AbstractThe cross-border impacts of whistleblowing recently have become far more visible and consequential, as evident with the ‘Paradise’ and ‘Panama Papers’ leaks, which exposed tax and other financial wrongdoings of prominent personalities around the world, leading to scandals, resignations and prosecutions. Despite its new prominence, whistleblowing often continues to be seen as a series of ad hoc chance acts. We argue instead that whistleblowing is an increasingly institutionalized regulatory tool that is enabled by an emergent ‘whistleblowing system’, with similarities to other new forms of informal global governance. Whistleblowing can be controversial, and we develop a framework for assessing whether any particular whistleblowing event and the system that enables it are in the public interest. We then apply this analysis to the case of global tax evasion. We conclude that a whistleblowing system can make important contributions to difficult cross-border regulatory challenges such as tax evasion, especially where other governance systems fail. 相似文献

The EU referendum has raised questions about the nature of democracy, which is not just majority rule. It is wrong to claim that direct democracy has now replaced representative democracy, as Parliament is required to answer all the questions that the referendum did not. The conduct of the referendum reflected the worst aspects of Britain's political culture of sterile adversarialism. Both left and right have shared assumptions about governing that have made it difficult to develop a culture of democratic citizenship. The political system still reflects its pre‐democratic origins (as in the survival of a House of Lords and the obsession with titles) and the role of money in politics represents a form of corruption. Institutional reforms depend for their success on the nurturing of a democratic culture, which is a task for many hands. 相似文献

‘Policies that Fail – Words that Succeed’: The Politics of Accessible Housing in Australia 下载免费PDF全文
This paper seeks to contribute to the debate over the efficacy of voluntary agreements versus regulation, and uses a study of the Livable Housing Design initiative to deliver voluntarily new‐built accessible housing in Australia. We first probe why regulation has become such a significant component of government policy making, and then ask why political campaigns focus on this issue as a strategy for reform. We refer to research by disability activists, which claims that the voluntary approach has failed and regulation is necessary. Amongst our conclusions are: (1) that the disjuncture between policy rhetoric and outcome can be attributed to the power of lobbyists, reliance on the private market to address inequality, and antipathy to regulatory enforcement; and (2) that there is a need for greater interrogation of the language deployed in policy texts to identify whether they are crafted to maintain the government's legitimacy or to deliver purposeful change. 相似文献

Although the devastation from Haiti’s 2010 earthquake was concentrated in Port-au-Prince, it had deep agrarian roots. This paper situates Haiti’s urban poverty in the chronic exploitation of the country’s peasant classes as a basis for assessing the competing contemporary visions for agricultural development. We argue that the post-earthquake reconstruction has fortified a neoliberal development that is incompatible with the aspirations of the Haitian peasantry. Given the interrelated power of domestic elites and international donors, and the proliferation of disconnected development projects, we conclude that any prospect for pro-poor development hinges on the growth and collaboration of peasant movements. 相似文献

ABSTRACTThis article explores how a dynamic performance management (DPM) approach can give policy makers a more integrated, time-related understanding of how to address wicked problems successfully. The article highlights how an outcome-based approach to solving wicked policy problems has to balance three very contrasting objectives of stakeholders in the policy making process – improving service quality, improving quality of life outcomes and improving conformity to the principles of public governance. Simultaneous achievement of these three objectives may not be feasible, as they may form an interactive dynamic system. However the balancing act between them may be achieved by the use of DPM. Policy insights from this novel approach are illustrated through a case study of a highly successful co-production intervention to help young people with multiple disadvantages in Surrey, UK. The implications of DPM are that policy development needs to accept the important roles of emergent strategy and learning mechanisms, rather than attempting ‘blueprint’ strategic planning and control mechanisms. Some expectations about the results may indeed be justifiable in particular policy systems, as clustering of quality of life outcomes and outcomes in the achievement of governance principles is likely, because behaviours are strongly inter-related. However, this clustering can never be taken for granted but must be tested in each specific policy context. Undertaking simulations with the model and recalibrating it through time, as experience builds up, may allow learning in relation to overcoming barriers to achieving outcomes in the system. 相似文献

References to Christian women in the English-language scholarship on the history of Japanese feminism have typically focused on one organisation, the Japan Christian Women's Reform Society. Chō Takeda Kiyoko's 1985 book, Fujin kaihō no dōhyō (Milestones for Women's Liberation), offers a more comprehensive and nuanced image of the contributions of Christian women to the elevation of women's status in pre-World War II Japan, by offering case studies of Christian women. These highlight the widespread influence of Christianity among educated men and women, the broad associational networks of the Christian community, the mutually-reinforcing connections between women's activities in the fields of education and journalism, and the personal struggles of Christian women to create a fairer and more moral society. Takeda portrays the Women's Reform Society as a foundational organisation in the history of feminism, but not the sole avenue through which Christian women worked for women's liberation. 相似文献

This paper offers a contribution to recent debates on European Union (EU) external trade and development policy, with a specific focus on the African, Caribbean and Pacific (ACP) group of countries. The question asked is why the EU encountered such difficulties in the attempt to translate its normative preferences for freer trade and closer economic integration into a series of binding agreements? Drawing on both economic constructivist and historical institutionalist insights, it is argued that the case for reform initially rested on a strong convergence between institutions and ideas, enabling the EU to discursively present desired policy reforms as necessary to satisfy World Trade Organisation trade rules. However, in due course, the institutional dynamics behind the latter began to diverge from the EU's policy preferences and blunt its norm-based argument – thus creating the space for transnational coalitions to, first, question and, ultimately, undermine aspects the EU's trade and development prospectus for the ACP. 相似文献

The Act of Union of 1800, establishing Westminster control over Irish affairs, had important repercussions for the development of feminism within nineteenth-century Ireland, as well as contributing towards adifferentiation of Irish from British feminism. Feminism within Ireland was shaped by class, religion and racial identification: one strand followed theBritish model of Protestant philanthropy, while the other was concerned with asserting women's right to take part in nationalist political struggle. ‘Imperial’ feminists in Britain and Ireland, concerned with establishing their right to take part in the affairs of the ‘nation’, perceived those Irish who rejected British imperial rule as uncivilised, reserving sympathy for those whose economic position was threatened by the activities of those who campaigned against the landlord system. The period of the Land War of 1879–82 illustrates these conflicting discourses. The subsequent decline of imperial power in Ireland can be traced through a gradual change within Irish feminism from an initial support for the Union to a later embrace of nationalism, as young middle-class women, many from Catholic backgrounds, became involved in the movement 相似文献
