Despite their emphasis on joined up government, which was to be one of the defining features of the New Labour governing project, attempts to enhance policy delivery would also result in major departmental restructuring within each of their three terms in office. This article asks three questions with regard to the New Labour and departmental restructuring. First, from a historical comparative perspective was there a greater degree of departmental restructuring under New Labour than under previous governments? Second, in the case of New Labour what was the motivation for departmental restructuring? Finally, was New Labour characterised by successful departmental restructurings? Utilising select committee material for the views of civil servants and combining this with questionnaire feedback from former New Labour ministers this article seeks to address these questions to assess the record of departmental restructuring in the New Labour era. 相似文献

The article summarises key aspects of government intervention in the British film industry since the election of a Labour government in 1997. The process of amalgamating a variety of existing institutions (including British Screen, the British Film Commission and the Arts Council's Lottery Film Department) into the new UK Film Council is described and the implications for developments in the English regions is considered. The issue of the continuing American dominance of the industry is explored and this is related to the contentious concept of an economically 'sustainable' domestic industry. Durkheim argues that anomie occurs as a result of some temporary or longterm crisis that disturbs the collective order. Yet, at the individual level an event or events must be perceived as affecting immediate social relationships before anomia occurs. Previous victimization research reports suggest that crimes may cause interaction problems for the victims. This passibility was analyzed using two notional samples collected by the Notional Opinion Research Center in 1973 and 1974. Using regression to analyze the impact of robbery and burglary on anomia scores no significant relations were found. Bath are usually non-recurrent experiences that either do not have long-term effects on individuls, or anomia as measured here is too far removed to serve as an adequate measure. 相似文献

Environmental protection nowadays is a major issue of policy and administration. It is well recognized that an effective approach to pollution control requires it to be integrated, but UK governments have been slow to respond to this need. The creation of a new unified pollution inspectorate in England and Wales must be set in the context of a general transition in British pollution control practice, where the incorporation of more formal procedures is taking place within a tradition of emitter self-policing, client-regulator mutual respect, and regulatory adaptability. This research examines the role familial, school, labor market, and street factors play in the criminality of 200 homeless male street youths. Of particular interest is the way these youths interpret their labor market experiences and how together these experiences and interpretations influence criminal behavior. Findings reveal that familial and school factors have minimal influence on current criminal behavior. Instead, criminal behavior is influenced by such immediate factors as homelessness, drug and alcohol use, and criminal peers who engage in illegal activities. Further, criminal behavior is influenced by a lack of income, job experiences, and perceptions of a blocked opportunity structure. While labor market conditions and reactions to those conditions have some effect on crime, the findings also suggest that lengthy unemployment, job experiences, and a lack of income work in tandem with anger and external attributions to increase street youths' criminal activities. 相似文献
