Abstract Sexually abusive behaviour by personality disordered patients presents a serious threat to the integrity of staff–patient relationships and the safety of other residents. The occurrence of such behaviour is also problematic for the offending patient, as it may impact on perceived treatment needs and their access to the community. This paper reports on a study of sexually abusive behaviour in a high security psychiatric hospital. It also examines the relationship between these behaviours and patients’ history of sexual offending. The results showed a high frequency of low-severity sexually abusive behaviour and no significant associations between sexually abusive behaviour during hospitalization and sexual offence history. These findings imply that low-severity sexually abusive behaviour within secure settings may be determined, partly, by environmental conditions. This sexual abuse may also be functionally dissimilar to severe sexual abuse perpetrated in the community. The meaning and determinants of sexual abuse within secure settings must be scrutinized carefully and comprehensively before they are considered analogous to previous sexual offences. 相似文献
The collapse of communism and the end of the Cold War have been accompanied by the spread of democracy, advancement in human rights, and the introduction of market reforms throughout the world. The Middle East has been no exception to this trend. There, in response to mounting economic crises and domestic pressures, several governments introduced democratic and economic reforms. This article investigates the progress that Middle East states have made on the path to political liberalization. In particular, it explores whether democratic reforms vary between regional republics and monarchies. To do so, the study analyzes patterns and trends associated with the distribution of political authority and human rights. The article employs five dimensions in this process, including electoral procedural democracy, liberal democracy, personal integrity rights, subsistence rights, and economic freedom. On the one hand, our findings comport with the view that Middle East states have not made significant progress toward institutionalizing procedural democracy and civil liberties. On the other, they lend support to the notion that liberalization is occurring in the region, particularly among monarchies. 相似文献

Despite the unprecedented levels of liquidity provided by the Federal Reserve to banks during the 2007–2008 financial crisis, lending by banks slowed dramatically during and after that global episode. In this study, we propose that, given capital constraints, the lobbying expenditures by banks to combat Dodd-Frank might have crowded out lending activity. A variety of univariate and multivariate tests show that while lending by banks fell significantly around the financial crisis, lobbying rose dramatically. Our results also show that bank lobbying and lending are imperfect substitutes during non-crisis periods. Such substitutability likely is explained by the value perceived in the political connections gained through lobbying, such as the ability to influence regulation, preferential treatment on supervisory or enforcement decisions, and protection against adverse shocks in the form of government bailouts.
Both the East and Southeast China Seas have been home to a series of repeated episodes of tension between the People’s Republic of China (PRC) and its neighbors. Much of the existing literature either treats such episodes as isolated data points or as the manifestation of underlying structural factors. In this paper, we argue that repeated tensions can have important effects on subsequent interactions, generating emergent dynamics with dangerous consequences. What is more, we believe those dynamics to already be in play in several of the disputes within East Asia today. Examining recent developments in PRC-Japan and PRC-Philippines relations, we seek to shed light on how iterated episodes of tension are shaping the trajectory of interactions in both dyads. We believe these insights can inform efforts to understand relations in the region and beyond, given the growing frequency and intensity of repeated tensions among actors. 相似文献
