行政绩效考核制度难题解析——天津市东丽区政府开展绩效考核的调查与研究

在国内绩效评价的具体做法中,评价的公正性和权威性,评价的可操作性和有效性,评价项目的选择和权数的确定,绩效评价与行政问责的关系,是带有共性的问题。这些问题影响了绩效评价的成效,成为直接阻碍绩效评价推广的难题。天津市东丽区开展政府行政评价活动三年来,对这些问题进行了有针对性的探索,其具体做法对于构建适宜中国特有国情的政府行政评价体系有一定参考意义。     

INVOLVING YOUTH IN THE DEPENDENCY COURT PROCESS: THE WASHINGTON STATE EXPERIENCE

In 2008, the Washington State legislature established a pilot program in four designated sites wherein youth ages twelve years and older had the right to (1) receive notice of all dependency hearings that involve them, (2) be present at such hearings, and (3) be heard personally. Pursuant to the legislation, upon request by the youth, the court participating in the pilot program is permitted to conduct an in‐chambers interview with the youth to determine his or her wishes regarding issues pending before the court. The legislation further required that the Administrative Office of the Courts and the Department of Social and Health Services collaborate in implementing and assessing the effectiveness of the program. This article details the development of the pilot program, its implementation, and evaluation results as of the date of this publication.

关于毛发血型检验中解离温度及指示红细胞的选择

本文对毛发ABO型测定时的解离温度及指示红细胞的选择进行了探讨。试验结果表明,在40℃条件下解离25min,结合抗体的释放与指示红细胞的凝集力均不受影响。用多人混合血液配制指示红细胞与效价为1∶128标准血清反应,便可获得满意的结果。     

A Healthy Public Service is a Vital Part of Australia''s Democratic System of Government

This article outlines and explores the differences and connections in the ideas underpinning the reform of public institutions in Australian society over the past two decades. In particular, the article asks whether public institutions have been renewed or eroded through the changes of the 1980s and 1990s and whether the changes were as inevitable as some advocates and analysts claim. Some ideas and theories appropriate to the future role of government and public institutions in Australia beyond the current consensus are explored. The article offers afresh analysis of public sector reform in Australia and contributes to the ongoing debate about alternatives.
