The emergence of behavioral public administration has led to increasing calls for public managers and policy makers to consider predictable cognitive biases when regulating individual behaviors or market transactions. Recognizing that cognitive biases can also affect the regulators themselves, this article attempts to understand how the institutional environment in which regulators operate interacts with their cognitive biases. In other words, to what extent does the “choice architecture” that regulators face reinforce or counteract predictable cognitive biases? Just as knowledge of behavioral insights can help regulators design a choice architecture that frames individual decisions to encourage welfare-enhancing choices, it may help governments understand and design institutions to counter cognitive biases in regulators that contribute to deviations from public interest policies. From these observations, the article offers some modest suggestions for improving the regulatory choice architecture.  相似文献

Ubuntu is an African philosophical worldview that has increasingly gained prominence since South Africa's democratic transition in 1994. It places emphasis on the world's common humanity and its consequent interdependence. Through content analysis, the article examines the soft power that is inherent in South Africa's foreign policy, as codified in the 2011 White Paper on South African Foreign Policy–Building a Better World: Diplomacy of Ubuntu. In its findings, the article established a distinction between Joseph Nye's original conceptualization of soft power, formulated from a United States realist foreign policy perspective, and the one inherent in South Africa's humanist foreign policy guided by the philosophy of Ubuntu. This distinction is premised on the geopolitical disparities between the two nations. The article further examines South Africa's wielding of soft power within the African continent, the first audience of the country's diplomacy of Ubuntu.  相似文献

Many First Nations communities lack access to safe drinking water. In this article, we examine an under-appreciated tool for improving First Nations water security – governance – and develop a framework for guiding the design and analysis of First Nations water governance models. In particular, we argue that three key ideas from the public administration literature – financial resources, regulation, and formalization – should be integrated with Indigenous insights and philosophies that are specific to each First Nations community. We illustrate how this might work by focusing on the insights, traditions, and philosophies of an Anishinaabek community in southern Ontario.  相似文献

Three thousand, three hundred and ninety-five families, whose child attended one of 80 different day or resident summer camps for at least one week, completed customized questionnaires that measured growth from precamp to postcamp in four domains: Positive Identity, Social Skills, Physical & Thinking Skills, and Positive Values & Spirituality. Parents, children, and camp staff reported significant positive change in these four domains; more than would be expected by maturation alone. Most gains were maintained or showed additional growth six months later. Few of the camp's structural elements correlated with growth, nor did striking gender, age, or ethnicity differences emerge. The study highlights the particular strengths of camp as an educational institution and social movement and suggests that different variations of summer camp can provide potent developmental experiences. She received her PhD in social science research from Washington University in St. Louis in 2000. Her primary research areas include youth development, arts education, and program evaluation. Karla A. Henderson is a professor in the Department of Parks, Recreation, and Tourism at North Carolina State University. She received her PhD in education from the University of Minnesota in 1979 and is currently a member of the American Camp Association Board of Directors. We investigate the sources of an important form of social inequality: the social processes by which men and women acquire participatory resources in organizations. In particular, we investigate the extent to which men and women acquire civic skills and are targets for political recruitment within churches. Integrating theory about social interaction within an organizational structure, we hypothesize that the ways in which women gain politically relevant resources from the church are simply different from those of men. Three factors explain the institutional treatment of women in churches: (1) women's political contributions are devalued; (2) women respond to social cues more than men do; (3) women respond to political cues from clergy—especially female clergy—whereas men do not. Our findings of gender differences in civic resource acquisition provide a more nuanced treatment of the mobilization process and have broad implications for the relationship between political difference and participatory democracy .  相似文献

In 2003 the policy development process in Bosnia and Herzegovina was characterised by international community (IC) dominance. The IC provided the vast majority of the analysis of problems facing the country and drafted many of the laws. This article documents developments from fall 2003 to fall 2006 in the use of evidence and analysis in the policy development process and the role of local policy research organisations (PROs—often called think tanks) in it. The likely relation between these changes and the activities of a PRO mentoring project that operated over the same period is also assessed. Evidence comes as a series of interviews in both years with government officials and members of parliament, on the one hand, and leaders of PROs and advocacy NGOs on the other. The broad picture that emerges from the above review is of a substantial positive development in the policy development process in Bosnia and Herzegovina over the period. Factual evidence and analysis are playing a much greater role, and PROs have been a major provider of this information. The evidence indicates that PROs have been successful in convincing the policy community that they are purveyors of objective, disinterested advice and analysis. The question of when adolescence ends and young adulthood begins is considered. Throughout, it is addressed in terms of the theory of broad and narrow socialization, which emphasizes the cultural context of development. The question is approached from cognitive, emotional, and behavioral perspectives, then from the perspective of role transitions (such as marriage and parenthood). The idea of an extended path from adolescence to adulthood is discussed, and the concept of emerging adulthood is presented. It is suggested that in most non-Western cultures the entrance to adulthood is socially defined and marked by a social event, usually marriage. In the contemporary West, however, where there is a strong emphasis on independence and individualism, the entrance to adulthood is defined and marked individually. Consequently, it is likely to be based on the achievement of residential and financial independence as well as on the attainment of cognitive self-sufficiency, emotional self-reliance, and behavioral self-control. Body image and weight loss beliefs and behaviors were assessed in 341 female and 221 male high school students. Estimates of body dissatisfaction varied depending on the measurement strategy used. Despite having similar weight distributions around the expected norm, girls were significantly more dissatisfied with their bodies than boys. Body Mass Index was positively related to body dissatisfaction in girls and boys, while higher exercise levels were related to higher body satisfaction in boys. Nearly two-thirds of girls and boys believed being thinner would have an impact on their lives, but the majority of girls believed this would be positive while the majority of boys believed this would be negative. Thirteen percent of female subjects reported using one or more extreme weight loss behavior at least weekly. Beliefs regarding the effectiveness of different weight loss measures were assessed.
