Organizational culture is widely considered to be one of the most significant factors in reforming and modernizing public administration and service delivery. This article documents the findings of a literature review of existing qualitative and quantitative instruments for the exploration of organizational culture. Seventy instruments are identified, of which 48 could be submitted to psychometric assessment. The majority of these are at a preliminary stage of development. The study's conclusion is that there is no ideal instrument for cultural exploration. The degree to which any measure is seen as "fit for purpose" depends on the particular reason for which it is to be used and the context within which it is to be applied. 相似文献
Baumgartner and Jones (1993) showed how radically new policies emerge on government agendas as a consequence of exogenous shocks to policy subsystems displacing privileged interests. But how do these policies evolve post-punctuation? In this paper, we present three different models of policy change. Policies may revert to the old status quo if displaced interests re-assert themselves, or they may be “locked-in” by new interests now reaping the benefits. Alternatively, they may incrementally change as lawmakers “learn” how to better meet target population needs, particularly by witnessing how other jurisdictions address similar problems. We test these models with data on change in state charter schools laws over time. We find that whether old status quos are overthrow, and the fate of charter policies when they are enacted, is influenced more by competing political interests, especially interest groups, than elite and public perceptions of broad systemic crises. Yet, we also find that changing demands on the state and learning from the successes and failures of neighboring states also play significant roles. 相似文献
We explore how two populations learn to cooperate with each other in the absence of institutional support. Individuals play iterated prisoner's dilemmas with the other population, but learn about successful strategies from their own population. Our agent-based evolutionary models reconfirm that cooperation can emerge rapidly as long as payoffs provide a selective advantage for nice, retaliatory strategies like tit-for-tat, although attainable levels of cooperation are limited by the persistence of nonretaliatory altruists. Learning processes that adopt the current best response strategy do well only when initial conditions are very favorable to cooperation, while more adaptive learning processes can achieve high levels of cooperation under a wider range of initial conditions. When combined with adaptive learning, populations having larger, better connected learning relationships outperform populations with smaller, less connected ones. Clustered relationships can also enhance cooperation, particularly in these smaller, less connected populations. 相似文献
According to the democratic domino theory, increases or decreases in democracy in one country spread and "infect" neighboring countries, increasing or decreasing their democracy in turn. Using spatial econometrics and panel data that cover over 130 countries between 1850 and 2000, this article empirically investigates the democratic domino theory. We find that democratic dominoes do in fact fall as the theory contends. However, these dominoes fall significantly "lighter" than the importance of this model suggests. Countries "catch" only about 11% of the increases or decreases in their average geographic neighbors' increases or decreases in democracy. This finding has potentially important foreign policy implications. The "lightness" with which democratic dominoes fall suggests that even if foreign military intervention aimed at promoting democracy in undemocratic countries succeeds in democratizing these nations, intervention is likely to have only a small effect on democracy in their broader regions. 相似文献
What participation mechanisms connect citizens and city officials? Do they produce valued outcomes? Surveys of elected officials suggest that microlevel mechanisms such as direct citizen contact are more valuable in meeting participation goals than are mechanisms focusing on macrolevel concerns. However, there is a disconnect between perceptions about value and the use of mechanisms. State‐level participation requirements and a city manager have little effect on the value of a mechanism. These findings raise some questions: why are microlevel participation mechanisms favored, why do some mechanisms have value even though respondents have little experience with them, and why is there a misalignment between participatory goals and the mechanisms used? 相似文献
This article assesses the practice of political accountability in Hong Kong: whether it has largely been realised in practice, or whether it is merely a political slogan for the government to justify its executive-led governance. The analysis begins with a review of the theoretical concepts of political accountability and ministerial accountability, and then establishes an operational framework to analyse the current practice of political accountability in Hong Kong's political system. After the prolonged stagnation that followed the post-Bubble economic collapse at the end of the 1980s, from 2002 onwards the Japanese economy exhibited its longest period of economic expansion (albeit gradual) since World War Two. As this expansion came to an end and the economy was on the verge of the downward curve of the economic cycle, it was confronted with the current financial and economic crises, which originated in the USA. Nevertheless, Japanese financial institutions had invested little in sub-prime-related financial products, and with the lessons learned from the issue of bad loans in the 1990s, Japan's financial system enjoyed greater stability than that of any other major nation. However, in the period from the end of 2008 to early 2009, Japan experienced the sharpest economic decline of any major nation.
Yet, with the worst period having ended in the spring of 2009, the International Monetary Fund (IMF) has predicted in its October 2009 forecasts that Japan will experience real economic growth of 1.7% in 2010—a higher rate than the USA (with 1.5%) or the Euro Zone (with 0.3%). Despite forecasts of a protraction of excessive US imports as a direct result of excessive US consumption, Japan is being forced to reduce its degree of reliance on exports to the USA and to make major adjustments to its export structure—both in terms of the regions to which it exports and the products that it exports. Japan also faces the task of setting itself on the path to economic growth, using the twin drivers of foreign demand and domestic demand, and this will necessitate the cultivation of domestic demand. Now, the long-term strategy for Japan is to promote the expansion of regional demand in Asia, to couple this regional demand with domestic demand, and to latch on to Asia's economic dynamism. 相似文献
The current cross-sectional study investigated the links between various dimensions of organized activity involvement and
depressive symptoms, loneliness, and peer victimization in an ethnically and economically diverse sample of adolescents (N = 152; 58% female). Results indicate that adolescents who were involved in organized activities for more years also reported
lower levels of loneliness. There was evidence of diminishing returns when adolescents were very highly involved in organized
activities; those who were either under- or over-involved reported the highest levels of depressive symptoms. Conversely,
findings indicate that adolescents who participated in a narrow or wide range of activity contexts reported the lowest levels
of depressive symptoms. In addition, results suggested that the relation between organized activity involvement and adjustment
differs among adolescents from diverse ethnic and socioeconomic backgrounds. Findings from the current study also underscore
the importance of considering multiple indices of activity involvement when assessing its association with adjustment.
Focusing on identity development explorations enables a greater understanding of contexts that affect immigrant adolescents.
Utilizing thematic and grounded narrative analysis of 46 journal writings, during a one-month period, from first and second
generation Vietnamese adolescents ranging in age from 15 to 18 (26 residents of a culturally and politically active ethnic
enclave in Southern California; 20 adolescents living outside the enclave), this study establishes ways in which a focus on
social context and exploration processes illuminates the complexity of immigrant adolescents’ identity formation. The two
groups shared many similarities, including precipitants to exploration and steps undertaken to explore identity. However,
two factors—social and cultural influences and emotional reactions—revealed interesting contrasts distinguishing enclave from
non-enclave dwelling Vietnamese adolescents. Data also suggested that immigrant adolescents strive to integrate different
domains of identity (ethnicity, gender, career) both with one another and with the historical, social, and cultural contexts
they occupy.
