This article documents a U.S. Cuban foreign policy cycle that operated in tandem with the presidential electoral cycle between 1992 and 2004. During these post–Cold War years, when Cuba posed no threat to U.S. national security, influential, well-organized Cuban Americans leveraged political contributions and votes to tighten the embargo on travel and trade, especially at the personal level. U.S. presidential candidates, most notably incumbent presidents seeking re-election, responded to their demands with discretionary powers of office. When presidential candidates supported policies that made good electoral sense but conflicted with concerns of state, they subsequently reversed or left unimplemented Cuba initiatives. After describing the logic behind an ethnic electoral policy cycle and U.S. personal embargo policy between 1992 and 2004, this article examines Cuban American voter participation, political and policy preferences, lobbying, political contributions, and the relationship between the ethnic policy and presidential election cycles.  相似文献

Courts resolving child support cases involving separated, divorced, and non‐marital children are charged with defining responsibility for health care coverage for the children under that order. This article explores historical and current medical child support requirements under Title IV‐D of the Social Security Act—the national child support enforcement (“IV‐D”) program. It analyzes legal requirements and policy recommendations, and provides a practical tool judges may use to determine whether health care coverage available to either or both parents is appropriate—that is, comprehensive, accessible, and affordable.  相似文献

This article proposes bottom-up learning as a normative framework for international NGOs. It explores the common but often unacknowledged disparity between organisational values and mission versus actual practice. The first section of the paper raises the question of organisational learning disorders followed by an exploration of learning organisations and bottom-up learning in particular. A section briefly summarising positive developments in the field is followed by discussions of organisational barriers and possible mitigation techniques. The paper closes with a challenge for international NGOs to take a closer look at their learning capabilities with a view to improving service to communities in need.  相似文献

Mainstream criminology still tends to focus on gender as a control variable, ignoring the different pathways to crime followed by males and females. This leaves us with knowledge that we already have—males commit more criminal and delinquent acts than do females, but little information about the similarities and differences between men and women who commit crimes. On the other hand, feminist approaches tend to do one of two things: deal with girls and women only or deal with women and men separately to illuminate the differences. In this paper, we examine articles in three major journals, Criminology, Justice Quarterly, and Journal of Research in Crime and Delinquency, to explore the ways that gender is treated in mainstream criminology journals. Then, we will discuss the implications this has for feminist criminology.  相似文献

We evaluate the cost‐effectiveness of two early childhood interventions that use instructional coaching and parent coaching as levers for improvement. The study design allows us to compare the individual effects of each intervention as well as their combined effect on student outcomes. We find that teachers receiving instructional coaching improve their use of evidence‐based instructional practices, while families receiving parent coaching show increases in numerous responsive parenting behaviors associated with positive child outcomes. Both interventions demonstrate positive impacts on students, but only parent coaching shows statistically significant effects across a range of student outcomes. Instructional coaching alone is substantially less costly and may therefore be the most cost‐effective of the three treatment conditions; however, small sample sizes limit our ability to reach definitive conclusions. Policy simulations suggest that implementing these interventions could raise the overall cost‐effectiveness of Head Start by at least 16 percent.  相似文献
