创新持续到创新深化:地方政府治理创新能力构建的关键要素

在推进国家治理能力和治理体系现代化的进程中,地方政府治理创新能力的构建至关重要,从关注“创新持续”到“创新深化”视角的转化,正是体现地方政府治理创新能力发生着深刻的重构。论文以创新持续到创新深化的内生化理论模型为基础,识别五个创新深化的核心要素,即组织创新文化、多元主体嵌入、技术嵌入便捷性、创新模块开放性、领导者赋能,并选取地方政府创新奖中西北地区的十个案例,运用定性比较分析,探索并验证核心要素的多重并发因果路径。论文研究表明,五个核心要素在领导者赋能为基础条件下,形成创新文化型创新、模块嵌套型创新、外在嵌入型创新三种创新路径模式。     

关于改革开放史研究的若干问题——答《中共党史研究》编辑部问

萧冬连老师是中国当代史、改革开放史研究专家,近年在本刊发表的相关文章,不少被《新华文摘》《新华文摘网络版》、中国人民大学报刊复印资料以及地方党史刊物转载。而萧老师关于改革开放史研究的专著——《探路之役:1978—1992年的中国经济改革》,以一个历史学者的视角,通过揭示重大事件的经纬,对“中国改革何以能够突破种种约束越过市场化转轨的临界点,并保持经济超预期的高增长”这个问题作了阐释。作者将1978年至1992年的经济改革定义为“探路之役”,所谓探路,既是对改革目标的探索,也是对过渡路径的探索。该书出版后,在读者中引起很大反响。中华读书报、中国新闻周刊、经济观察报、凤凰网等媒体作了长篇采访报道,入选《财经》《21世纪经济报道》《新京报》《南方都市报》、腾讯华文好书等机构2019年度好书榜,并获社会科学文献出版社2019年“优秀原创学术图书奖”。那么,这本书与已有的相关著作有些什么不同?作者对中国经济改革史有哪些自己独特的观察?近期,本刊编辑部就这些问题对萧老师进行了采访,现将访谈内容整理如下。
