A Model of Spoils Politics

Accounts of state failure in the developing world frequently highlight a logic of "spoils politics" in which a government and an opposing faction vie for control of the state and the accompanying spoils. Attempts to buy the opposition off play a key role in this logic, and an informational problem often complicates these efforts. Because of limited transparancy, the government generally has a better idea about the actual size of the spoils than the opposition does. We formalize this aspect of spoils politics as a signaling game in which the government has private information about the size of the spoils and tries to co-opt the opposition by offering a share of the spoils. The opposition can accept the offer or reject it by fighting. Consistent with the strong empirical finding that the probability of civil war is higher when income is low, the probability of breakdown increases as the size of the spoils decreases. We also study the effects of uncertainty, the opposition's military strength, the cost of fighting, and power-sharing agreements on the probability of fighting.

Ranging in reflections on teaching, research, service and scholarship, this article describes a cooperative enquiry into feminism in action in Aotearoa, New Zealand.     

An analysis of police officers' decisions about whether to refer cases of child abuse for prosecution

Facial composite research has mainly focused on their investigative value. No. comparable attention was drawn to their probative value – the extent to which a composite image may serve as incriminating or exonerating evidence against a defendant. The existing data resulting from mock-juror research allow only cautious conclusions and applies solely to the common law system. Therefore an experiment was conducted involving laypeople (N = 74) and prosecutor apprentices (N = 72). All participants received case materials of a robbery committed by a young male, including the victim's and defendant's testimonies and other evidence. In both samples, the facial composite evidence was manipulated so that participants viewed a composite image that was either a good or a poor match to the defendant. A facial composite that bore a strong resemblance to the defendant influenced the assessment of the eyewitness' credibility in the apprentices sample, but failed to affect other dependent variables. Surprisingly, laypeople ignored the facial composite no matter how well it resembled the defendant. Significant differences in the assessment of eyewitness' credibility, the strength of the defense case, the credibility of the defendant's alibi, and his culpability were found between the prosecutor apprentices and laypeople. The practical implications of these findings are discussed.     

Exploring the Impact of Child Sex Offender Suicide

This paper explores the issues and widespread impact surrounding child sex offenders (CSO) who commit suicide after learning they are under criminal investigation. This phenomenon, which has received scant attention in the literature, affects family, friends, and victims of offenders who may experience a range of conflicting emotions including anger, guilt, confusion, betrayal, and loss. Involved law enforcement may, likewise, experience a range of complex reactions. Law enforcement personnel are neither trained nor required to assess offenders’ suicidality. However, awareness of how CSOs are impacted by an investigation may mitigate the risk of suicide and enhance operational strategies, including officer safety.
