This article outlines the House Curfew with Electronic Monitoring (HCEM) experience in Rio de Janeiro (Brazil). Recently implemented in this Brazilian jurisdiction, HCEM has already achieved positive outcomes in terms of post-trial de-incarceration, as it reduced the open prison population by 35% from 2009 to 2014. In addition to describing and critically discussing these changes in the Rio de Janeiro criminal justice system, the study also reports offenders’ perceptions regarding this new crime control method in Rio de Janeiro. This perspective provides interesting feedback regarding HCEM in terms of safety, its punitive character, technological problems, constraints, and stigmatisation.  相似文献

Johann Huizinga, the great Dutch historian, wrote: ‘We are living in a demented world. And we know it’, pointing to the Schmittian nationalist irrationalism. Nevertheless, this expression might be accommodated to stress a contemporary form of dementia: the dementia of marketing. We are obsessed, made demented, by consumption, and we know it because we go and hunt for it. Classical economics in its neoliberal shift becomes, now, bio‐economics. The institutional venue where this kind of bio‐political commitment has been strongest is that provided by the European Union. The European Union has failed to halt the process of depoliticisation underway in the government of public affairs, contributing, on the contrary, to its encouragement and acceleration. The picture that emerges seems to have thrown us back 100 years, overrunning the defences of the Welfare State against the excesses of the free market and financial capitalism.  相似文献

A large qualitative literature on violent conflict in Nigeria has identified the importance of oil production and ethnicity as salient factors in understanding violence, especially in the oil-rich Niger Delta. This resonates with the broader literature on natural resources, ethnic exclusion, and conflict. This article advances existing research by providing the first highly disaggregated statistical analysis of oil, ethnicity, and violence for Nigerian Local Government Areas (LGAs). We test whether oil production in a weak state environment, and local groups’ access to governmental power, affect the level of violence in Nigeria. We employ unique disaggregated data on violent conflict events, proprietary data on oil production, and newly collected information on local ethnic groups’ access to the federal government for 774 LGAs. We find strong evidence that LGAs with oil infrastructure experience significantly more violence than others, while access to the federal government significantly reduces violence. We complement these findings with a qualitative investigation of violent conflicts in Nigeria.  相似文献

Scholars have long deplored voters' lack of interest in politics and argued in favor of greater political engagement. We present a formal theory of elections where successful communication of campaign messages requires both effort by candidates and attention from voters. Voters' interest in politics affects their attention and impacts the effectiveness of the electoral process as a screening and disciplining device. In line with existing theories, there exists a curse of the uninterested voter: When voters have little interest in politics, the electoral process performs poorly, and voters' attention to politics is low. Surprisingly, we uncover a curse of the interested voter, by which the same happens when voters have a strong interest in politics. Our results highlight the importance of distinguishing between voters' interest and attention, two notions often conflated in empirical studies. Moreover, policy interventions aimed at subsidizing the cost of acquiring political information can have unintended consequences.  相似文献

This article examines the impact of wheat transfers and cash incomes on wheat consumption and wheat markets. Using propensity score matching techniques, the MPC for wheat is on average 0.33, ranging form essentially zero for Food For Work (a programme with large transfers) to 0.51 for Food For Education. Econometric estimates indicate that the total marginal propensity to consume (MPC) wheat out of small wheat transfers to poor households is approximately 0.25, while MPCs for wheat out of cash income are near zero. This increase in demand for wheat reduces the potential price effect of the three major targeted programmes by about one-third.  相似文献

This article illustrates the legislative and organizational changes affecting the Bank of Italy as a consequence of its participation in the European System of Central Banks (ESCB). The Bank of Italy, while losing its independence in setting national monetary policy, will take part on an equal footing with the other member central banks in setting the single monetary policy for the Union through the participation of its Governor in the Governing Council of the European Central Bank (ECB). The implementation of the single monetary policy and the management of both the exchange rate regime and the official reserves will be decentralized.  相似文献
