Introduction: the EU,East Asian conflicts,and the norm of integration

The promotion of regional integration is a core objective of the European Union’s (EU) foreign policy and has been seen as part of its attempt to transform international society and to make the world a more peaceful place to live. However, the success of this regionalization strategy has been limited and East Asia has been a particularly problematic case. This introduction raises some fundamental questions by first presenting some basic concepts so that the overall studies of the special issue can be systematically undertaken. The underlying questions are the following: How bleak is the picture with regard to regionalism in East Asia and the roles of the EU? Has the EU had no effect on the development of East Asian regionalism? And what potential does regional integration have in helping the transformation of conflicts in East Asia? In addition to these questions, it also discusses and conceptualizes underlying discourses on regional integration, conflict transformation, and regionalism in East Asia. By doing so, it aims to point out that the East Asia region is changing, the EU does play a role in this, and regionalization cannot be ignored as an institutional context that has the potential to assist conflict transformation, especially if windows of opportunity for such engagement arise in the future.

Sex trafficking in Cambodia: fabricated numbers versus empirical evidence

Large numbers of sex trafficking victims, on the order of 80,000–100,000, have been alleged to exist in Cambodia over the past decade. Empirical results obtained from measuring the numbers of such victims in Cambodia are contrasted with the lack of support for the widely circulated guesstimates of these numbers. Examples of similar fabrications are discussed and followed through some of their early publication history. The methodology of conducting empirical field research in less developed countries is discussed and the origin of the guesstimates is probed in detail. Both the multiple methodologies employed by and the results of a program of empirical research on trafficking numbers in Cambodia conducted from 2002 to 2008 are discussed. These are compared with the results of additional empirical studies, and with the guesstimates. The existence of empirical results creates location knowledge of victims, presenting ethical questions.     

Empowering women through the positive birth movement

Childbirth has been positioned as a life changing event that has profound long-term psychological effects upon women. This paper adopts a community psychology approach to explore the role that the Positive Birth Movement (PBM) may have in tackling negative birth experiences by supporting women before and after birth. Six women who all regularly attend UK-based PBM meetings and had given birth to at least one child participated in one to one semi-structured interviews designed to explore the support they received before, during and after their birth, as well as their experiences with the PBM. A Foucauldian inspired discourse analysis explores themes relating to the lack of support and information provided by the NHS and the function of the PBM as a transformative community space which offers social support and information. Within these themes a focus on neoliberalism, choice and the woman’s position as an active consumer of health care is critically discussed. It is argued that the PBM has the potential to prepare women for positive birth experiences but more attention needs to be paid to the wider contexts that limit women’s ability to make ‘free’ choice.     

Constitutional Dynamics in the European Union: Success,Failure, and Stability of Institutional Treaty Revisions

ABSTRACT

Despite high institutional hurdles for constitutional change, one observes surprisingly many EU treaty revisions. This article takes up the questions of what determines whether a treaty provision is successfully changed and why provisions are renegotiated at subsequent Intergovernmental Conferences. The article presents an institutionalist theory explaining success and renegotiation and tests the theory using all core institutional provisions by means of Qualitative Comparative Analysis. The causal analysis shows that low conflict potential of an issue is sufficient for successfully changing the treaties. Furthermore, high conflict potential of an issue and its fundamental change are sufficient for it to be renegotiated.
