Justice,Context, and Violence: Law Enforcement Officers on Why They Torture

How do police explain their support for torture? Findings from 12 months of fieldwork with police in India complicate previous researchers’ claims that violence workers tend to morally disengage and blame circumstances for their actions. The officers in this study engage in moral reflection on torture, drawing on their beliefs about human nature and justice to explain their support for it. They admit that they use torture more widely than their own conceptions of justice allow, but see this as an imperfect implementation of their principles rather than as a violation of them. Previous research on the spread of human rights norms has focused on how these norms can be adapted to the local beliefs that support them, rather than on understanding the beliefs that conflict with human rights. I argue that illuminating the self‐understanding of state actors who support or engage in torture is crucial to building theory on why such violence occurs, as well as to designing interventions to prevent it.     

From Brigade to Service: An Examination of the Role of Fire and Rescue Services in Modern Local Government

Over the last ten years, local government modernisation and the growth of community safety agendas have called for change in the public sector at a local level. This has been typified by partnership work, improvement and inspection and community governance. The fire and rescue services, despite some initial cultural difficulties, haveworked hard to adapt themselves to modern local government, for example through community fire safety work, which is presented as a case study. However, the culmination of the modernisation project, Comprehensive Area Assessment, does not favour the fire and rescue service, and to an extent excludes them from its formula. In this light, it seems that there is little incentive for the Fire Service to continue its modernising trajectory.     

Single-Issue Terrorism: A Neglected Phenomenon?

The willingness of some single-issue groups to use violence in the pursuit of their cause has received surprisingly little attention within the literature on terrorism. This article seeks to add to our understanding of this phenomenonnamely that of single-issue terrorismby focusing on the increasing tendency of groups within the British animal rights movement to utilize violent methods in order to achieve their objectives. The article will seek to further the argument that some single-issue groups have been willing to use violence in past campaigns, thereby highlighting the understudied nature of the phenomenon. This will be illustrated by examining the campaign of single-issue terrorism undertaken by the militant suffragettes in Britain in the 1910s.     

Homo machinus versus Homo sapiens: A knowledge management perspective of virtual communities in cyberspace

Abstract

Amidst debates on whether virtual communities can exist as a solution to technological developments, evidence suggests that knowledge creation and sharing are symptomatic of Home sapiens which may develop into idiosyncratic Homo machinus in cyberspace. According to Geyer (1996, 60), the communication revolution, backed up by accelerating technological development, has created a substructure for the emergence of virtual communities. Recent writings on virtual communities acknowledge Knowledge management as the most often used strategy to bring the human side into the equation. Enabled by online interactive communication technologies, this strategy allows virtual communities to create and share knowledge across the globe, thereby creating a global knowledge-based virtual reality in cyberspace. This article is essentially a theoretical discussion of virtual communities in cyberspace from a knowledge management perspective.     

BELIEFS ABOUT THE CUES TO DECEPTION IN HIGH- AND LOW-STAKE SITUATIONS

Prison officers and students completed a questionnaire concerning beliefs about 34 verbal and non-verbal behaviours in high- and low-stake situations. They were asked to consider behaviour in four different situations (two high-stake and two low-stake) and were asked to rate each scenario in terms of both the behaviour that they believed that they would show and the behaviour that they believed someone else would show. For each behaviour they were asked to rate on a seven-point scale how frequently they believed it occurred during deception (when compared to truth-telling). While there were no differences within high- and low-stake conditions (i.e. between scenarios of similar stakes), certain behaviours were believed to increase more in high-stake situations compared to low-stake ones. People rated their own behaviour differently to other people's, suggesting that they believed they would appear more credible in deception situations than other people would. Prison officers and students did not differ in their overall beliefs about the cues to deception in line with previous research. Results are discussed in terms of the roles that high-stake, infrequent, easily accessible situations and unsuccessful deceptions may play in the development and maintenance of general beliefs about the cues to deception.     

Treatment programmes for adolescents who commit sexual offences: Dropout and recidivism

This paper reviews the state of research into treatment programmes for adolescent sexual offenders, focusing first on treatment dropout, then on recidivism studies. Pre-treatment variables, which may predict dropout from programmes for these adolescents, have hardly been considered, despite obvious financial and ethical implications. In relation to recidivism studies, these have been carried out quite consistently since the mid 1980s, yet, as is discussed, they still suffer from many methodological problems. The authors also note that research into treatment programmes comes almost exclusively from North America. Thus, such research needs replicating with UK samples in order to assure the applicability of any research findings to this population.     

Predicting dropout from a residential programme for adolescent sexual abusers using pre-treatment variables and implications for recidivism

Abstract

This study addresses the prediction that dropout from a UK specialized residential treatment program for adolescent sexual abusers can be determined from pre-treatment variables. Participants were 49 adolescents aged 12–16?years, who had sexually abused children, peers/adults or both. Of the variables examined, 25 showed a significant association with treatment dropout. A scale, consisting of 20 items, was designed to predict treatment dropout. As a measure it showed internal consistency (alpha?=?0.84) and predictive validity. Treatment dropout was linked to a greater risk of recidivism: offences of a general; violent; and combined violent or sexual nature. Missing data confounded the overall small sample size; therefore, a brief checklist of factors associated with dropout was produced as a guide for treatment managers and clinicians.
