COERCION,SOCIAL SUPPORT,AND CRIME: AN EMERGING THEORETICAL CONSENSUS*

Two themes, coercion and social support, have emerged over the past two decades in criminology that can be used to build a new integrated theory of crime. The authors provide a review of recent theoretical developments in criminology to demonstrate that two interconnected themes provide the basis for a new consensus in theory and crime policy. With some important exceptions, coercion causes crime and social support prevents crime. The authors develop a theory of differential social support and coercion that integrates concepts from a broad range of criminological theories. Implications of this integrated theory for public policy are explored.     

War and International Order in Kant's Legal Thought“*

Abstract. Kant's writings on international law and especially his Toward Perpetual Peace have been interpreted both in a “statist” and a “cosmopolitan” manner. In this article it is argued that these interpretations stem from an ambiguity in those writings. In the course of proposing a resolution of this ambiguity, the first question to be examined is the extent to which war forms a part of human history and of human nature. Secondly, Kant's arguments against the realistic position and the conditions for a lasting peace are presented. An interpretation is then offered both of the proposed league of nations and of the situation that exists when such a league is still absent. According to the interpretation offered here, Kant's writings fit partly within the tradition of the “just war.”¹     

ANGRY AGGRESSION AMONG THE “TRULY DISADVANTAGED”*

Violent incidents arising out of trivial conflicts and insults have been explained by subcultural theories of violence, but empirical support for those theories has been lacking. Recent cognitively oriented research on anger and aggression is combined in this analysis with W. Wilson's (1987) arguments about the “truly disadvantaged” to revise those theories. An individual-level theory explains the violent incidents, and an aggregate level theory explains the distribution of those incidents among social groups. A subculture of angry aggression arises under conditions of social isolation, when multiple feedback loops result in concentration effects.     

Advancing Competency Development: A White Paper for Pennsylvania

One of the fundamental purposes of Pennsylvania's juvenile justice system is to develop “competencies” in delinquent youth. But what does that mean? Why is it important? How is it done? The White Paper. originally published in 2005, attempted to answer those questions, articulating basic principles and identifying research‐supported practices for competency development, the least understood of the three balanced and restorative justice goals. Practitioners and policy makers in other states who are interested in helping juvenile offenders acquire the knowledge and skills they need to become productive, connected, and law‐abiding community members will find it directly relevant.     

A COMPARISON OF CHANGES IN POLICE AND GENERAL HOMICIDES: 1930–1998*

This paper presents a new data series for homicides of law enforcement officers. Available for more than two centuries, it is much longer than series previously examined. Police killings had two extreme peaks, one in the 1920s and another in the 1970s. We use the post‐1930 part of the series in a time‐series regression to explore structural conditions that affect police killings in the short term. Economic conditions, prison populations, and World War II have considerably larger impacts on police killings than on homicide generally. Police killings are less affected by demographic changes and by the crack epidemic.     

Trauma Interventions and Systems Change in Rural Areas: The Role of the Juvenile Court Judge in Collaboration with Mental Health Professionals

This article will focus on the evolution of the collaborative work of the Louisiana Rural Trauma Services Center (LRTSC), a Center within the National Child Traumatic Stress Network, and the 23rd Judicial District, a jurisdiction in south Louisiana serving three rural parishes. We will describe how the collaboration and joint efforts, and the changes that have been made in terms of availability of evaluation and treatment resources, seem to be influencing both the educational and judicial systems in St. James Parish and potential sustainability of some of the identified resources. The article will examine how the court and the LRTSC work together with emphasis on the evaluation, reporting and recommendation processes, outcomes and benefits to date, and challenges for the future.     

The Job of Representation in Congress: Public Expectations and Representative Approval

Few concepts are more central to democratic theory than that of representation. Theories of representation are commonly premised on the belief that citizens' expectations of their representative are politically consequential, yet we know little about the nature of these expectations and precisely how they matter. Using individual‐level data from a recent national survey, we investigate the influence of constituents' job expectations on their approval of their representative in Congress. We find that citizens' job expectations condition the effects of members' legislative activities on their job approval.
