Research Summary
For several decades, critics have argued that civil forfeiture laws create incentives for law enforcement to increase departmental revenue by “policing for profit.” By using data on federal equitable sharing payments to nearly 600 local law enforcement agencies between 2000 and 2012, we examine the relationship between the characteristics of state forfeiture laws and equitable sharing payments to local agencies. Our results indicate that agencies in states with state laws that are more restrictive or less rewarding to police collect more in federal equitable sharing. This finding supports the critics’ argument that police behavior in regard to forfeiture activities is influenced by the financial rewards and burdens involved.Policy Implications
Our results reveal that the findings of investigative journalism and case study research, that is, that police forfeiture activities are influenced by financial rewards, may be more generalizable to law enforcement than previously thought. Despite recent state‐level reforms, federal equitable sharing and most state forfeiture laws provide limited due process protections and have minimal accountability or reporting requirements. Concerns about the impact of civil forfeiture practices on perceptions of procedural justice and police legitimacy are discussed, and possible policy reforms are reviewed. 相似文献13.

Since it came back into power in May 2008, the Berlusconi government has undertaken a number of important initiatives in foreign policy, especially in relation to the European Union. Three cases concern the ratification of the Lisbon Treaty, the war in Georgia and the climate change/energy package. Rather than following a pro- or anti-Europe line, it is argued that the link between all these initiatives is the development of a pragmatic foreign policy, in which the ultimate aim is to promote Italy's economic interests. This means that in some cases the Berlusconi government is supportive of the European integration process, especially when no specific Italian interest is at stake, whereas it does not hesitate to undermine it should it clash with Italy's economic interests. 相似文献

Although supervised access has become a more frequently used option within the custody and access domain over the last 10 years, no empirical literature has examined supervised access from the standpoint of its effect on the legal system. As part of a large-scale evaluation of Ontorio's Supervised Access Pilot Project, the present study sought the perceptions of the legal community and the courts regarding supervised access centers. A total of 14 lawyers and 13 judges participated in semistructured telephone interviews concerning supervised access cases in general, the function and impact of the supervised access program in their community, and their satisfaction with and recommendations regarding the center. Both lawyers and judges expressed high levels of satisfaction with the centers and believed that their availability resulted in savings to the legal system and reductions in hostility and conflict between parents. An important dimension of social media discourse is its searchability. A key semiotic resource supporting this function is the hashtag, a form of social tagging that allows microbloggers to embed metadata in social media posts. While popularly thought of as topic-markers, hashtags are able to construe a range of complex meanings in social media texts. This paper uses the concept of linguistic metafunctions, to explore how hashtags enact three simultaneous communicative functions: marking experiential topics, enacting interpersonal relationships, and organizing text. Corpus-based discourse analysis of linguistic patterns in a 100 million word Twitter corpus is used to investigate these functions and how they relate to the notion of social search. 相似文献

AbstractDeinstitutionalisation movements of the mid-1900s led to changes in policy and practice in the management of people with special needs (defined for this article as people with severe and persistent mental illness, intellectual disabilities and high levels of personality factors that interfere with treatment participation). Although the majority of clients with special needs receive care in community settings and interact more with family, friends and others in the community, some such clients require more rigorous case management. For clients who have offended, especially sexually, community-based services are scarce, and concerns regarding reoffence potential often supersede traditional understandings of diminished capacity. Recent reports suggest that jails and prisons have replaced hospitals as the institutions-of-choice for clients with special needs who engage in inappropriate conduct. This paper examines policies and practices regarding community risk management of people with special needs who have sexually offended. Vignettes are provided to illustrate how some clients and agencies have been affected, and suggestions are made to ensure best practices in risk management and public safety. 相似文献

Urban Aboriginal people could be expected to achieve positive health outcomes owing to their close proximity to mainstream health care services. The available data indicate that this is not the case, although people generally self-report as being in 'good to excellent' health. Research indicates that Aboriginal people may not be benefiting from mainstream services owing to the emphasis placed on biomedical models of health that conflict with more culturally-based, ethnomedical models. In the last decade, computer-based systems for the comparison of microscopic firearms evidence have been the subject of considerable research work because of their expected capability of supporting the firearms examiner through the automated analysis of large amounts of evidence. The Integrated Ballistics Identification System, which is based on a two-dimensional representation of the specimen surface, has been widely adopted in forensic laboratories worldwide. More recently, some attempts to develop systems based on three-dimensional (3D) representations of the specimen surface have been made, both in the literature and as industrial products, such as BulletTRAX-3D, but fundamental limitations in achieving fully automated identification remain. This work analyzes the advantages and disadvantages of a 3D-based approach by proposing an approach and a prototype system for firearms evidence comparison that is based on the acquisition and analysis of the 3D surface topography of specimens, with particular reference to cartridge cases. The concept of 3D virtual comparison microscope is introduced, whose purpose is not to provide fully automated identification, but to show how the availability of 3D shape information can provide a whole new set of verification means, some of them being described and discussed in this work, specifically, visual enhancement tools and quantitative measurement of shape properties, for supporting, not replacing, the firearm examiner in reaching the final decision. 相似文献
