Research on U.S. college athletics suggests that voting on academic eligibility rules is motivated by rent-seeking behavior. Furthermore, academic eligibility rules have been criticized as being racially biased — more blacks than whites fail to meet the requirements. This paper examines whether the potential racial bias impacted voting on a specific academic eligibility rule known as Proposition 42. Evidence of customer discrimination suggests revenue generating differentials between black and white college basketball players. If rent-seeking behavior motivates voting on academic eligibility rules, then the racial composition of recruits and fans may be determinants of Proposition 42 voting. The results show that schools with more black fans were more likely to oppose Proposition 42; however, schools with a larger pool of potential black recruits tended to favor it, perhaps due to a comparative advantage in recruiting black student-athletes.  相似文献

The article uncovers evidence that the end of the Cold War has provideda dividend in terms of reduced transnational terrorism. Significant short-run and long-run effects are quantified with time-series analysis to be concentrated in reduced bombings and hostage-taking incidents. Presumably, this dividend is the result of less state-sponsorship of terrorism by the Commonwealth of Independent States and other states, as well as the result of measures taken by industrial states to thwart terrorist attacks. A dividend does not appear untilthe last three quarters of 1994, at which time moves were well under way to integrate Eastern Europe with the West. Moreover, prior to this period, significant efforts had been made among Western nations to augment cooperative efforts to curb terrorism and to bring terrorists to justice. Using data for 1970 through mid-1996, we also examine trends and cycles in terrorist modes ofattack. There is virtually no evidence of an upward trend in transnational terrorism, contrary to media characterizations. All types of terrorist incidents display cycles whose duration lengthens with logistical complexity. Any change in these cycles in the post–Cold War era is concentrated in the high-frequency or short-lived cycles.  相似文献

Characteristics prevalent in known child abusers and in child victims of abuse (i.e., internalizing, externalizing, sociopathy, delinquency, and nonrational conflict-solving tactics) were examined as predictors of abuse potential in adolescents. The Child Abuse Potential (CAP) Inventory (Milner, 1986) was administered to male (n = 71) and female (n = 63) teenagers attending alternative educational sites due to behavioral problems or pregnancy. Regression analyses found unique variance in abuse potential contributed by youth (16%) and teacher (6%) reports of internalizing behavior, and youth reports of sociopathy (4%) and delinquency (4%) for a total of 33% of the variance (p < .0001, n = 91) after controlling for age, sex, and pregnancy status. Number of elevated predictors in each student was also related to increased abuse potential (r = .39, p < .001). Pregnancy status and SES were not independently associated with abuse potential. Conduct disorder as a probable precursor to future abusive behavior is suggested, and the use of the CAP with adolescents is discussed.  相似文献

Donor’s demand equations for alternative forms of aid are derived for three allocation processes: noncooperative Nash-Cournot, cooperative Lindahl, and bureaucratic. Based on OECD data for official development assistance for 1970–2001, we apply non-nested tests to distinguish between Nash-Cournot and Lindahl reduced-form equations for 15 major donor nations. Noncooperative Nash-Cournot behavior characterizes many donors, with a few abiding by bureaucratic behavior and none by Lindahl behavior. Joint products are present for multilateral and bilateral giving. Despite the common-pool nature of giving to multilateral organizations, countries derive donor-specific benefits and often view others’ donations as complementary to their own gifts.   相似文献

The emerging field of synthetic biology (SB) is just entering policy debates. Reports from non-governmental organizations, such as the ETC Group and the International Risk Governance Council, have recently been issued, but there have been few systematic analyses of the policy problems that we will likely face as this area develops. Biosecurity issues are the most defined; other societal oversight issues and implications have not been well explored. Although SB could assist in addressing pressing global challenges, such as sustainable and renewable energy, there are considerable societal concerns that accompany its development and applications. This article is designed to anticipate and prepare for these concerns by identifying policy problems associated with SB oversight, upstream of its development. Projected applications of SB are reviewed and a typology of them is developed. Key oversight policy problems are then identified based on historical experiences with other emerging technologies, such as nanotechnology and biotechnology. Problems associated with biosecurity, biosafety, intellectual property, and ethics are discussed in relation to the typology of SB applications to identify applications of the highest potential concern. Finally, policy options for SB oversight are considered, preventative to promotional. We propose that different categories of SB application may warrant different oversight regimes: there might not be an appropriate “one size fits all” approach. We stop short of making specific recommendations, but suggest that the typology, problems, and oversight options identified in this article be used as a starting point for deliberative, democratic decisionmaking processes that take into account a wide range of perspectives about risk, economic impact, scientific progress, and moral reasoning in the design of oversight systems.  相似文献
