Abstract

This essay examines growing European Union (EU) involvement in the South Caucasus, focusing on efforts to resolve the protracted conflicts in the regions of Abkhazia, South Ossetia and Nagorno-Karabakh. To date, the EU has occupied a back seat in conflict resolution efforts, supporting organisations such as the UN and OSCE, which have taken the lead role. However, over a decade of negotiations has produced few tangible results and the EU now has the opportunity to play a much greater role. This essay argues that the EU needs to become more involved: it has a much wider range of tools at its disposal with which to influence the various situations and it is in its own interest to ensure the stability of its neighbours.  相似文献

Locating exactly where trace explosive residue samples should be sought during sample collection at bomb scenes is not specified in the published literature or guidelines; in this area, it is generally acknowledged that forensic practices are based on tradition rather than evidence. This study investigated patterns in the spatial distribution of postblast 1,3,5‐trinitro‐1,3,5‐triazocyclohexane residue from a series of unconfined detonations, over a range of sampling sites, and at two different detonation heights. The amount of residue recovered from the sites decreased as a function of distance from the center of the explosion. [Correction added after online publication 27 December 2012: In the preceding sentence, “increased” was corrected to “decreased” to agree with the conclusion of the article.] As the height of the detonations increased, more residues were found from all sampling sites. The findings of this empirical study have a number of important practical implications including determining where residue samples are best sought at crime scenes.  相似文献

Ten days after announcing its candidature, and amidst some surprise, Canada was elected to a non-permanent seat on the Council of the League of Nations. This article will show how and why this came about. In so doing, it will demonstrate that Canada's election was an important episode from several perspectives. First, it was a milestone in Canada's gradual international coming of age, confirming that it was entitled to all the rights and responsibilities of League membership. Second, it was a significant step in the development of the Commonwealth into an association of equals. And, third, it contributed to the gelling of the emerging group system in elections to the League Council.  相似文献

Parental substance abuse is a major factor in families experiencing foster care placement, yet little is known about the potential of screening in determining risk or identifying subpopulations for which elevated risk occurs. One Midwestern state recently implemented screening. This research uses information gathered as part of the screen's implementation to conduct a latent class analysis. The research was extended to provide a detailed examination of differences in child and family characteristics across classes, and to compare the screen results with caseworker impressions. Three distinct typologies emerged, with the high-risk and moderate-risk designations comprising only one quarter of the cases.  相似文献

Two new studies challenge the prevailing consensus that proportional representation (PR) systems produce greater ideological congruence between governments and their citizens than majoritarian ones. This has led to what has become known as the ‘ideological congruence controversy’. G. Bingham Powell claims to resolve this controversy in favour of PR systems. Specifically, he argues that the results from the two new studies are based on an anomalous decade and that PR systems generally do produce greater government congruence. In addition, he also asserts that PR systems exhibit less variability in government congruence. In this article, the empirical evidence for these two claims is re‐evaluated using exactly the same data as employed by Powell. The analysis indicates that although PR systems produce better and more consistent representation in the legislature, they do not hold an advantage when it comes to representation at the governmental level.  相似文献

This article examines relationships between local drug policy (as represented by prosecutor-reported case outcomes for first-offender juvenile marijuana possession cases) and youth self-reported marijuana use, perceived risk, and disapproval. Interviews with prosecutors and surveys of 8th-, 10th-, and 12th-grade students in the United States were conducted in 2000. Analyses include data from 97 prosecutors and students from 127 schools in 40 states. Results indicate significant relationships between local drug policy and youth marijuana use and attitudes. In general, more-severe dispositions are associated with less marijuana use, higher disapproval rates, and increased perceptions of great risk. Associations primarily appear to be specific to marijuana-related outcomes. Results are discussed within the framework of both deterrence and broader social norms regarding substance use.  相似文献

Trends in states’ civil service reforms since the Winter Commission’s report was published in 1993 are described and evaluated in the context of its recommendations. The authors argue that the commission’s reform agenda relies on a public service bargain that requires public employees, elected officials, and other stakeholders to respect, trust, and support each other’s efforts to serve the public interest. Its recommendations for modernizing state and local personnel systems are discussed and related to the “reinvention” and New Public Management initiatives of the past 20 years. Many of these ideas have been adopted by state governments, but there is no single reform model that has been followed across the states. Some states, such as Georgia and Florida, have engaged in radical reforms that include replacing traditional merit systems with at‐will employment models. The general pattern involves decentralization, deregulation, and limitation of employee protections. While many of the management‐oriented changes advocated by the Winter Commission are staples of states’ civil service reforms, its emphasis on a “trust and lead” strategy based on public service values, partnership, and leadership in the public interest has not received much attention. In general, objective evaluations of states’ reforms are needed to determine whether their purposes are being achieved.  相似文献
