Financial stringency has been an increasing concern in the higher education sector, especially in the aftermath of the financial crisis. As a result, public higher education institutions have been under increasing pressure to diversify their funding sources through tuition fees and other nonpublic revenues. This article reflects on the institutional impact of those changes by analyzing a panel of 30 higher education institutions from the Portuguese public university and polytechnic sectors for the period between 2003 and 2009. The authors explore the relevance of institutional characteristics such as enrollments in undergraduate and postgraduate programs, the qualifications of academic staff, and the regional environment where institutions are located. Results suggest that certain institutional characteristics related to mission differentiation and the path of development of binary systems are important determinants of higher education institutions’ ability to earn income from tuition fees and other nonpublic sources.  相似文献

Throughout the 1900s, intellectuals have been defined as a “privileged minority” (according to Chomsky), or as outsiders, whose “free floating” condition (Mannheim) guarantees their functioning as “custodians of values like reason and justice” (Hofstadter). Julien Benda accused intellectuals of betraying this mission. But, perhaps, betrayal is built into the very nature of their privileged position; perhaps, by pretending to be “free floating,” generations of intellectuals have actually been constructing predictable paradigms, using calamity as a new kind of raw material for the old myth of lucrimax (Etkind). The tragic experience of Russian intellectuals provides us with fresh insight for this discussion.  相似文献

Abstract

Multiple perpetrator rape presents a significant problem nationally and internationally. However, previous research is limited and findings are often contradictory. The details of 101 rape allegations recorded in a six-month period in a large police force in England were analysed. Findings are presented about case classification, victim and perpetrator characteristics, approach and assault location, perpetrator group composition and victim targeting. The discussion of the findings is used as a basis to explore the pitfalls and benefits of the established naming and definition of this offence. Local and colloquial terms (e.g. “gang bang” and “streamlining”) as well as academic terminology (e.g. “group” and “gang” rape) are considered. The paper concludes by proposing an overarching term “multiple perpetrator” rape that allows a series of subtypes to be developed both locally and transnationally.  相似文献

Schedules based on tooth development are useful in age assessments of children, but in early infancy they are based on only a few studies. The radiographic appearance of the mandibular symphysis during the first postnatal months has not gained attention. The present study describes the formation of teeth and the development of fusion between the mandibular halves during the first five postnatal months, as seen in panoramic tomograms taken in medicolegal autopsies of 29 ethnic Finns, 19 boys and 10 girls, at the Department of Forensic Medicine, University of Helsinki. In the majority of the infants, the criteria of sudden infant death (SID) were fulfilled. The stages of tooth formation used were those applied by Moorrees et al. with one modification (Nystr?m et al.). Mineralization of all primary teeth proceeded rapidly during the first postnatal months, the change being on average two developmental stages in four months. Considerable variation in tooth development existed in infancy. The mandibular halves were separated at birth. Complete fusion had occurred in the majority of infants aged four months, and the tomograms of the remaining infants showed a thin vertical line in a part of the symphysis. The marked changes, which during the first postnatal months occur in the radiographical appearance of the mandibular symphysis, and in the formation of primary teeth, provide valuable information for age assessments of infants.  相似文献
