Sample Mining and Data Mining: Combined Real-Time and Retrospective Approaches for the Identification of Emerging Novel Psychoactive Substances

Novel psychoactive substances (NPS) are synthetic drugs that pose serious public health and safety concerns. A multitude of NPS have been identified in the United States, often implicated in forensic investigations. The most common and effective manner for identifying NPS is by use of mass spectrometry and the true utility lies within nontargeted acquisition techniques. During this study, a liquid chromatography quadrupole time-of-flight mass spectrometry (LC-QTOF-MS) assay was developed, validated, and implemented for forensic toxicology testing. A SCIEX TripleTOF™ 5600 + with SWATH^® acquisition was used. Resulting data were compared against an extensive library database containing more than 800 compounds. The LC-QTOF-MS assay was applied to the reanalysis of biological sample extracts to discover emergent NPS. More than 3,000 sample extracts were analyzed, and more than 20 emerging NPS were detected for the first time. Among these were isopropyl-U-47700, 3,4-methylenedioxy-U-47700, fluorofuranylfentanyl, N-methyl norfentanyl, 2F-deschloroketamine, 3,4-methylenedioxy-alpha-PHP, eutylone, and N-ethyl hexedrone.     

MI Implementation in Juvenile Justice: A Case Report

Motivational interviewing (MI) is a communication style focused on enhancing clients’ own motivation towards change. In the justice system MI has evidence to support that it enhances communication and change behaviors in youth. As most MI training is designed for healthcare settings training and implementation of MI must be adapted to fit the juvenile justice model. This includes both rehabilitation and restorative justice. Here we describe the details that allowed one county small county in Pennsylvania to roll out MI training and initial skills review in less than 6 months. The case reviews the details of planning, trainings, and timing of activities. We then discuss what elements of those details fit into a greater implementation plan that may be applied elsewhere. Four key elements were instrumental to implementation: 1) appreciation of JPO time constraints, 2) cost containment 3) using blending to enhance JPO flexibility with MI use, and 4) policies that normalize use of MI. This outline may assist other courts in their own implementation efforts.

Adolescents’ Self-Perception of Morality,Competence, and Sociability and their Interplay with Quality of Family,Friend, and School Relationships: A Three-Wave Longitudinal Study

Morality, competence, and sociability have been conceptualized as fundamental dimensions on which individuals ground their evaluation of themselves and of other people and groups. In this study, we examined the interplay between self-perceived morality, competence, and sociability and relationship quality within the core social contexts with which adolescents have extensive daily interactions (family, friends, and school). Participants were 916 (51.4% girls; M_age?=?15.64 years) adolescents involved in a three-wave longitudinal study with annual assessments. The results of cross-lagged analyses indicated that (a) self-perceived morality was more important than self-perceived competence and sociability in strengthening family, friend, and school relationships; and (b) high-quality friendships led to increasing levels of self-perceived morality over time. Overall, this evidence advances our theoretical understanding of the primacy of morality from a self-perspective approach and highlights the developmental importance of friends.     

Dual-Credit Courses and the Road to College: Experimental Evidence from Tennessee

Dual-credit courses expose high school students to college-level content and provide the opportunity to earn college credits, in part to smooth the transition to college. With the Tennessee Department of Education, we conduct the first randomized controlled trial of the effects of dual-credit math coursework on a range of high school and college outcomes. We find that the dual-credit advanced algebra course alters students’ subsequent high school math course-taking, reducing enrollment in remedial math and boosting enrollment in precalculus and Advanced Placement math courses. We fail to detect an effect of the dual-credit math course on overall rates of college enrollment. However, the course induces some students to choose four-year universities instead of two-year colleges, particularly for those in the middle of the math achievement distribution and those first exposed to the opportunity to take the course in eleventh rather than twelfth grade. We see limited evidence of improvements in early math performance during college.

Performative Rhetorics in Invisibility: Phoebe Philo's Undone Authorship

ABSTRACT

This inquiry analyses the rhetoric of intentionally unfinished fashion contained in the collections from Céline as designed by Phoebe Philo and explicates the implications of this approach to fashion as a feminist text. Shoshana Felman’s seductive promise of speech, modified with insights from Paul de Man’s theory of autobiography as both giving face and defacement, is applied to Philo’s ‘new minimalism’ in order to highlight its appeal to modern female audiences. Using insights from the philosophy of Jacques Derrida, I examine ways in which wearers may seek to create a signature citationality via clothing that produces its own ‘unwriting’ therefore allowing the wearer to believe she inscribes her own iteration while maintaining control. Wearers are offered the chance to identify with a designer who is enlightened beyond fast and flashy fashion while hinting at the notion of the clothing having the substantialising effect that language has (instead of representational). Through this examination, clothing is shown to be a decision, and clothing is also shown to be a fiction. These decisions and fictions are open to failure; yet Felman offers that this failure acts as an opening remaining inadvertent or unacknowledged. Philo's designs invite an exploration of clothing as performative rhetoric.     

Not All Housing GSEs Are Alike: An Analysis of the Federal Home Loan Bank System and the Foreclosure Crisis

While the financial crisis of 2008 ultimately affected the range of U.S. financial institutions, it began with practices in home ownership finance. The Federal Home Loan Bank (FHLBank) System was the first instrumentality created by the U.S. government, in 1932, to sustain affordable home ownership finance. In this article, the authors ask what role, if any, the FHLBanks played in the subprime lending and securitization practices that precipitated the current crisis. The authors analyze publicly available FHLBank financial data in terms of a framework focused on the System's assets: advances; mortgage loans acquired from members; and investments, particularly in mortgage-backed-securities. They conclude that the FHLBanks did not contribute significantly to problematic practices. Nonetheless, they recommend consideration of three reforms to the FHLBanks to ensure a return to effective regulation and responsible, affordable home ownership finance.
