The purpose of this study was to identify determinants of personal income taxes in Barbados and, using the Engle-Granger two-step procedures with annual data from 1976 to 2008, ascertain how these variables would impact on the dependent variable in the long and short run. The study showed that in the long run, the variables that would impact upon personal income tax receipts were marginal tax rate, real per capita income, and the rate of unemployment, while in the short run, personal income taxes were affected by current real per capita income in addition to lagged values of real per capita income, the marginal tax rate, and the rate of unemployment, respectively. 相似文献

The radically changed regional security environment in the post‐cold war Asia‐Pacific poses serious challenges to Japan's security policy. Tokyo must develop a new strategic view of the region to complement its tendency to emphasize security based on economic growth and interdependence. Japan's relations with the United States, Russia and China have far‐reaching, long‐term regional security implications, yet Tokyo is barely managing to respond to bilateral political and economic issues as they arise. While the waning of the cold war security threat and budgetary considerations are putting increasing constraints on Tokyo's spending for both defence and foreign economic assistance, there are conflicting international demands and fears concerning expanded Japanese international security roles. At the same time, Tokyo's desire to participate more actively in United Nations peacekeeping and to gain a permanent seat on the United Nations Security Council is hampered by the domestic constitutional debate and widespread pacifism, both legacies of the Second World War and the cold war. Abstract This article assesses the impact of public investment in supportive housing for homeless persons with severe mental disabilities. Data on 4,679 people placed in such housing in New York City between 1989 and 1997 were merged with data on the utilization of public shelters, public and private hospitals, and correctional facilities. A series of matched controls who were homeless but not placed in housing were similarly tracked. Regression results reveal that persons placed in supportive housing experience marked reductions in shelter use, hospitalizations, length of stay per hospitalization, and time incarcerated. Before placement, homeless people with severe mental illness used about $40,451 per person per year in services (1999 dollars). Placement was associated with a reduction in services use of $16,281 per housing unit per year. Annual unit costs are estimated at $17,277, for a net cost of $995 per unit per year over the first two years. 相似文献

Research that has investigated the association between specific drug types and crime has tended to focus on the specific drug type in isolation from other drugs. The main problem with this is that it cannot be assumed that the association between specific drug use and crime will be the same regardless of the additional drugs consumed. The research aimed to investigate whether there was a correlation between number and type of drugs used and involvement in crime. The analysis of multiple drug use was based on data collected as part of the New English and Welsh Arrestee Drug Abuse Monitoring program in the United Kingdom. The results showed that both the number of drug types consumed and the particular drug type combinations used explained offending rate. The research concluded that the investigation of links between multiple drug use and crime might help inform antidrugs strategies and treatment services. 相似文献

Under pressure to do more with less, governments across the country have moved from direct service provision to providing services by contract. Proponents argue that contracting can reduce costs and improve flexibility and customer satisfaction. Critics point to a growing number of failed contracts, arguing there are numerous pitfalls associated with contracting. Missing from these debates is a discussion of how governments' managerial capacity can improve contract performance. In this article, we identify specific capacities that governments can use to harness the promise of contracting while avoiding its pitfalls. We present analyses of data on municipal and county government contracting activities that show how governments invest in contract– management capacity in response to several internal and external threats to effective contract performance. Because government investment in contract–management capacity is uneven—that is, some governments invest in less capacity even when circumstances would call for more—our analyses may help to explain why some contract arrangements are more successful than others. 相似文献
