Abstract: The history of legislation to control aggregate mining reflects a power struggle between provincial and municipal interests. A content analysis of 140 Ontario Municipal Board (omb) hearings was assessed for a twenty‐five‐year period to evaluate the conflict between provincial and municipal governments and to document the role of legislation and policy in the resolution of the disputes. This article discusses the trend of successive Ontario governments to move the municipalities out of the core of the policy network dedicated to aggregate extraction. This is a result of the province's need to assure its greater autonomy in the industry in order to guarantee adequate stocks for future development. The province's autonomy allows a greater consideration to the industry and somewhat less consideration to the environmental impacts of aggregate mining. The article shows that there has been an evolution in the policy network from a “captured network” to a more “pluralist network.” Pushing the municipalities to the periphery through strong legislation has allowed the province to undermine the strength of the municipality to protect local interests primarily concerned with reducing the amount and impact of mining taking place near residential developments. Une analyse de 140 audiences de la Commission des affaires municipales de I'Ontario (camo) couvrant plus de vingt‐cinq ans a été réalisée afin d'évaluer le con‐flit survenu entre les gouvemements provincial et municipaux et de documenter le rô1e des lois et des politiques dans la résolution de conflits. Le présent article examine comment les gouvemements qui se sont succédés en Ontario ont eu tendance àéloigner les municipalités du ceur du réseau de politiques en matière d'extraction d'agrégats. Cela vient du fait que la province doive faire preuve d'une plus grande autonomie à 1'égard du rô1e de I'industrie afin que la province puisse garantir la disponibilité de stocks adéquats pour la mise en valeur future. L'autonomie de la province a permis d'accorder un plus grand rô1e à l'industrie et quelque peu moins d'importance aux incidences environnementales de l'exploitation des agrégats. Toutefois, l'article montre qu'il y a eu me évolution dans le réseau des responsables de politiques, celui‐ci étant passé d'un réseau de la capture à un réseau plus pluraliste. We argue that bill cosponsorship in Congress represents an institutional arrangement that provides credibility to commitments of support. We predict that if cosponsorship fosters legislative deals, MCs will only rarely back out on their pledges to support a bill if it comes up for a floor vote, and when they do, these choices will reflect strategic calculations. Further, legislators who violate their cosponsorship agreements will face punishment from colleagues, compromising their ability to gain support for their own bills. We explore the causes and effects of MCs' choices to renege on a pledge by voting no on a bill for which they were a cosponsor, focusing on all cosponsorship decisions in the 101st–108th Houses. The results reveal that patterns of reneging and its consequences are consistent with the idea that cosponsorship functions as a commitment mechanism. 相似文献

Objective
Criminological research consistently demonstrates that approximately 5% of study populations are comprised of pathological offenders who account for a preponderance of antisocial behavior and violent crime. Unfortunately, there have been no nationally representative epidemiological studies characterizing the severe 5% group.Materials and Methods
Data from the 2001-2002 National Epidemiologic Survey on Alcohol and Related Conditions (NESARC), a nationally representative sample of 43,093 non-institutionalized U.S. residents aged 18 years and older were analyzed using latent class analysis to assess sociodemographic, psychiatric, and behavioral characteristics.Results
Four-classes of respondents were identified vis-à-vis lifetime externalizing behaviors. A normative class (66.1% of respondents) demonstrated little involvement in antisocial conduct. A low substance use/high antisocial behavior class (20.7% of respondents) and high substance use/moderate antisocial behavior (8.0% of respondents) class evinced diverse externalizing and psychiatric symptoms. Finally, a severe class (5.3% of respondents) was characterized by pathological involvement in more varied and intensive forms of antisocial and externalizing behaviors and extensive psychiatric disturbance.Conclusions
The current study is the first nationally representative epidemiological study of criminal careers/externalizing behavior spectrum in the United States and validates the existence of the 5% pathological group demonstrated by prior research. 相似文献35.

Purpose
Little published research data exist about suicidal ideation and self-harm behavior in community corrections and we seek to fill this void.Aims
To examine the effects of drug dependence, depression, anxiety, psychopathy, fracture, and child trauma on suicidal ideation, suicide attempts, and self-harm without lethal intent in community corrections.Methods
The Semi-Structured Assessment for the Genetics of Alcoholism Revised (SSAGA II) and the screening version of the Hare Psychopathy Checklist (PCL:SV) were administered. Separate binary logistic regression analyses were used to predict lifetime suicidal ideation, suicide attempt, and self-harm behavior.Results
Prevalences of suicidal ideation, suicide attempt, and self-harm without lethal intent were 41%, 19%, and 14%. Suicidal ideation was predicted by drug dependence, elevated PCL:SV Factor 2 score, and Caucasian race. Suicidal ideation and attempt were both predicted by fractures, depression, and child trauma. Self-harm was predicted by fractures, panic, PCL:SV score, and child trauma.Conclusions
Child trauma and multiple fractures are potent predictors for suicidal ideation, suicide attempts, and self-harm without lethal intent in this community corrections sample. Depression predicted suicidal ideation and attempts, while panic predicted self-harm without lethal intent. This study evaluates the accuracy and precision of a skeletal age estimation method, using the acetabulum of 100 male ossa coxae from the Grant Collection (GRO) at the University of Toronto, Canada. Age at death was obtained using Bayesian inference and a computational application (IDADE2) that requires a reference population, close in geographic and temporal distribution to the target case, to calibrate age ranges from scores generated by the technique. The inaccuracy of this method is 8 years. The direction of bias indicates the acetabulum technique tends to underestimate age. The categories 46-65 and 76-90 years exhibit the smallest inaccuracy (0.2), suggesting that this method may be appropriate for individuals over 40 years. Eighty-three percent of age estimates were ±12 years of known age; 79% were ±10 years of known age; and 62% were ±5 years of known age. Racial/ethnic differences in the prevalence and correlates of self-reported spousal violence in a community sample of Anglo, Black, and Mexican American adults are examined. Females, the formerly married, and Black females in particular (up to 60% of formerly married) were most likely to report both being beaten by and beating a spouse. Multivariate analyses controlling for demographic variables, financial stress, social desirability, sex role traditionalism and drinking quantity (and spouse's drinking among the currently married) did not eliminate the greater likelihood of reports of both beating and being beaten among married Black females. There was little consistent evidence to suggest greater violence propensity among Mexican American than Anglo respondents. The findings raise questions about simplistic socioeconomic status or financial stress explanations of observed racial/ethnic differences in spousal violence. Further, curvilinear effects of alcohol quantity and spouse drinking upon reported violence question simple disinhibition arguments and suggest the need for data regarding couple dynamics. 相似文献
