In this essay we propose an alternative approach to assessing the state of democracy in Indonesia. We focus not on institutional indicators (as is usually the case) but on manifestations of political discourses in the public sphere. In applying post-Marxist political theory through the work of Slavoj ?i?ek and Chantal Mouffe, we argue that democracy’s main defining feature is that it allows antagonistic discourses about alternative policies to coexist, yet still manages to coalesce around a minimal consensus on how these discursive conflicts are to be dealt with in a fair way. Applying this approach to democracy analysis to Indonesia, we suggest that the major obstacles to democratic practice do not emerge from institutional problems, but from an overbearing political discourse that imposes broad consensus and harmony on most political issues. Political discourse in Indonesia is generally structured around “Islam” and “the people.” These themes provide a basis for a political consensus that conceals economic and social contradictions and reveals considerable depoliticization in Indonesian democratic practice.  相似文献

The success story of Korean economic development is intimately linked with the so-called developmental state; and education policy, as part of centrally orchestrated industrial policy, played a critical role in the country's rapid industrialisation, which allowed for high employment rates, relatively modest social inequality and remarkable social mobility. However, the Korean success story has started to show ‘cracks’ – with labour market dualisation, rising inequality and ‘over-education’. While acknowledging the importance of the East Asian financial crisis as external shock for the Korean political economy, we suggest more fundamental problems in the socio-economic and socio-political underpinnings of the developmental state and its education and skills formation system for understanding how Korea's economic and education miracle turned into ‘education inflation’, skills mismatch and social polarisation.  相似文献

Corporate value statements communicate what a firm aspires for and what drives their value creation. In addition, corporate values often also define which behaviors are acceptable and which are not. Ideally, corporate values are representations of a firm's informal corporate values and organizational culture. However, in practice, there is an inherent tension between the aspirations and actual values and ensuing behaviors of and within a firm—let alone the potentially different interpretations of abstract corporate value statements. In this paper, we set out to provide more clarity on what corporate values are, how they are inherently ambiguous, and how in practice they compare to firm involvement in scandals. For this purpose, we study the corporate values of the 25 largest European banks after the financial crisis. “Integrity” appeared to be the most common value among the 25 banks, followed by “customer focus.” Nonetheless, over the past 6 years, 15 out of the 25 studied banks were involved in one or more scandals. Scandals can be systematic or caused by rogue employees, and benefitting the firm or their customers—in the latter case, providing an interesting interpretation of the customer focus value. Additionally, we found that courage or its synonyms were barely mentioned among banks' corporate values, potentially providing an additional explanation for the fast size of the financial crisis. Finally, we found that banks that had inclusive social principles such as respect, solidarity, and equality did not face large-scale scandals.  相似文献

This article examines the alternative proposals for an Arctic treaty that have been put forward by scholars and international organizations. The numerous proposals on record draw their inspiration from various sources: chief among these is the Antarctic Treaty System (ATS), but maritime regimes and even principles such as the common heritage of humankind are represented as well. The goal of the article is to examine the proposals in depth to ascertain what is viable and what is problematic in each. This analysis will help in outlining a new treaty that can accommodate both the political realities in the Arctic and the societal goals pursued in the region.  相似文献

The Papuan conflict resembles the conflict in Aceh. Also some of the models of conflict resolution can undoubtedly be imported for Papua from Aceh. However, the existence of large migrant groups, the lack of a coherent organization of the rebel side, and the more extreme nature of economic grievances in Papua than in Aceh, give the conflict problem in Papua its own characteristics. This article speculates about how much Papua could learn from its own past and how much lessons it could emulate from other areas to establish its own mechanisms of peace negotiation.  相似文献

Despite the political controversy related to the authoritarian bargaining of Burma/Myanmar’s territorial conflicts, it is important to acknowledge the successes and admit the failures of the process of ceasefire negotiation and the national convention process of the Myanmar-government. Regardless of what we think of the Myanmar government, there can still be both good and bad elements in the process. This article will focus, as the general focus of this special issue suggests, on the negotiations between the central government and the ethnic groups on autonomy and territorial solutions in the peripheries of Burma/Myanmar.  相似文献
