The constitutional treaty of the EU failed. Why so? Does this failure indicate the end of European integration and the beginning of re-nationalization of European politics? This contribution argues that the failure of the constitutional treaty is due to a process of politicization of the EU. As a result, political processes beyond the nation state are judged increasingly not just on the basis of their effectiveness, but also in terms of the criteria for good political order, such as fairness and legitimacy. The respective governments of the EU member states, however, publicly still take an instrumental approach to the EU. This is doomed to failure and thus the future of the European project is open. Either politics adapts to the new evaluation criteria for European integration or a partial re-nationalization of European politics is indeed likely. 相似文献

European politics is still dominated by representative and parliamentary national systems of policy making. These systems can be seen as chains of political delegation from citizens through parliamentarians and executive office holders to civil servants. In these chains, a major trend for the past thirty years, and more strongly during the second half of that period, is a strengthening of agents' accountability to the principals. But, simultaneously, citizens' ability to exercise accountability through parliamentary democracy is eroding because of a decline in political party cohesion. Concurrently, constraints external to both the constitutional chain and political parties are growing stronger.
The changes along these three dimensions lead to a situation in which democratic principals commonly decide more about less. Thus, while reforms have strengthened the constitutional parliamentary chain of governance, there is also an ongoing de-parliamentarisation of modern politics. The main motivation for this special issue is to investigate this general phenomenon through a set of focused case studies of the Nordic (here known as 'Scandinavian') countries. These analyses show important differences in how these trends have been manifest. This paper asks the question whether political ideology affects economic growth. Voters may demand inefficient levels of redistribution and government intervention, and they may care too little for aspects that really matter for the economy. Their norms and perceptions of society might, via their political ideology, affect economic performance. The paper presents evidence suggesting that rightwing societies have grown faster in the last decades than other democratic societies. Further analysis suggests that these societies develop better legal systems and less government intervention, which in turn explain some but not all of the growth difference. 相似文献

The goal of a medico-legal autopsy is primarily to determine the cause and manner of death. To this end, the pathologist often uses auxiliary analyses, including histology. However, the utility of routine histology in all medico-legal autopsies is unknown. Earlier studies on the utility of routine histology have shown inconsistent effects, with some studies recommending it and others rejecting it. To study the degree to which histology informs on the underlying cause of death, we sent autopsy reports from suspension-, immersion-, fire-, and traffic-related deaths to senior board-certified forensic pathologists and had them assess the cause of death, first without knowledge of the histological findings and then with knowledge thereof. Fifty cases were identified in each of four subgroups: fire-, immersion-, suspension-, and traffic-related deaths. The autopsy reports were anonymized, and the histological findings and conclusions were removed. Two board-certified forensic pathologists independently reviewed the reports in each subgroup and assessed the manner and underlying cause of death (including their certainty of this assessment on a five-level scale) with and without access to histological findings. The probability of changing the underlying cause of death posthistology was low in all study groups. There was a slight increase in the degree of certainty posthistology in cases where the underlying cause of death was not changed, but only when the antehistology certainty was low. Our results suggest that histology does not meaningfully inform on the underlying cause of death in suspension-, immersion-, fire-, and traffic-related deaths except when antehistology certainty is low. 相似文献

People engage in terrorism and similar forms of violent extremism for a variety of reasons, political or non-political. The frequent failure to achieve what they expected or dreamed about is also usually the source of their disillusionment, and subsequently, a main reason to disengage from violent extremism. Individuals involved in terrorism often come from a diversity of social backgrounds und have undergone rather different processes of violent radicalisation. Profiles of terrorists do not work as a tool to identify actual or potential terrorists because such profiles fail to capture the diversity and how people change when they become involved in militant extremism. This study suggests a more dynamic typology of participants in militant groups, based on dimensions which represent dynamic continuums rather than static positions. During their extremist careers individuals may move from resembling one type initially into acquiring more of the characteristics of other types at later stages. When it comes to prevention and intervention measures, one size does not fit them all. The typology may be used as an aid to develop more specific and targeted strategies for preventing violent radicalisation and facilitating disengagement, taking into account the diversity and specific drivers behind different types of activists. 相似文献

Zolpidem is a sedative that could be used to drug victims, but its suitability to dissolve in drinks is unknown. In this small study, we added either crushed or whole tablets of zolpidem hemitartrate to carbonated beverages or still water to observe how this affected the taste and appearance. Also, concentrations were measured by ultra‐high performance liquid chromatography tandem mass spectrometry at different time intervals. Two crushed tablets (20 mg) in cider (250 mL) lead to a maximum concentration of 84 mg/L zolpidem base after 30 min, while the corresponding concentration after adding fifteen tablets (150 mg) was 467 mg/L. There was little change in taste, but froth and turbidity were observed when adding high doses to carbonated beverages. Carbonated beverages spiked with 20 mg of crushed zolpidem hemitartrate tablets reached concentrations that could cause impairment. Spiking with 150 mg could possibly be lethal if several mouthfuls were ingested. 相似文献

Preparation and planning has been argued to be vitally important as to how effectively investigators undertake their interviews with suspects. Yet, it has also been found in previous research that investigators admit that they plan only occasionally, often attributing insufficient time as a reason for not undertaking the task. Employing a novel research paradigm that utilised theoretical foundations concerning planning, the present study explored empirically 95 South Korean financial crime investigators’ views, using a self-administered questionnaire. With the use of second-generation statistical modelling, an understanding was developed of the relative relationships between various concepts (which had themselves emerged from an established theoretical framework of planning that had been further extended to accommodate the context of the present study). The study found that perceived time pressures actually showed a very low association with interview planning. Rather, investigators’ self-belief as to their own capability alongside workplace culture was each found to have stronger associations with investigators’ intentions to plan for their interviews. As such, we argue that there should be more focus on improving occupational culture relating to interview planning, while developing training programs that identify, evaluate, and enhance investigators’ planning skills. Abstract. This article examines if and why mechanisms exist at the individual citizen level that may contribute to public sector growth — and whether such mechanisms can be altered through provision of information about the costs of public services.We test and find empirical support for the theory of fiscal illusion according to which citizens underestimate the costs of public services and therefore demand more public spending than if they had been fully informed. We also develop and find empirical support for a theory of asymmetrical illusions. This theory claims that producers and users of public services are more spending–minded than ordinary taxpayers — and that limited rationality contributes to this difference. However, the provision of information about the unit costs of public services can weaken these mechanisms of fiscal illusion and asymmetrical illusions. The test is based on tabular, logit, and experimental analysis of survey data from Odense, a Danish city with 175,000 inhabitants. 相似文献
