While the 2014 European Parliament elections were marked by the rise of parties on the far right‐wing, the different patterns of support that we observe across Europe and across time are not directly related to the economic crisis. Indeed, economic hardship seems neither sufficient nor necessary for the rise of such parties to occur. Using the cross‐national results for the 2004, 2009 and 2014 EP elections in order to capture time and country variations, we posit that the economy affects the rise of far right‐wing parties in more complex ways. Specifically, we compare the experience of high‐debt countries (the ‘debtors’) and the others (the ‘creditors’) and explore the relationship between far right‐wing party success on the one hand, and unemployment, inequality, immigration, globalisation and the welfare state on the other. Our discussion suggests there might be a trade‐off between budgetary stability and far right‐wing party support, but the choice between Charybdis and Scylla may be avoided if policy‐makers carefully choose which policies should bear the brunt of the fiscal adjustment.  相似文献

This study capitalizes on a natural experiment in Montgomery County, Maryland, where low-income applicant families are randomly assigned to public housing that is either (a) clustered within seven public housing developments or (b) scattered into market-rate subdivisions via the county's inclusionary zoning policy. Through a survey of 453 public housing residents, we find that adults who lived in scattered public housing reported a lower proportion of low-socioeconomic status (SES) social ties generally and a lower proportion of low-SES neighbors specifically in their social networks. They also counted more high-SES individuals in their social networks, and this effect was related to the amount of time they lived in the neighborhood. Living in scattered public housing had no adverse effect on feelings of neighborhood belonging or satisfaction. The socioeconomic composition of respondents' social networks was associated with two health outcomes for respondents (smoking and depression) and modestly associated with respondents' household income.  相似文献

There are three distinctive schools of thought regarding the legitimacy of secession. According to scholars in the permissive school, secession is legitimate when it is based on the democratic expression of political will on the part of a territorially defined community. In the eyes of adherents to the remedial school, secession is justified only as a last remedy to unjust and harmful treatment. Finally, proponents of a third school see the right to secession as part-and-parcel of national self-determination, ultimately grounding it in the existence of a distinctive national identity. All three schools of thought are concerned primarily with secession from an existing state. This paper will explore if, and to what extent, they can serve as a framework for the empirical analysis of the public philosophy of internal secession—that is, secession within a state. It is impossible to understand the creation and continued survival of de facto states without reference to external actors. External patrons provide vital support and the international system constrains and shapes these aspiring states. The relationship is, however, not one-sided, and these entities are not merely puppets. In fact external dependence creates significant dilemmas for de facto states: it undercuts their de facto independence and contradicts their strategy for gaining international recognition, thereby undermining their long-term sustainability. The dilemmas facing de facto states have been accentuated by the recent recognition of Kosovo, Abkhazia and South Ossetia.  相似文献

In the 1970s, Western European countries were hit hard by terrorism, especially by international terrorism that crossed borders easily and allowed terrorists of different origins to carry out attacks against both governments and people. Consequently, the necessity of fighting this menace also extended to international organisations. This article looks at how the Council of Europe dealt with the issue, and assesses the negotiations that led to the Convention on the Suppression of Terrorism from the German perspective. West Germany was very interested in establishing a sounder international legal framework against terrorism and thought that the Council of Europe would be able to make an important contribution by abolishing the political offence exception that had so far been a core feature of most extradition treaties. This clause allowed political criminals to escape punishment by fleeing to a country that would deny extradition to a different country on the grounds of the political nature of the act committed by the person in question. The article gives an account and analysis of the complex negotiations that finally resulted in the adoption of the Convention in 1977, as well as of the problems encountered and compromises reached during these negotiations.  相似文献

Intergenerational conflict may arise when the interests of different age groups do not align. We examine cross-country data to find evidence for this conflict in OECD countries. We derive our results from a FGLS estimation model, which is complemented by a System-GMM estimation to account for potential endogeneity. The data are from a panel of 22 OECD countries over the time period 1985–2005. We find little support for intergenerational conflict in general; however, those who are close to statutory retirement age dislike public expenditure on families and education because, once they retire, they will have less income compared to their work income. This effect is transitory, however, implying a change in voting behavior during retirement age.  相似文献

In recent years there has been a vigorous debate in the discipline of criminology and criminal justice, concerning the role of faculty members in Criminology and Criminal Justice departments who hold a Juris Doctorate (JD), but lack a PhD. Some argue that faculty members with a JD possess sufficient credentials to be tenure-track faculty members within a department; however, others believe that a tenure-track faculty member within a department should hold a PhD. Two primary arguments in the debate concern the discrepancies in the hour requirements for degree certification, as well as the dissertation requirement for completion of a PhD. Although it seems both sides are entrenched in their respective beliefs, one plausible method of attempting to bridge this gap is to encourage interested students to enroll in joint JD/PhD programs. These programs are designed to overlap degree requirements and allow students to concurrently earn both degrees in a shorter period of time than if both degrees were earned separately. To analyze JD/PhD programs, a survey of the 201 American Bar Association (ABA) accredited law schools with joint degree programs within criminology and criminal justice (as well as other academic disciplines) was conducted. Of specific interest was the process of program integration and combined curriculum requirements.  相似文献

Abstract

This paper describes the AIM2 assessment framework and the process of its development and initial testing. AIM2 is used to assess areas of concerns and strengths of young people. Some preliminary analysis is described, including the correlation of assessment items, their ability to discriminate between cases, their inter-rater reliability and a small-scale recidivist study. These analyses were used to develop AIM2. Results from the recidivist study identified a particular set of concern and strength factors associated with recidivism in the sample. We conclude that the inclusion of strengths-related items are important to consider as protective factors when assessing the risk of further sexually abusive behaviours. Limitations and future directions of AIM2 are also discussed.  相似文献
