社会公众对绿色行政的认知状况调查研究

绿色行政是政府对环境问题做出回应所倡导的一种新的行政理念,也是行政管理领域绿色化的表现。本调查旨在了解我国社会公众对绿色行政的看法及态度。调查结果显示,调查对象对绿色行政的看法较为一致,认同度较高,但总体满意度不高,表明政府的绿色行政管理实践探索还有待提高;另外,调查对象也因所在城市和所在利益相关者群体的不同,表现出在相关看法和态度上的内部差异。     

TOWARDS A NEW CONCESSIONS REGIME IN THE EU： ABOUT THE MERITS AND SHORTCOMINGS OF THE CONCESSIONS＇ DIRECTIVE

The European Commission published a proposal at the end of2011 for a self-standing directive on the awarding of concessions in the context of the revision of the public procurement framework. With the aim of harmonizing rules and developing minimum standards based on the EU primary law and ECJ case law, the purpose of the proposed directive was, according to the Commission, to ensure more transparency and legal certainty in all Member States in awarding concessions and enhance the development of PPPs （Public-Private Partnerships） 1 However, negotiations on the proposal for a concessions directive proved to be difficult. The text2 finally adopted on February 26, 2014 stems from three compromises： 1. Within the European Commission, between a fully fledged approach and a so-called ＂light approach ＂; 2. within the Council between Member States in favor of a detailed directive for the sake of easy transposition, and Member States reluctant to the very directive, whose added value was challenged either by fear of amending their own existing national legislation on concessions or, conversely, by fear of putting at risk existing contracts awarded without open tender; 3. within the European Parliament, as the rather technical issue of public procurement became a politically driven debate on both the principle of subsidiarity and the legitimacy of private operators to manage services of general interest. As a result of a complex deal brokered by the Commission, the Council and the European Parliament, the main merit of the directive is its existence. In the light of the numerous exclusions to its scope, it remains to be seen whether some of its promising provisions regarding the definition, the award and the life of concessions will facilitate on the ground the development of transparent, performing concessions projects. At the end of the day, options to be embraced by the Member States for the transposition of the concessions directive will be a key element in the success and use of the new legal concessions reg     

ZIMBABWE＇S NEW CONSTITUTION AND LOCAL GOVERNMENT： IMPLICATIONS FOR CENTRALLOCAL RELATIONS

The process of political and administrative decentralization in Zimbabwe with a view to creating autonomous local governance expended much rhetoric. Current local government problems arise from the structure and nature of centre-local relations. Local governments＇ capacity has been severely affected by conflict, political interference, ＂bankruptcy decentralization＂ （without transfer of resources, competencies and decision making authority to local level）, corruption, low citizen participation and lack of accountability. This background necessitates the need to redefine and change centre-local relations. This article advocates for redefining centre-local relations to embrace the Constitution of Zimbabwe Amendment （No. 20） Act, 2013 which provides for devolution of powers and functions to local government. A brief local government history of Zimbabwe introduces the treatise followed from a conceptual perspective on local governance and centre-local relations. The conceptual framework provides the rationale for a devolved, strong local government based on pillars of efficiency, accountability, manageability, and autonomy. Drawing from the changing landscape of central-local government relations since the onset of the Zimbabwean crisis in 2000, the paper responds to the following question： What changes need to be made at both local and central government level so that the former operates autonomously？ The envisaged reforms are targeted at planning, budgeting, human resources and expenditure and service functions which are the fulcrum of the local government system.     

推进“全域城市化”的几点建议——全域城市化专题研讨班学员建议综述

为更好地贯彻落实市委关于全域城市化战略的决策和部署，提高认识．拓展思路．切实把思想和行动统一到市委、市政府的战略部署上来。日前．市委组织部和市委党校联合举办了市管领导干部和处级领导干部“全域城市化”专题研讨班。通过十天的理论研讨．学员们对于实施全域城市化战略有了更加深入的理解和把握，进一步增强了我市各级领导干部加快全域城市化建设的责任感和使命感。现将本次研讨班学员反映的建议综述如下．     

东亚区域间主义:理论与现实

作为国际治理结构的一部分,东亚的区域间主义在解决当代国际关系中日益增多的跨区域问题发挥了重要作用。本文从经验和理论层面对区域间主义的概念、形式进行了梳理,扩大了对东亚区域间主义的理论认识。通过相关理论分析,本文认为权力平衡、利益共享、地区身份建构等因素直接推动了东亚区域间主义的发展,但东亚区域间主义仍然处于考验之中,其发展还取决于诸多相关因素。     

欠发达地区困难职工群体问题及其破解对策——基于县级工会的研究视域

工会破解困难职工难题的前期成效主要集中体现在中心维权帮扶体系的建立健全和规范运作上。根据2008年全国工会帮扶工作会议的"四个新"要求,应着力构筑物质帮扶与精神帮扶同步、输血帮扶与造血帮扶并举、即期帮扶与长远帮扶兼顾、政策帮扶与物质帮扶结合、工会帮扶与社会帮扶共存的工作格局,努力形成帮扶机构多层次,资金来源多渠道,帮扶形式多样化,帮扶工作经常化、制度化、社会化,管理服务网络化、规范化、社区化、人性化的工会帮扶制度体系。     

社区矫正适用前调查评估制度研究

《社区矫正实施办法》对社区矫正适用前调查评估程序做了相关规定,但由于法律规定过于原则化,导致实践中具体操作过程的不规范、不系统、不科学,严重影响了调查评估的结果。现在亟须在立法层面和实际操作中完善调查评估制度,明确将调查评估作为适用社区矫正前的必经程序、确定调查评估主体、明确调查评估对象、调查评估内容、细化调查评估程序、统一调查评估文书格式。

澳大利亚是亚太地区具有独特地位的中等强国。近年来,中国与澳大利亚的关系,特别是经济领域的互利合作关系发展迅速。随着中国和平崛起势头持续发展,中澳关系出现了一些波折。本文拟从中澳关系的基本情况入手,重点从澳大利亚学术界对中国崛起的认识、澳大利亚公众及媒体对中国崛起的反应、以及澳大利亚政府对中国的政策等三个方面,综合分析澳大利亚对中国崛起的认知与反应。
