The creation of the Peace Corps is usually associated with President John F. Kennedy. However, before Kennedy articulated his vision of a “peace corps,” Senator Hubert Humphrey and Congressman Henry Reuss sought the establishment of such an organization. Humphrey and Reuss grew interested in the idea as they observed the work of voluntary organizations, created by religious groups, that sent young people into the world to carry out humanitarian projects. Working on a people‐to‐people basis, often in isolated locations in developing nations, these groups, to many observers, had a greater positive impact than the larger development projects carried out by the U.S. government. In particular, this article focuses on two of those organizations: the Brethren Volunteer Service (BVS) and International Voluntary Service (IVS). Most of the IVS projects were financed by the U.S. government under contract with the International Cooperation Administration. Little historical work has been done on either of the two organizations and this study is an in‐depth look at how the work of BVS and the IVS in the 1950s set the stage for the creation of the Peace Corps in the early 1960s.  相似文献

Studies find that members of preferential trade agreements (PTAs) are less likely to be involved in militarized conflict. An expectation of continuing amicable trade relations is among the factors linking PTAs to peace. However, this role of PTAs is difficult to test due to the problem of observational equivalence; PTAs correlate with trade levels and liberalization, factors also linked to peace. In this article, we isolate the impact of PTAs on trade expectations by distinguishing between signed agreements and those in force. A focus on signed but not-yet-in-force PTAs allows us to assess the correlation between agreements and peace before other pacifying, and therefore potentially confounding, elements emerge. Statistical tests spanning 1957 to 2000 demonstrate that signed PTAs are pacifying, while in-force agreements have no statistically significant impact when controlling for other factors linked to peace.  相似文献

They present specific examples of its application and conclude that while counterinsurgency does achieve results, the U.S. government lacks a strategic doctrinal framework for implementing counterinsurgency elsewhere. This article examines questions of local ownership in post‐conflict peacebuilding and makes the case that the complex relationship between insiders and outsiders lies at the very heart of contemporary peacebuilding processes. While the discourse of local ownership has increasingly become part of the vocabulary of post‐conflict peacebuilding, the discussion to date on both the meanings and the practices of local ownership in peacebuilding contexts remains underdeveloped. This article is therefore an effort to add substance to the local ownership debate, and outlines two forms of peacebuilding—liberal and communitarian—which contain markedly different assumptions concerning the role of local actors in peacebuilding processes. Ultimately, the article suggests that the search for ways to operationalize local ownership principles remains one of the key challenges of contemporary peacebuilding, and outlines a vision of peacebuilding as cultural exchange as a way forward.  相似文献
