit, Applied Biosystems) were determined in a population sample of unrelated China Han in Jilin Province, China. Statistical analyses were performed using Powerstats version 1.2 and GEP-ISFGWG. The results showed that all the loci met Hardy-Weinberg expectation.     

The prevalence of MDMA/MDA in both hair and urine in drug users

The prevalence and age distribution of 3,4-methylenedioxymethamphetamine (MDMA) and 3,4-methylenedioxyamphetamine (MDA) in hair samples by gas chromatography/mass spectrometry (GC/MS) were studied. The recoveries obtained from hair were 97% and 99% for MDMA and MDA, respectively. The inter- and intra-assay precision and accuracy were determined. Out of 791 hair samples, 44 (5.6 %) contained MDMA and/or MDA. Out of these 44 subjects, urinalyses from 35 were negative for both MDMA and MDA, while only 9 were positive. We also evaluated concentrations of MDMA and MDA, and the metabolite-to-parent drug ratios. This study showed that the abuse of MDMA or MDA was found principally among young adults and male abusers. We found the epidemiology of ecstasy users in Korea between March 2002 and April 2003.     

Study on the application of parent-of-origin specific DNA methylation markers to forensic genetics

In paternity test, especially in motherless cases, the allele inherited from father (obligatory gene, OG) often cannot be determined. The paternity exclusion probability (PE) of a genetic marker is reduced considerably. Therefore, it is necessary to develop a new technique, by which the parental origin of alleles can be determined without genealogical analysis. In this paper, we explored the possibility of using parent-of-origin specific DNA methylation markers to determine the parental origin of alleles, choosing the imprinted single nucleotide polymorphism (SNP) locus rs220028 (A/G) as a model system. We typed the SNP by mutagenically separated PCR (MS-PCR). The frequencies of alleles were A = 0.5085, G = 0.4915; the unbiased heterozygosity was 0.5020. In order to discriminate between the maternal allele and paternal allele, post-digestion MS-PCR, a novel PCR based methylation analysis and SNP typing technique was developed and performed on 18 heterozygous children, and the methylated maternal allele was detected specifically. As a pilot study on the use of epigenetic markers in forensic genetics, our results demonstrated the feasibility of using parent-of-origin specific DNA methylation markers to determine the parental origin of alleles.     

Police attitudes toward the utilization of civilian employees

Given that the disposition of patrol officers significantly affect the implementation of policy, the attitudes of patrolmen toward utilization of civilian personnel in two department differing in their rate of civilianization, were compared in this study. Based on a random sample, consisting of approximately 25% of the patrolmen from each department, attitudes toward each of three examined aspects of civilianzation were more positive among officers from the more civilianized department. After controlling for socioeconomic variables, it was also determined that younger, more educated and less experienced patrolmen, respectively, held motte positive belief about civilian usage.
