This article describes the reforms to the functions of central government in New Zealand that have been introduced since 1985. It sketches the political and economic situation which motivated the changes to the systems of public management. Some of the theoretical influences that provided insights to the advice given to the government by its officials are noted. The essential elements of the system are described briefly. The results are summarized in terms of how the ideas were implemented, the extent of their acceptance, the impact on managerial behavior, and the effects on government in terms of the objectives that were originally set out. Some tentative suggestions are made regarding the messages that might be drawn from the New Zealand experience that are relevant to the reforms of the government of the United States. 相似文献

In Robert Dahl’s work on ‘polyarchy’, democratic ‘freedom’ is liberty from the abuses of the state and freedom for citizens to formulate and express their preferences. This meaning of freedom is central to contemporary scholarship on democratization. At the same time, freedom has also been a key concept for activists and leaders involved in Myanmar’s long democratic struggles. Yet, when freedom is referred to by Burmese activists and democratic leaders, does this entail support for liberty or freedom of the type outlined by Dahl? This article argues that Berlin’s distinction between ‘negative’ and ‘positive’ freedoms can help to clarify overlaps and divergence in notions of freedom. When exploring ‘negative’ democratic freedoms, such as freedom from government restrictions on speech or association, there is considerable overlap between the visions of Burmese activists and democratic leaders and the key elements of Dahl’s democratic freedom. In considering ‘positive’ freedoms, however, there is more divergence. His studies of legislatures and of career politicians changed the way in which issues were viewed and he was skilled at identifying emerging trends before anyone else. He was a natural communicator in the Bagehot tradition, as evidenced in his writings on the constitution, and he wanted a less adversarial political culture. The NGRI Registry is a comprehensive census database collected by the Law and Psychiatry Division of the Department of Psychiatry at the Yale University School of Medicine. This longitudinal database was compiled following a systematic search of all available docket books from the superior courts and mental health records from the state hospitals in Connecticut beginning in January 1970. Detailed life span information is available for 364 insanity acquittees identified during the search. Comparative analyses with four other locales suggested that there were regional differences in diagnoses of and crimes committed by the acquittees.
