This paper examines the idea of "policy transfer" in the arena of crime control. More specifically, it examines the influence of the United States on recent criminal justice and penal policy developments in Britain. Three policy areas are discussed: privatized corrections, "zero-tolerance" policing, and "three-strikes" sentencing. Changes in these areas are widely perceived as being strongly influenced by developments in the U.S., although there has yet to be a systematic empirical study of how and why these policy developments occurred. Drawing on a review of literature, this paper examines the plausibility of the idea of policy transfer and highlights distinct routes through which policy transfer may occur between jurisdictions. It uses Bennett's (1991) model of "policy convergence" as a framework for exploring how "emulation,""elite-networking,""harmonization," and "penetration" might have been relevant to policy changes in these areas. Finally, the paper considers how the concept of policy transfer in criminal justice and penal policy might be further examined empirically.  相似文献

The aim of this article is to explore the experiences of human resources management in the context of health sector decentralization. The initial review of health sector decentralization covers issues relating to the context, content, formulation/implementation and impact of decentralization. The review of the literature on human resources management (HRM) and decentralization has identified a number of key points that are organized around the following HRM functions: HR planning/ staff supply, personnel administration and employee relations, and performance management. The importance of the management of change is also highlighted. The article concludes by emphasizing the need to include human resources as a key issue in health systems change and emphasizes the areas of policy dialogue and research. In the process of fingerprint development Physical Developer has been largely the method of choice on porous surfaces after coming into contact with wet environments. It is only recently that a new technique has been identified which could replace this standard technique. This study aims to build on previous research and expand knowledge regarding the technique. The study built on previous research and compared Physical Developer to Oil Red O, testing both on four paper types, while being placed in three different water types and an accelerant for various amounts of time. Marks were placed with both heavily ‘loaded’ sebaceous fingers and ‘normal’ un-washed fingers. Results show that Oil Red O consistently produced clearer more detailed marks from the ‘loaded’ fingers, but neither technique proved to work better on the ‘normal’ marks. Coalitions of organizations are cooperative arrangements that require ongoing management of conflicts among members and potential members. Using data on both successful and unsuccessful attempts at coalition building during the 1999 protests against the WTO in Seattle, we explain the variation in the formation of one type of coalition of organizations, the 'event coalition', in which social movement organizations coalesce around a specific protest event. We find that objectively common organizational interests and framing are necessary but not sufficient for explaining coalition partnering. Organizational representatives must also calculate a benefit from pooled resources and be able to commit credibly to delivering promised resources and to resolving the inevitable tensions that arise among coalition partners.  相似文献

Objectives

This paper examines the effects of a procedural justice policing intervention on citizens’ feelings of obligation to obey police. It examines whether the efficacy of procedural justice on citizens’ obligation to obey police may be contingent on citizens’ level of trust in police during a police–citizen encounter.

Methods

This research draws on survey data from the Queensland Community Engagement Trial (QCET). QCET was a randomized controlled field trial implemented by the Queensland Police Service. The trial exposed citizens to either a procedural justice experience (experimental condition) or standard police practice (control condition) during a random roadside stop. Survey responses were received from 1107 drivers in the experimental condition and 1655 drivers in the control condition.

Results

Compared to the control condition, the procedural justice condition yielded higher levels of trust in the police officer conducting the roadside stop. No differences in obligation to obey police were observed between the two conditions. Importantly, citizens’ level of trust in the officer moderated the effect of the intervention on obligation to obey police. Specifically, the procedural justice condition had a negative effect on obligation to obey for those reporting low trust in police. For those high in trust, the procedural justice intervention had a slight but insignificant positive effect on obligation to obey.

Conclusions

The findings suggest that procedural justice effects can vary between individuals; specifically, the findings reveal that procedural justice interventions can sometimes be counter-productive, depending on the level of trust a citizen exhibits toward police during an encounter. Police agencies should therefore be aware of potential counter-productive effects when implementing procedural justice in the field.
