制度匮乏下亚欧合作的选择:议题、形式和方向

亚欧会议的制度匮乏源于成员中缺少强势主导国及其创设的国际机制。当前亚欧合作面临三大主要矛盾,即共同威胁上升、力量对比改变和新成员的加入。亚欧对跨区域合作的需求增加,同时合作的难度也在增大。亚欧合作需要在更新议题、调整合作的方式和方向等方面不懈探索以保持活力。为在制度短缺的前提下实现有效合作,亚欧仍适合遵循以开放和自愿为基础的弱机制模式,并需要依靠亚欧双方主导性力量加强多边协调,以务实的态度优先在低政治领域开展合作。     

19世纪末西方在华传教士的朝鲜观——以《教务杂志》为中心的考察

19世纪中叶以前的朝鲜，从未进入西方世俗世界的视野中。这种状况在19世纪60年代以后逐步改变。实际上，在整个19世纪后半叶，西方列强和崛起的日本都将侵略的矛头对准了朝鲜。伴随着列强侵略的进程，“隐士之国”朝鲜被揭开了神秘面纱。在向世人揭开朝鲜面纱时，西方传教士在中国创办的《教务杂志》（TheChineseRecorder）发挥了重要作用。由于西方传教士长久生活于朝鲜社会中，更少有功利性，因而反映的朝鲜面目更具有真实性和全面性。

This study applies Elisabeth Noelle‐Neumann's spiral of silence theory to the controversial issue of whether children with AIDS should be allowed to attend public school. The study tests the theory's hypotheses in light of two content analyses of the media's treatment of the issue. The findings offer tentative and qualified support for Noelle‐Neumann's theoretical propositions about the relationship between individuals' perceptions of the issue and the media's tenor of the issue; particularly that of television. The findings suggest the need to address the role of other agents of influence, including reference groups, and to use time‐based data to unravel the causal order of the relationships.     

Tacit collusion and liability rules

This paper demonstrates that the likelihood of tacit collusion in a given oligopolistic industry may depend on the kind of liability rule applied to the industry. We study typical settings for the analysis of product liability and environmental liability. For the latter, it is established that tacit collusion is more likely under strict liability than under negligence. However, the two liability rules are equivalent with regard to their effects on tacit collusion in the model pertaining to product liability. This context-dependent impact on tacit collusion can be traced back to a difference in the shape of firms’ cost functions.     

近年来服务型政府建设研究述评

服务型政府是近年来政府管理研究的重点和难点问题。本文选取2006-2009年发表的近70篇论文,试图梳理服务型政府建设的热点和特点,从研究内容、研究视角、研究领域和研究方法予以评述。籍此扩大、巩固研究共识,明晰公共服务体系建设的方向和任务,以推动服务型政府研究水平的不断提高。

广西职教综合配套改革应从创新职业教育人才培养模式、逐步实行免费中等职业教育、推进职业教育体制机制改革等三个方面切入,重点关注民族地区职业教育的实际问题,在充分尊重职业教育改革特点和规律的基础上,结合民族地区实际情况,寻找解决对策。     

Managementreformen in internationalen Organisationen: Eine vergleichende Analyse der Europäischen Kommission und des OECD-Sekretariats

The article comparatively investigates reforms of human resource management in the European Commission and the OECD Secretariat. It analyzes to what extent both organizations have adjusted their respective structures towards the ideal type of the so-called New Public Management (NPM). The empirical findings show that reforms towards NPM are more pronounced in the Commission than in the OECD Secretariat. These findings are surprising for two reasons. First, it seems rather paradoxical that the OECD as central promoter of NPM at the international level lags behind the global trend when it comes to reforming its own structures. Second, this result is in contradiction with theoretical expectations, as they can be derived from theories of institutional isomorphism. To nevertheless account for the surprising results, it is necessary to modify and complement existing theories especially with regard to the scope conditions of their causal mechanisms.
